Yesterday morning Thurlow ar rived in the Persia, and wns met at the dock at Jersey City by the joint committee of the Common Council, who tendered him the hospitalities of the city. Alder man Smith, chairman of the committee of reception, briefly addressed Mr. %reed, tendering him tho thanks of the Common Connell for his efforts in support of our govermuent in Europe, and the hospi talities of New York in gratitude for his earnest endeavors to sustain public opinion abroad in favor of the 'Union. Mr. Weed replied more briefly than he had been addressed, hut cordially, expresti ing surprise at the honor paid him by the city of New York. It was altogether un expected, and although he felt thankful for it, he desired to take into consideration the handsome proffers of the city of New York, made through its representatives to himself. The party then repaired to the Astor 11 ()use for breakfast. During the meal Mr. Weed spoke unreservedly of the feeling in I Europe in reference to our country. The state of public sentiment abroad, he said, was far from gratifying.. The French gov ernment cherished no friendly sentiments towards us, and the people were better. But Prince Napoleon NM our most sin eere. earnest friend, and lost no occasion to do us friendly offices. The British min istry was divided. Lord Palmeriton and Earl Russell were adverse to us; other mem bers of the cabinet were warmly affected to- ' ward the North. The Queen, whenever she could say a word, always expressed the most decided sympathywith us. Prince Albert had always been the devoted friend of this country, and his last public act had been to modify a dispatch which the ministry had prepared to send to Lord Lyons. 'flu• general unfriendly sentiment Cher ' toward us in the old world Mr. Weed attributed to the treacherous conduct of our diplomatic agents abroad. Full one third of them had for years been engaged preparing the public mind in Europe for the contemplated revolution, and a large number of Southern Congressman had participated in the treason. We in America could have but an imperfect idea of the condition of popular sentiment on that continent. Dr. Russell was one of our best friends in England. He took every occasion to express his sympathy for the North. He spoke at the clubs, to !umbers of Parliament, to • everybody whom he encountered. He pronounced our army the finest in the world ; the raw recruits were equal to veterans in other countries. Capitalists were surprised most of all. Our country was dismembered, and its extinction threatened by civil war of monstrous proportions : yet we met all the expenses, and were able to continue to do so for ten years without recurrence to foreign contributions; and our funds had not depreciated since the breaking Out of hostilities. There was no other country in the world capable of such a financial achievement. America was truly independent. DAVIti IeCANDLKEIS Special Partner. Mr. Weed left yesterday afternoon for klbany. Ile•says he was well treated, and with great respect even by officers and men, and so ,he says, with all the other Union prisoners he saw or heard of. He says the enemy released all the Union surgeons immediately—on the sole eondition.that they should report at Washington and use their influence to have all surgeons on both sides regarded as neutral. One of their officers was very in dignant when told what atrocities were laid to their charge, and asked, "Do they think that we are barbarians ?!.'; .Col. Sire, I shall have, with regret, to inform the Emperor that your Majesty rejects his ad vice.' "'I do not reject it,' said the King. only find it impossible to follow. Even were I to admit, as a pure hypothesis, the case of my departure from Rome, whither should I go? In Germany I have rela tives ; but would it be prudent for an Italian king to pass in Germany the pe riod of his exile? What would not be said of him, what compromising circum stances would not the revolution attrib ute to him? In Spain, too, I have near relatives. There is the cradle of my family. Anticipating all other offers, Queen Isabella, with all the generosity of her character, placed at my disposal, even before i. left Naples, the palace of Seville, and all that was becoming to the hospitality of a great nation. But Spain is too far front my states. and I will not lose sight of them, nor appear to abandon, even for an instant. my rights.' "'But nobody can pretend, or even imagine,' replied M.. de Lavalette, 'that your Majesty will abandon them, and the Emperor would feel happy to other to your Majesty the hospitality of France.' " know it,' said the King. 'and 1 am deeply grateful to His Majesty for the offin of the Chateau de Pau. But I could not in any way accept it. My name alone is sufficient to explain my repugnance. The Legitimist party would 'certainly come there to welcome me, and it would he said that I had made of the pilgrimage to Pall e sort of protest against the Imperial dy nasty. This would not, indeed, endanger that regime. But I could not, on the one hand; shut the door against those who might come to manifest their sympathies with me, nor could I on the other permit my name to be used as an ensign against the Sovereign who had given me hospital ity in his states—remembering,as 1 do,that my father was the first Sovereign in Eu rope who officially recognized the Empe ror.' "'Tour Majesty would, at all events, have' said the ambassador. 'merely on leaving Rome, sufficient:fortune to live in some part of the world.'. " 'This' said the King. 'is just the last part of your speech to which I thought of replying. On the question of the spoila tion of my private fortune, I do not ad mit—and you who are a gentleman, well understand me—l do not admit either con dition or transaction, or even discussion. When one has lost a throne, it is or little concern if the fortune, too, is lost. Let him who has usurped it enjoy it, or restore it. I shall neither complain in the one case, nor feel grateful in the other. I shall be poor, as many others, my betters, are in this world. i prefer my dignity to my riches.' "'With great concern,' said M. de La vallette, shall render account to the Emperor of hifi mission. Hut, as in this conference I have mingled his instructions with my Own ideas, I wish that your Maj esty should tell me the part of your answer that I may communicate to the Emperor.' " replied the 'it is my wish that the Emperor should kffil.. ions with the sante loyalty and frankness that I express them. Either in substance, or to the least detail. you are :it liberty to give account to his Slajesty of what you have heard from my lips, sure as you now are of my complete consent.' "'Think, your Majesty,' insisted the ambasstelor. 'that the Emperor Napoleon professes it great affection tir you, and from what Sovereign can your Majesty hope for more efficacious support in the mysteries ofthe future? Will not his friend- ship cool when he knows that your Majes ty disdains his counsels:" . . " •I do not disdain them,' answered the King, 'but the fact is I cannot accept them: and if the Emperor should withdraw his friendship I shall be very sorry, but it will not be by me that our good relations shall have been broken. In things which ap pertain to my own position, and in which I am directly interested, it scents to me thnt I am the only judgeTif the conduct which becomes me.' "'The exigencies of Piedmont will re double now for this reason.' added M. de Lavallette. 'and, perhaps, I shall shortly receive instructions which will oblige me again to visit your 11Iajesty, and which will, perhaps, have a direct influence on the permanence of our troops at Rome.' "'I did not believe,'said the King, 'that the exigencies of Piedmont had such weight with the mind of the Emperor: nor, indeed, did I think that the resolution of so grave a question as the continuation of the protection given to the Head of the Church by the French nation should be made to depend on the cabinet of Turin. In any case, should the French troops leave Rome, the same Piedmontese bat- talion may make prisoners of the Pope at the" Vatican and the King of Naple at the Quirinal. I resign myself to a prison in such good company.' " 'That will never habpen,' exclaimed, with vivacity, M. de Lavalette; 'the French fisgwould cover with its folds your Majes ty and the Holy Father. The Emperor will not abandon Rome; but who knows the instructions I may receive from Paris when the refusal of your Majesty is known.' "'Of whatever nature they may be,' re plied the King, putting an end to the in terview, 'they shall have for me the com pensation of procuring for me another visit from you and a better opportunity of making your acquatntance.' +~:: ~ :~~;~:~LiI~~~~l; ~' ' S:J -•ND SDIELTING WORKS.
