THE FOREIGN NEWS
The news by the last steamer presents some
points worthy of special regard. Some of the
English writers are discussing a project. of uni
ting Sweden, Norway anti • Denmark under one
empire, and then taking Finland from Russia and
adding it to it, and calling it the Scandinavian
empire. Such an empire would include nearly
. all of the original Scandanavia of the dark ages.
This new empire is to be a perpetual harrier
against Russian encroachments westward for all
time to come, and Oscar, King of Sweden, is to
be placed at the head of it if he will immediate
ly join the Allies with all the forces of his king
dom, and help to win Finland and humble Rus
sia. That empire would have about one-tenth
the territorial extent of Russia, and about one
fifth its population. The bribe is certainly not
a very tempting one, and will hardly induce
Sweden to undertake a perpetual war with so
powerful an adversary as Russia. A war of
almost a hundred and fifty years between them
resulted in the loss to Sweden of Finland and
almost all the islands in the Baltic, and there is
no prospect of their ever being permanently re
gained. To trust to the perpetual aid of Eng
land and France would he madness. The death
of Louis Napoleon might at any time result iu an
entire change of the policy of Europe, and leave
Sweden to contend alone with Russia. She will
probably adhere to her policy of neutrality.
Then it is supposed that Omer Niche has gain
ed an important victory over the Russians in
Asia. The particulars are not known, but the
Tunes takes it for granted that the Russians are
badly handled, and that all Georgia and a part
of Circassia are lost to Russia : and thus a per
petual barrier interposed between Russia and the
British East Indies. Such expectations are idle.
Russia never terminated a war with the loss of a
province. She has lost no province yet Even
the single city of Sebastopol io not set taken.
The south side is in possession of the allies: but
the Russians still hold the north side, and are
fortifying it with all dilitence The Russians
have now 175,000 soldiers in the Crimea, and
show a. decided disposition to accept battle if
offered by the Allies. But the probability is
that another winter must b,e passed before another
great battle (N. COI , . if so, the neat winter may
prove as disastrous as the List to the Allies.

The Emperor of France has already borrowed
about 1,500,000,00 n francs, and it will all he
gone by spring. It is no wonder that he now
shows a strong disposition to renew negotiation

anntriltources for supplies, and must resort to
loons. And yet nothing of any importance has
been gained except the precarious occupation of
the south side of Sebastopol. At this slow rate
of conquest the Allies must he utterly exhausted
and bankrupt before Russia is sn humbled as to
do whatnever before was recorded in her history
—make peace with the loss of honor or a pro
vince.
CENTRALIZATION AND STATE
RIGHTS&
The Philadelphia North Antertran rejoices in
the supposed prospect that the Democratic party
will abandon its long cherished doctrine of State
Rights," and adopt the old Whig doctrine of cen
tralization. in other words, that the power• of
the federal gOvernment are to be increased, while
the separate powers and sovereignty of the State
governments are to be reduced. It bases its
hope upon the strong desire and determination
of the Democratic party to preserve the Union
intact Tito North America,i is all right on the
Unita .question, end appears to repudiate all
seqtdonal parties that will imperil it. But how
that iS to give increased power to the central
government does not so clearly appear. The
Deinocracy is in favor of maintaining the con
.Aederaey as it is ; but it would at the same time

rights of the States. Its great aim is to leave
alt loted'questions to the local or State authori
ties. It thus keeps out of Congress many dis
turbing local questions that can he far more
satisfactorily settled by the local governments
without creating useless agitation over the whole
country. For instance, does New York desire
that Congress shall regulate her banking system?
Shall members of Congress from California help
regulate the license and liquor laws of Pennsyl
vania ? Shall Massachusetts help frame the slave
laws of Texas ? Yet such would he the result of
centralization, and of giving unlimited powers to
the general government The safety and very
existence of our federal Union depend on care
fully preserving the rights of the States to regu
late.their local affairs, and thus keep beyond the
power of the federal government all interference
with them, Congress may regulate foreign com
merce, and commerce between the States, and
provide for the common defence and general wel
fare. But local matters within each State are
controlled by the authorities of each State with
out any interference from abroad. - A strong and
overshadowing central governinent would be a
despotism, whatever name it might bear.. Let
us preserve the Union at all hazards; but at the
same time preserve with equal care the rightsaf
the several States. The federal government
quite powers enough to serve ell the purposes of
the confederation ; it should acquire no more by
implication, or by any amendments of the consti
tution.

The foreign letters by the Atlantic all strongly
show that Europe is largely deficient of those
cereals and provisions which we have in abund
ance, and orders continue to come by every
steamer; consequently, there seems no fear that
gold will be shipped hence for some time to
come.
The New Prussian Gazette announces that im
mense beds of sulphur have been discovered on
both sides of the Volga, near Samara- The Rus
sian government has given orders for the instant
working of the beds, which are said to be more
valuable to Russia than a discovery of gold at
this juncture." . .
J. C. Fremont has taken a house in New York
for the accommodation of himself and family
during the winter, that he may enjoy greater fa
cilities in preparing and publishing the results of
his Pacific railroad explorations, which will be
ready for the press before the adjournment of
Congress.
The steam frigate Minnesota," one of the
six ordered by Congress about a year ago, was
launched at IVashington on Saturday, in beauti
ful style, in the presence of nearly twenty thou
sand spectators, including the President, his
Cabinet, most of the Members of Congress, and
the Foreign Ministers: Three out of the six
have already been launched—one at Boston, an
other at Philadelphia, and one at Ilashington.
A Boston correspondent of the New York
Evening Post gives an insight into the workings
of the Prohibitory Liquor Law in Massachusetts.
Ile says : The obstinacy of juries, in liquor
cases is on the increase, and is extending over
the Stale. Half-a-dozen car*s have failed in
Franklin county, though Judge Bishop told the
jury that it was their duty to convict, if they

THE Conneilsville resolution in relation to the
officers of the Connellsville railroad appeared in
our local column, yesterday, without our knowl
edge. We know nothing about the speculations
referred to, and have seen no reason to doubt
that the officers are doing the business in the
most judicious and econoinical way for the in
terests of the stockholders, and, if we thought
otherwise, would speak right out on the subject.
Our local editor had no other design than to
publish an " item " relating to a local matter.

Winter Care of Fruit Trees.
Yesterday we crossed an orchard,

trees to support the frosts of winter—as he sup
posed. But according Lu our experience, as well
as theory, he was taking the most direct mode of
giving them the smallest chance to "live

first might seem to. be a feasible ,plan. " Some
body" had told him that the frost wOuld have
less effect upon the roots if they were kept im
bedded in *titer through the winrer, and he was
heaping up anti packing solid a circular bank of
earth four or five feet distant from the body of
each tree, so as to hold a pool of water even with
the surface of the ground. Nothing could be
more unphilosophical, as a little redectiou will
show.
Every healthy, vigorous tree or plant is sup
plied with an almost infinite number of fibrous
roots, which penetrate every part of the soil,
and gather sap, along with it a supply of organic
and inorganic food The expansion and con
traction of the soil, during the winter, tear and
break numbers of these minute roots, a majority
of which are so small as to be imperceptible to
the unaided eye. Where there is a great num
ber of alternatives of heat and cold, so many of
these roots are broken as to leave the tree in a
sickly condition in the spring, and it should be
a careful study to protect them from such action
of frost. Should there be but a slight degree of'
frost, not more than enough to freeze water half
an inch to an inch in depth, a body of water
around the roots would doubtless act as a pre
server, and from this fact probably the ridicu
lous practice arose above alluded to. But in this
climate we have to guard against foot-deep in
stead of inch-deep frosts.
A simple experiment will show the difference
between a dry and wet soil around the base of
the tree. 'fake three cups, each nine inches
deep ; rill each one of them within one inch of
the top—the first with water, the second with
earth saturated with water, and the third with
moist but nearly dry earth, and subject all three
to cold enough to freeze them solid. In the first.
the water in changing to ice will so expand as to
fill up the entire measure. The moist earth in
the second will have expanded nearly as much,
while the comparatively dry earth will scarcely
expand an eighth of an inch.
The experiment, or the principle which it illus
trates, viz : that water freezing expands but one
eighth of its bulk, while dry solids do not thus
expand, has a ; direct bearing upon the winter
treatment of trees. Instead of retaining water
around them, it is better to dig a ditch t at a suf
ficient distance to avoid cutting the roots, ) to
convey the water away and leave the soil , Iry
It is sometimes even advisable to bank up the
earth eight or ten inches high around the body
of the tree, and slope it off a few feet. This
will both carry off the water and afford additional
warmth to the roots.
Fur giving increased warmth, it is well worth
while to mulch the ground well with straw. muck
or sods, that is. put on a thick coating of any of
these substances, to be in part removed in the
spring, and in part worked into the soil. This
will keep out the frost, and save the roots front
the breaking, tearing effect of the frost. and also
give additional richneaa to the soil. When stra w
is used, it should be wet and even rotten, and
not be placed too thick against the tosly of the
tree, lest it should furnish a neat for mice.
We repeat, the must essential considerations
in the winter protection of fruit trees, are to
keep the soil dry, and shield the roots from the

ratus is not used, and thus expose the lives of
hundreds to imminent peril without a qualm of
couseience . but with the thousands of miles of
railroads made. and in course of construction,
the general goverument has done next to nothing.
Now, why not adopt a plan that works well in
England! Let Congress appoint a general in-•
spector of all constructive works on mite-rays—
lie should have several assistants, whose duties
it would he to examine and report on all the
bridges, tressel works, az,d such like structures
on our railways: tests could be established by a
oos to meet fur that purpose. They have
precedents enough in France and England. but
I refer particularly to the former country, where
all railway structures are put to the severest
test to prove that they are stronger than strong
enough In 1847 one iron bridge on a French
railway was tested as follows—seseral loaded
stone wagons were pushed by an engine at a high
speed towards the bridge, at some short distance
from which a rail had been removed, thereby
causing them to overturn on the bridge with a
force of several tons.' if it slid nut stand this,
and ohter severe tests, it NVIL. not considered sale.
The fact of a thirty ton locomotive alone, go
ing over a bridge of a large space, does not indi
cate its power of resisting the pressure of it
heavily loaded train, covering the whole length
of the structure. 1 would repeat the necessity
that exists of Congress taking up this matter,
and hope St. Louis, whose inhabitants have
suffered frightfully, will, to a man, take the ini
tiative In this movement, tied let tie not be a by
word and reprdach among the civilized nations
of the earth. The time and talents wasted on
political intrigues in our legislatures would be,
more fitly directed to the safety and welfare of
their fellow beings, whose lives are daily exposed
to those disasters, which it is in the power of
