Mr McConnell celled for the previous ques tion. and would not withdraw it. The motion to lay on the tnble was then put, end decided in the negative, Yeas, 52, Nays, 142. The question then occuring— "shall the juint resolutions be engrossed and read a third time, this day," Mr McConnell celled the pre vious question; tellers were appointed, and the call sustained.
