Mandamus Case Argued. The mandamus issued against the County Treasurer, requiring him to show cause why he should not cash a warrant held by the Inspectors of the Western Peni tentiary for the amount due by the county for the maintainance of its convicts in the institution, was argued before Judge Ster rett yesterday morning. Mr. Geyer ap peared on behalf of the Inspectors, and made an able argument, showing that it was the duty of the Treasurer to pay over the money, notwithstanding the faa from the United States Court. They could not tie up this money, because it could be regarded in no other light than as a special appropriation, and he asked, therefore, that the Treasurer he compelled to pay it over as required. The Court took pos session of the papers in the case, and will render a decision in the matter at au early day. The question is one of vast importance to the community, and the issue will be looked for with the deepest interest. $lOO 20 20 20 . /.09 10 SO Another Monster Gan. H. F. A New Confidericte Iron-Clad. The London correspondent of the Dublin Evening Mail is responsible for the follow ing : She can steam from sixteen to eighteen knots an hour; is perfectly seaworthy, forall practical purposes invulnerable, and will prove to any vessel she may encounter as formidable un antagonist as our own War dor, the boast of the British navy. This is the "No. 290," as to whose whereabouts federal cruisers have with reason, be trayed such anxiety. It had been known for some time that a large and powerful iron venal was being constructed at the dockyard of Messrs. Laird & Birkenhead; but monsters of the deep are so much the order of the day at that establishment that no one troubled his head much about this new production, or cared to remark the extra thicknessof **phase which were being used. At the very last moment the I federal authorities seem to have bad their suspicion aroused, for the Tuscarora was dispatched to keep watch to the neighbor. hood of the dock where she lay, and the Southern coast of Ireland was also strictly guarded. "No. 290," meanwhile, ap prised of all that was going on, dropped down the river quietly one day, and steam ed out into the bay, nominally for her trial trip, with a party of ladies and musi cians on board. Instead, however, of re• turning to moorings at Birkenhead, where she would have been kept' in durance vile by the Tuscarora, she quietly landed her passengers at Holyhead, and proceeded on her voyage, avoiding the harbors of Cork, Waterford, &c.,in the neighborhood of which she might ave heard of some thine not at all to her advantage. "No. 290" steamed round by Londonderry and Vonegal. and was joined off the West coast of Ireland by the steamer which had previously started, having on board the armament intended for the gigantic Iron sides. Had she even met the Tuscarora while still unarmed, it was the intention of her captain to try the fort Le of war by running sunk on at full god into her an tagonist. It needs no extraordin ary pow ers, of discernment - to dUeover what in. citement must be emend at she other aide of the Atlantis by di laded of Also ": 280." Women for Clarke and loam l for War. 4 lady thus proposes the employment of women as clerks in place of young men who are capable of military duty: Thousands of young men, who feel the need urgent pressure of the country's t of troops, are yet detainedat borne b eny the necessity of providing fir mothers, or wives or sisters, wholly or partially de pendent upon them. In a commercial city; like this the great bulk of the occupations of one class of meta make no such demands upon the physical energies as to confine t tem to their sex. Wiry should not these same sisters or even wives, when not other wise engaged with young children, step fur ward as substitute s in these positions and release the men for the defence of the cmutry? Not in the prufeibions, of aurse, where long previous training is r:rquisite, nor as managers et large business concerns, for which their previous educa• Emu had not fitted them, and whose pro. ietors are not generally among the pos. 'lite recruit-. But as clerks, wasters of It descriptions, hook-keepers, account tots, titribes, in,tirsoce cowponies, edit an' offices, izittenf, eturies nod the like, a very tithe ditligent preparatio n would ren der hundred s and thou-ands of women perfectly codipetent to G.l the places of their male relaliver. The substitution alight be temporary, until the safe return (Willa brother or husband trout the war; or permanent, iu the event of his death.
