The Government has about 11,000 tons of old railroad rails at that place, which are to be re-rolled. The Government has also taken posses sion of massive machinery in Philadel phia designed for the Bethlehem mill, ; which is also to be transferred to Chat tanooga. THE National Bank bill, with its pon derous sixty-six long sections, met a ter tible and somewhat unexpected defeat on Wednesday while attempting to pass through the House, with additional amendments tacked on by the Commit- I tee of the Whole. A motion by Mr. ; Stevens to lay the bill on the table was carried by just two to one. The bill has been nearly three weeks under consider ation, and its untimely end following Mr. Harper's elaborate speech fathering it, caused that member to feel somewhat mournful. THE Secretary of the Treasury, in a communication to the House to-day, says that .Jay Cooke employed about 2500 sub-agents, for whom he was responsi ble, and secured subscriptions to the loan to the amount of $362,000,000, with out which the army and navy could not have been paid. The cost of the loan was $1,400,000, at a cost of less th&n three-tenths of one per cent. on 18 days' interest on the whole amount. The Sec retary concludes that their services could not have been so successfully performed at all by the Treasury Department.
