The effect upon the community of an enhancement of prices caused by an ex panding currency must not be confound ed with the effect of a rise caused by a deficient supply of commodities. The method of the two processes of enhance ment is similar, and they resemble each other in some of their results. In both; the first holders of the goods, or the men who have the sagacity to anticipate a rise, make a profit, which is drawn ulti mately from the pockets of the communi ty. But high prices _resulting from scarcity are beneficial in their operation by the enforced economy which diminish es consumption and prolongs the deficient supply. It puts com modities out of the reach of the poor, ' when nature and industry have given enough for all. A rapidly expanding currency flies on light paper wings; wages limp at a great distance behind. The effect of high prices caused by pa per money is not to render the commu nity more frugal, and so diminish con sumption; but to scrimp one part of the community that another part may wal low in luxury. Consumption is increas ed, but it is more unequally distributed. The poor are pinched that the rich may squander. I But while the effects just described I are what take place at the two extremes of the social scale, the general interrne I diate tendency is much more strongly to 1 profusion than to economy. The great middle class, who are neither rich nor poor, but moderately prosperous, whose surplus earnings, in ordinary times, go into the saving banks or are invested In small loans have lost their strongest in ducement to save. The hundred dollars which was three years ago deposited in the savings-bank, and which could have been the next day withdrawn in,rgold or its equivalent., is now worth only sixty dollars, and it may sink in value to fifty, forty, or thirty dollars, or even lower. The chief in ducement to lay by money is the expect ation that it will be safe; that it will earn interest while lying in the savings-bank; that the principal will be fully refunded as well as the interest paid. But a hun dred dollars put in a savings-bank three years ago has earned nominally fifteen, really between nine and ten dollars and the princil has depreciated to &bowl sixty dollar • so that the principal and , accrued inte st are to-day worth togethl'i er only about seventy dollars. Instead of an increase of the money while in the bank, there has been a dead loss of thirty dollars on the hundred; and very likely in one or two years more this loss will be more than doubled. It is easy to perceive how such a state of facts bears on the saving propensities of the community. It enlists these very propensities on the aide of extravagance and prodigality. If the amount of gold in a dollar is rapidly melting away and disappearing, like a lump of ice in the sun, it is the dictate of prudence, and fru gality to spend it while its purchasing power is at the greatest.
