We received at 10 o'clock yesterday morning. direct from Boston, a telegraphic despatch, an nouncing that the steamer had been telegraphed below that city, but the news did not commence to reach this city by telegraph until a late hour in the afternoon. We are, however, enabled to lay the following summary of it before our readers this morning: The Ilibe ' rnia brings to the United States the Oregon Treaty ratified by the British Government, under the seal of the new Foreign Secretary, Lord Palmerston. This document, signed by his Lord ship and Mr...McLane on the 17th, at the Foreign Office, was afterwards conveyed by . express for despatch by the Hibernia, by his Excellency, Mr McLane, Minister to Great Britain. In the Houseof Lords, on the llth of July, the Marquis of Lansdowne rose and said it was his duty to lay before their lordships and that house, the treaty which has just been concluded between her majesty and the United States, in reference to the Oregon Territory. He had the satisfaction of informing their lordships that a ratification bad that day been exchanged. A similar notice was given on the same day in the House of Commons, by Lord Palmerston, who appeared at the bar and stated that he had a paper to present by command of her majesty. The new 31inistry had got to work, and the bu siness of the country is again in a state of pro gression. All the members have been returned in the opposition except Mr. McCauley and Lord Ev ington. In every question a disposition exists to', give the new appointments a fair trial. The affairs of Parliament will be wound up probably by the middle of August. The great movement to reimburse Mr. Cobden for the loss of health and money, is progressing apace. The soldiers being mostly from the interior are not accustomed to the climate of the sea coast. and therefore suffer in health very severely. Sera Cruz could easily be taken with two or three thou sand men, who could land either north or south of it. At present the city is nearly deserted. Excellent health prevails throughout the squad ron, the frigate Paritan alone excepted, on board which vessel the scurvy prevails to a great ex tent. From du Washington Union, August 3 CONGRSSIONAL. The senate. to-day, took up' the bill providing for the graduation and reduction of the price of the public lands, and after adopting sundry amend ments,passed it. We give the hill as passsd in the record of proceedings. The civil and diplomatic appropriation bill was then taken up, and the amendments of the Com mittee on Finance were adopted, with a few not very important alterations. The Senate then went into executive session The House was engaged' for upwards of two hours on sundry propositions. The President this day returned to tile House, with his objections, the bill "making appropria tions for the improvement of certain harbors and rivers." The bill it all matters connec ted with the principle which it involves—were discussed, the reader will recollect, for several weeks in the spring, when the subject was then under consideration. An effort was made by Mr. Boyd to bring the House, by means of the previ ous question, to a direct vote on the question of "reconsideration," prescribed by the constitution of the U. States. The effort failed; and the de bate, in the meanwhile, procludes the transaction of all other business. Prominent amongst this is the independent treasury bill. Scors or TEMPERANCE.—The members of this association celebrated their anniversary in Cincin nati, on Saturday in a creditable and becoming manner. There was a large attendance from the adjacent towns. At Mt. Auburn suitable orations were delivered by several prominent speakers, and a sumptuous dinner prepared, for 1300 persons.
