The vote of yesterday on the amend ment of Mr. 4 anlsbury to the Tax bill, that no part of the publie money arising front the excise or froth customs shall be used for the support and maintenance of fugitive slaves or free negroes, has put the Itepublicans on the record in a most un ortunate manner. They voted down the wuposed amendment on a call of the yeas Lail nays, and it is an issue in the forth coming elections whether the people of the 1 North are willing to devote their hard earnings for the support of negroes at hoarding schools, according to the present practice. The radicals take fright at this view of the case, and declare plumply that the idea of contributinggoveritment money to aid States in emancipation and coloniz ing slaves, is to have force and effect dur ing the war, and not when peace shall be restored. This construction is not at all warranted by the message of President Lincoln on the subject, nor by the mem ber,: of Congress. It is, however, appar •nt, that the taking of negroes from dattiations where they are producing •reps, to support and educate them et the ,ahlie expense, is not only obnoxious to be army but to the great body of the woide. . _ Progress or the T* Bill in the Senate. • •I . he Scnati , has been. occupied all day upon the Tax hill, reported from the COM. :ante of the Whole just before the close of the session yesterday. Th., Illinois delegation in Congress are in favor of con ferring upon Mr. Lovejoy the position of Charge to Liberia. The only difficulty in the way of his appointment is the cloud upon his re cord. Secret terry - Seward and the Seiz ure of the Eight Hundred Thousand Dollars. The rumor in Washington is that Secre tary Seward is of opinion that the money in the hands of the Netherland Consul at New Orleans is not the property of the Confederates, lint belongs to the State of Louisiana us mentioned in the certificate of desposit. That money aas deposited in the bands of the Netherland Consul in payment of interests of the bonds of the aforesaid State. If such is the case, there is no doubt that the money will be return ed to its legitimate owners. Reliance of the Rebels on Foe• civil Interwention. • The government regards as a palpable fact that the movers in the present rebel lion never entertained the expectation vi achieving a revolution. What they de sired was to open a point for foreign inter vention, on which they relied to overthrow -the Union. They began their intrigues, even before they ventured upon the rebel ' lion, and ever since have applied them selves to this work of intervention. The pretence of revolution was, therefore, a fraud, and is now exposed to the world. ft is not doubted that these views are now, or soon will be, known to European gov ernments through the Secretary of State.
