ENVM . , , tilt gallll VOSt; Mr. Willi • m Cornoll Jewett's Inter view' with Ex-President Buch anan. CONTINENTAL HOTEL, PIITLADELPHI %, March 17, 1864 To the Editor of the Press 81n: I had thd honor of an interview this day with ex-President Buchanan, at Wheatland, on national subjects, at which time I handed to him my letter, herewith, in reference to peace internal tionally and a strictly Union Presidential platform. Mr. Buchanan expressed him self freely and frankly. He avowed an unalterable attachment to the Union, and had not a doubt in his ability to vindi nate :liiataellfully before the world. And in reply to my letfer, furnished me With his views on the war, as contained in his reply to an ,invatation to address a Union meeting; in 1861; that itt;lic time the policy of the Government was pr,.- plalip t ctpor Upion,,and that not w ith stithfilitrtlaubsowittitunOonstitutional policy for the freedom of the slave, which he could not approve, yet was still firm, in the viewailim“,expressed, and deemed the proseeution . of the war now us abso lutely demanded to sustain the Union. The following is a copy of the letter, as published in tile Lancaster Eaprexg, and not copied in the journals of the cfamtry: WinxivrtAwn, Sept. 28, 1861. DEAR SIR: I have been honored by vourAinti invitation, as chairman of the ppriviiate committee; to attend and ad dress a Lufon meeting of the citizens of Chester and Lancaster counties, to be held at Hayesville on the Ist of October. This I should gladly accept, proceeding, asit does, from a much-valued portion ca my old Congressional district; but a,lVall cing gears and the present state or my health render it impossible. You correctly estimate. the deep inter est - winch I feel, "in common With the citizens who will there be assembled, in the present condition of our countiy.- is indeed serious; but our recent military reverses, so far from producing deSpondency in the minds of a loyal and powerful people, .will only animate them to more mighty exertions in sustaining a war which Ens become inevitable by the assault 'of the Confederate States upon Fort Sumter. For this reason, were it possible for me to address your meeting, waiving all other topics I should confine myself to a solemn and earnest appeal to my countrymen, and especially thou without families, to volunteer for the war, and join the many thoustm,is of brave and patriotic volunteers who are already in the field. • This is the moment for action—for PROMPT, ENERGETIC, and UNITED action —and not, for discussions of PEACE pito - POSITIONS. These, we must know, would be rejected by the States that have se ceded, unless we should offer to recog nize their independence, which is entire. ly out of the question. Better councils may hereafter prevail, when these people shall he convinced that the war is conducted, not for their conquest or sult jugation, but solely for the purpose of bringing them back to their original po sition in the Union, without impalrintr in the slightest degree. any of their con. atitutional rights. Whilst, then fore, wc shall 'cordially hail their return omit r our coo:don and glorious flag, and wel come them as brothers, yet, until that happy day shall arrive, it will Ise our duly to stwort- the President, with all the men and theans at the coulmand of the country, in a vigOrous and tuccessful prosecution of the war. Yours. rety respectfully, ,TAMMEA BC('HANAN SAYE. A. WORTH, Asq Mr. Buchanan thon stated the war had assumed the position of the strug2le tweed Philip; 11, and the Province-- in its determined and unyieldlding charac ter. t hat peace was out of the question, , upon a basis of recognition; that he had not seen a Northerner who would con sent to a dissolution of the Union; dolt peace advocacy was favor to the inde pendence of the South, the exception in my international friendly tribunal basis, that foreign interference must not he tolerated while the friendly judgment o r Europe could do no harm; that it was ianw an admitted fact the South would inaiptaih indapendenee,: and rMi ri 'eo of 'tfie' Aave . through Northern foree— , the onoposition unconstitutional, the other constitutional—while the North were equally deterniined to maintain the Union, and free the slave—the one con. stitutional, the other unconstitutional. Thus no hope for peace, unless thiou i ;ll the power of the judgment or the world; and, inasmuch as I had so persistently, and so long advocated mediation, and alone, it was my duty to continue in the cause;.that perhaps, peace might flow from it; but in any event the Union must be preserved, and Democratic prin ciples must again pretail with returning acknotvledgment of ail Southern consti tution rights. In reply to my remarks, I should re main tree to the Democratic creed if alone, he said: You will find me in that case, by your side; that he had noth ing to regret in connection with his na tional career; that lie could not have acted otherwise than he aid, for hischart had Leen the ,Constitution, and an en deavor' C:i do right; that he 'believed, now while a strong force was necessary to sustain the Government, we could never conquer the South: that peace must fl o w from other means, which he could not see from a cloud before him; that my position was right,in that Europe Would deliberate in council as to their duty to America; that the South would seek in that deliberation with renewed zeal for recognition; and that thus the Administration in power would be forced to seek safety in t heir own VbidlcatiOn' of the Union; that in Mr. Greeley's general :national course and views, he had merited the approba tion of the people; that he read his pa per with much satisfaction, for he had shown himself as consistent, magnani mous, andconservative; that both Lin coln and Seward were likewise more consenative, while the remaining Re pub:ican statesmen of note were radical in the extreme; tit:it while Bennejt was tight in his advocacy of a new Govern ment from the people, he would fail in elevating General Grant to power on that platform, as he was too intimately identified with the Republican party. In 'fine, his heart's desire was to see the Union-sustained, and Democratic princi ples once-more in the ascendancy. As to he Belt; ..1w would stand vind.cated in 'atter ages from facts entire he would leave on record. Mr. Buchanan retains all his lofty and commanding dignity .f intellect and manner. lie appeared be fore me like a patriarch of old, yet in the vigor 'of manhood, standing forth as among the most reliable of the American Statesmen, in vindication of the nobli st of Governments. I have stood before Kings and Statesmen of power and wis dom in Europe in advocacy of my pear, yo:icy. .I-must .say that none have so strongly iMpressed me with. the dignity and power of man than the noble bear ing of this truly most unjustly abused and misunderstood patriot. In view of this vindication, I have the honor to now heiald ;forliktlta .the world, who dare question his loyaiity, and if they cannot, who will not in a manly.spirit attribute his acts i tta4 do, at :the, dose of his AdministmtiotCto a laudable desire to :prevent civil war Altip,„too conciliation, which,. if hejailed •ittjs - none the less entitled to ckl'iture than tide Administration after him, in a taglin i ta &ider conquer the South or se cure peace under a force policy, and who must continue to fail without a resort to armistice policy, for delfberation with the world,. as much identified and interes ted in securing peace and the freedom of the slave as the North.
