__:, ._ ;; James P. _Barr, Ed TO OUR ADVERTISING PATRONS The undersigned. publishers of city daily Press have been compelled, by the depreciation of the currency, the operatiou Of the new tax hill; and the greatly increaked cost of everything Used in the pr nting art. to take council togetheroo as to protect themselvesfrom loss, at the emallestax pense to their patrons. No clans of producers in the community will feel the effects of therievenne taxes so severely and so directly ai publi.herii.— Congreas seems to have specially marked them out for the imposition of an unusual inimber.of taxes Bad their share been limited to thethree per cent impost on their gross revenue arising from adver tisements. they could have cheerfully paid it, and felt they were doing their full share towards equalising the pecuniary burdenof the war, but, in addition to this. and to those which publishers meet as individuals, they have to-pay, also, a tax ol paper, on ink, on telegraphic despatches. ko., &xi But even this is not all. Owing to the nrsvalan Practice of.each manufacturer, or ureducer oftax able arttolcar, making hiuu &simply the agent for collecting the Gnvernment tax from the consumer, the impostlabi upon every article employed in making up a tournal is thrown upon the publish e-, and thus he has no-7 to pay a largely increas ed ;mice for his ink, his tyre, his coal, and. more especially. his paper, which is the main item of his expense. Nay, on account of the scarcity of not ton rags paper, has gone up, and is still going up, far beyond what the tax alone would have caused. while labor. owing to the enhanced prima of every necessiry, has advanced in nearly the sane rapid r ..Portion. We thus find that the augmented cost of publishing a paper just now is nearly forty P. per cent, more than what it was a few weeks since. 1; In the face of this alarming exhibit, we find a diminiehed revenue, the chief source of which rev ' enue to ajc urnalid is iscilwriiit:no. - The pride of subscription in this country-brunreasonably fixed so near the costof the white paper, ink and print ing. as to leave the slenderest margin for profit.— The larger circalations thus secured bythe cheat+. nese of the paper ; is depended upon to increase the price and the namber of advertisements which are the life-blood of a newspaper. But, un fortunately, aivertising is the Most sensitive branch of human enterprise. It • expands daring _ days of thrift and prosperity, and contracts to the smallest compass during periods of doubt and business or monetary revolutions. Since thewar commenced, advertising has fallen off with us, as vita journalists -generally through out the country, from thirty to fifty par cent , and we now . find ourselves with a flourish ing circulations, it is true, but miihourthe revenue which is invariably based on each wide dissemi nations. - • - What are we to do? The public demand for news, in these excited times, must be supplied.— It is manifest that when a paper is sold even the minutest fraction below its cost, the forger its air : eulation the great.r the foss it entails. If adver •l Using were brisk, and at good rates, that less .; might be covered, but the direct contrary is now the case, We wish to refrain as long as possible :from laying atax upon knowledge ty adding to : the Price of our papers, but we thinkthat. both on account of what has above been urged, and on account of our increased obiculationa advertisers ought to consent to a slight advance on the rates ' of advertising, always exceedingli low in our city. ' The undersigned have therefore, after due a : flection, agreed upon, aid will be obliged to live :closely up to the following revised schedule of pH ' oes to take effect as to all new contracts tit. lad var . tieing, from and after this 10th day of November, '1862. At 0 O'clock in the evening of the 4th of May, 100, the Emperor Napoleon died at St. HeltiOa, eller a cruel imprisonment of six years. The latter days of his life were almosttelusivelY directed to religions thoughts. 6 Ho was exceedingly weak, suf fering great pain, and often in extreme de jection of ri. spirits. One evening, but a short timerhefore his death, he made the follownigr i emarkable'confeision to Count Montholont i "Upon the throne, surrounded by gen erals, far uiom devout—yea, I will not deny it—l had too much regard for pub lic opinion, , and far too ranch timidity and perhaps I did, not dare to say aloud, "I am a believer." I said, "Religion is a power—a political engine." But even then, if any 'one had questioned me di reedy, I should have 'replied: "Yea, I am A Christian.' And iftilhad been necessary confess my faith at,,the price of martyr 'Rom, I shouldhave found all my firmness, But no v I aro it St. Helena, 'why should I dissemble that:which r believe at the bot tom of my heart? I desire the communion of the Lord's Supper,_ end to confess what I believe, I will' not force any one to ac company me there; but those who love me will follow me there." • Even iu these solemn hours of approach ing death he had no penitence t.o express in view of his politicial career, for his mo tives had been exalted, 'and his measures beneficient in the extreme. With grati tude and well-founded pride he could well say: "I have hallowed the Revolution by in fusing into it our laws. My code is the sheet anchor which will save France, and entitle me to the benediction of posterity.. Theplan of leaving the Alps was the one first formed at the commencement of my career. I had entered Italy, and Ending that communications with Paris occupied considerable time. and were attended with much difficulty, I endeavored to render them quicker, and resblved to open them through the valley of, tile Rhone. I also Wished to render that river navigable, and blow up the rocks under which it engulpbs and disappears. I had sent engineers on the spot. The expense would have been inconsiderable, and I 'submitted the plan to the Direetory. But we were carried away by events. On my return from ligynt, we applied hamMers to the Alps. We executed what the Romans had not daredito try, and traced, through blocks of granite, a solid and spacious road, ca pable of resisting the efforts of time. As, restless with pain and burning with unappeigable thirst, he tossed on his pil low, he said, to Dr. Antommacchi: "This is not lire—it is mere existence. Death will soon terminate my sufferings. In what state am I, Doctor? Everything seems to weigh upon me to fatigue me.- 1 can scarcely support ittelf. Have yen not, among the resources'of art, anything to revive die play of the machine?" He had some fishes in a pond - near his door, and was fond of feeding theta with crumbs of bread. Suddenly they all died. Sadly he said: "toe see very_ well there is 'a fatality at tached to me. EverAiag I love, every thing. that belong& tpgitie, gror, struck!" -- e At lengththe hidden disease, which sub sequently proved itself to be a cancer in the stomach, so prostrated him that he he could rarely leave his bed, and the pain was so great that he could but seldom get a moment's rest. "Doctor," said he, "what a delightful thing rest is. The bed has become for me a place of luxury. How fallen am I now, whose activity was boundless, whose mind never slumbered, and now plunged in a lethargic stupor, and must make an effort even to raise my eyelid I I sometimes dictated upon different subjects to four or five secretaries, who wrote as fastas words could be uttered. Bnt then I was Na- poleon, now 1 am no longer anything!" One day he vainly endeavored, leaning upon another's arm, to walk across the room. His limbs sank beneath him.— "They are exhausted," said he, "see, there is nothing left—mere skeletons.— Everything must have an end. lam fast approaching mine; and I do not regret it, for I have indeed no reason to be attach ed to life." The news came one day of the death of his sister Eliza. It threw him into a state of stupor. His h, ad fell upon his breast. Deep sighs escaped him, and for a long time he uttered not a word. Then, fixing his eyes intently upon the doctor, he said: "You see Eliza has just shown us the way. Death, which seems to have overlooked our family, now begins to strike it. My turn cannot be far distant, I have no longer any strength, activity or energy left. lam no longer Napeleun. The first person of our Wally who shall follow Eliza to the grave, is that great Napoleon who here drags out a miserable existence, who sinks under its weight, but who, how ever, still keeps Europe in a state of alarm. As for me, it's all ,over. My days will soon end on this poor, miserable Antommcchi was an infidel. One day he ventured to assume a contemptu ous expression of conntanence, in view of some religious conversation, which wag Eassing between the Abbe Vignali and the mperor. Napoleon said to him severly: "You are an atheist, sir. Be an atheist if you will. But as for me, I will fulfill all the duties which religion imposes, and seek all the solace which it administers." 1 hen turning to the Abbe he said, "I wish you to say mass in the chapel every day and to continue to say it after my death. You will not cease until I am buried. As soon as lam dead, Iwish you to place a crucifix upon my bosom and your altar at my head. You will not omit solemnizing the sacrament of the Lord's Supper, and offering daily prayers until I am buried." Thus, day after day, he lingered 'sadly along, each one rich with historic interest, until the 2d of May. The Emperor then was in a burning fiver and his mind was in delirium. His spirit was wandering through the scenes of the past, and moved amid the dangers of the field of battle. At one time he cried out, wildly: "Steinzal, Dessau, Massena; victory is declaring.— Run, hasten, press the charge. They are ours:" In his eagerness, with that momen tary strength which delirium gives, he leaped from his bed, but fell prostrate on the floor. After a few hours the fever abated and reason returned. "I am very ill." said he, "I am going to die. My poor Chinese servants. Do not let them be forgotten. I must take leave of them, also.' In hie will he had particularly remember ed all his friends, and all from whom he received any acts of kindness. At 2 o,clock in the afternoon of the Ed of May, after a verytonehing conversation with the friends who surrounded his bed side, he sent for the Abbe Vignali, and received the Lord's Supper. After the solemn ordinance, the placid expression of his countenance indicated the peace which reigned within his soul. He slept quietly through the night, and in the mor ning he said to his valet," Open the window that I Marcher, open it wide, may ~ i , TIN ii ~ (_. , ' - b A 4 G, NOVEMBER 17, 1562. breathe the air, the 'good air,, which the good God has made.' The night of the 4th was black and stormy. The dying hour had come. The little household at St. Helena were all gathered around their dying friend. The !Emperor lap unconscious and motionless upon his pillow, breathing heavily, and occasionally uttering broken and almost inarticulate words. "Twice I thought," says Count Monthololon, "that I distin guished the unconnected words, 'France, Army, Head of the Army, Josephine.'— At 4 o'clock in the evening, as he was lying upon his back, with his right hand out of the bed, and his eyes fixed, as in deepest mediation, he gently, and without &struggle, or motion, ceased to breathe. Justus the sun was descending below the horizon, sinking behind the clouds of somber and tempeatons day; the spirit of Napoleon took flight into the dread un known.
