The New Nationnl Banking Law. The Hon. Hdgh McCullccb, who is at the head of the now Banking Department at Washington, has made his first annual report. The New York Journal of Com merce gives the following as its main There have been organized, under the law* banks, of which 00, with a capi tal of $7,184,716, are noticed in the Comp troller 8 leport. This officer euggeets a great number of amendments to the law, most ot which are designed to consolidate the Bystem, induce the organization of new banbß, and give tbe Treasury Department more complete control of them. He rec ommends that section 47, which limits the amount of money to be loaned to any per son or firm to one-third of the bank’s cap ital, be stricken out, leaving the bank to loan all its money to one individual, if the directors so desire. He would allow on.'- third of the bank directors to be non resi dents of the State where the bank is lo pated. He desires the failure of a nation al bank to be prima facie evidence of fraud, throwing tne proof of honest deal ing upon the managers. Ho urges the striking out of section 31, requirißg an ad ditional security for circulation when the United States Bonds fall below 90 cents at the New York Stock Exchange. He sug gests that no bank should be allowed to commence business with less than $60,000 capital paid in. The Comptroller further recommends that all these banks throughout the coun try be allowed to charge seven per cent, interest, He also urges that a departure from this rate shall only work u forfeiture of tbe interest taken, and not involve the principal. He makes another suggestion in this connection which may well attract attention. Qe recommends lhatpower be lodged by Congress in the hands of the Secretary of the Treasury, or a commis sion to be created for that porpe-e, to hbaolve tbe national banks ua’l ot our large cities from the penalties o‘ the usuary laws, and allow them to charge whatever rate of interest mav be deemed best whenever it is desirable to check speculation or discourage inperts. He suggests the repeal of section 46. which provides for semi annual reports, and the adoption instead of a clause re quiring the banks to carry one-sixth of tneir profile to ih'i surplus account, until that shall amount to thirty per cent, of the capital. Tbe sections 62, 63 and 64, which allow the State banka to participate in the new circulation, he would rcj>c::l, thus compelling them to wind np and reorgan ize under the new system. fie recommends that iho national banks “bo required to prevent their notes from beiDg depreciated in the commercial citify ot the country.” One objection to ibe law he proposes to obviate. He state? that‘ ; if the banks fail, and the bonds of the Government arc depressed on tbe market, the notes o( the national backs must etill be redeemed in full at the Treas ury of the tJnited States.” Another Female Soldier. The Louisville Democrat of Saturday haa the following; Lizzte Crompton, a buautitui buxom girl ot sweet sixteen, arrived .u the city yesterday from Baruatown, Kv., wher;* she has been encamped with her regimer,:. the flth Kentucky cavalry, m which regiment she has belonged for several months. Her history is a short one, bat at the same time very lntere-sl-ag and romantic. During the time sho has served in the army, eitrhtfen months, she has belonged to seven differ ent regiments, and participated in several fights. She was slightly wounded in the' battle of Fredericksburg, which disabled i her for a short time. Following the for- ; tunes of war, tbe was transferred the army of the Potomac to the army of Uie Cumberland, and there participated 1 io the Green j&iver Bridge fight, on the 4th • of last July, when she was again wounded. < During her term of service her sex has been • discovered seven times, and each lime sho S was mustered out of service, but ;m-j mediately rc enlisted. She was sent t.-, j this city by the officer commanding at’ Bardstown, who discovered her sex. She j is now confined at barracks No. 1, await ing orders; but what disposition will be made ot her case we have cot been in formed. A Deserter Branded Marshall Marks, of company 0, 11th Virginia, had the letter “D" branded on his left hip, at the military prison, on Monday. It Beems that he joined the Confederate army just after the war be gan, where he served several mouths, and then he returned to his home. Soon aiterwerds he became a member of the 11th Virginia, serred some tirno as such, and then deserted with Jone’s men in May last. Dnring the engagement bo tween Imboden and Averil!, a month or two ago, Markß was taken prisoner, and conveyed to Clarksburg. Being tried ny oourt martial, he was sentenced to solitary confinement dnring hig term of enlistment, without pay, to be Branded with the letter “D,” and, at the expiration ol his Line, to be dishonorably discharged from the service. Everything being ready, the officer was about to biod hicn hand and foot, when Marks requested that it should not be done, as he could stand it.
