WBnd in the London Times the fol- . lowing account of Homo night scenes in London, cnrionely illustrative of some of the statements made by Mr. Kay, in his work On the “Social Condition of the | English People:” A few evehings ego, a little before sis o’clock, when the darkness was heavy and damp with that slow, incessant November rain which seems to creep under any sliel ter and to spread its cold touch overwvnry part of the body, any unwilling passenger who had to pass at the hack of the Na tional Gallery would have noticed a close crowd of more than forty persons pressing round'one of the doors of St. Martin’B. Workhouse. He would have found that they were waiting for the opening of' the casnal ward, in the hope of obtaining a night’s and a little food. If.he went: .up to them he would have seen them huddled together, perhaps for mutual warmth and the solitary touch of fellow-suffering. They would have taken little notice of him, except that perhaps a m&t? On the outside of the circle might glance uneasily at him, and edge away as if he did not like to be seen; and then, as though the qnalm of a sense of suspicion overpowered the humiliation of pauperism, he would move uneasily toward the strangeiY"and Half whisper in a sort oi de peeqatpry tone, “I never did this in my life before." He remains outside, evi dently ashamed to press into that shiver ing circle;- 1 but' anything- is better than s night spent on tpose Samp and muddy stones and under thatdose and misty fog, and he must take his chance of admission even into the casual ward of a workhouse. The rest talk quietly and in a half fright ened way abont the chance of admission. Receiving the Applicants, The workhouse only admits, as a rule, twelve men and twelve women, and some ot them must have the door shat against them. The door soon opens, and all their eyes ‘fisten on a ’bnrley, well dressed, well-combed, well-brushed official, the greatest possible contrast to the ring of palenesr, squalor, and dirt outside. He is well accustomed to this sort of sight, and there is a qniet, business-like cool ness'about bis manner, in strange contrast with the eager, imploring stare of the helpless faces below him. He surveys the group carefully, first to see if there ■ jaany who-bave been there before, for it '.vfll not do to allow the casual ward to become an ordinary refuge to any one, and aa he is sure to have to .turn away some he will admit those who Mve not bfeen there before It is too great a luxury to be en joyed by *any one two nights running. . At last he makes a sign, and one vaman passes in, and another, and another, np to a dozen or'so, and thenapale.weary look ing woman, with young features, butaged looking hair, is pushed on one side, not irresistibly, by his arm, and her head drops back and her eyes closes despairingly-- ast she falls away into the rain and fc-g. Then be looked round at the men, and admits a few of them, push ing one or two of them back with a touch of roughness he hardly showed to the woman. .‘‘Don’t tell mono lies,” hesoyß sharply, to one who assnees him “I wasn’t here last night, air,” in a tone which seemß to imply that he knowß why he was rejected. Fewer of them are admitted thanof the women, but there are still abont C'dOzSH andTrhalf'men and women outside. ‘‘lt is ‘ very wet, tit,” Bays a piteous Woman’s voice. “I know it is vtatfiS&e d&ysj although the oirenmstanee was quite familiar to him, ‘‘bntl haven't rpoff/or all.pf /on.” After a word with the'aiithoritieg fie adthUs ogte or two more, and then the door ia'shut quietly but in evitably'; andltft irtr'fcood for those who lemain to look up any more at the ligb t above.the door and hope for the warm within, and they turp their faces awa-, the Mght. 1 10 •' What tin Poor Say.
