The suppression of the obnoxions por tion of the Arnold Lovejoy bill, to -make freedom national and slavery sectional, is regarded here as an indication that the radicals hai-e begun to fear the "good time Coming," when their strength will be tried and they will he found wanting.— They are alreadychary of their confidence. Tkey don't know whO are and who are not their friends. They i total the whole - re publican party that s not committed to them as probate opponents, and they are beginning to cultivate strength. The voice of the people is not unheard. The , aboli tionists, per se, have heard it and trembled. There is nothing that troubles them so much as the rapidity with which General McClellan is pushing the rebels to the wall on the peninsula. They are not ready for a conclusion of the war. They are averse to the return of the half a million of volun teers to their homes on the approaching :Awe elections. Their object is to protract the war until they shall have had an op. port ti ni ty to execute their partisan schemes. l'hey are conscious that the great body of the people and the masses of one volunteer soldiers are opposed to them, but they think this their last and only opportunity, and thus we find the Senate and House of Representatives flooded with . propositions to destroy or ignore the constitution, and to ridicule the administration. It is the last chance Of the abolitionist faction, and they are trying to make the most of it.— The people, therefore, need not be sur prised if they find the Wilsons and Sum ners and Lovejoys obstructing the vigor. ous prosecution of the war against rebel lion, and endeavoring with all their might to protract it. 27.900 00 30,000 00 Cotton and Tobacco at New Or leans. From the Ist of September to the 25th ult. there were received at New Orleans 44,498 bales of cotton. but when the Fed mill troops took possesion of the city, says the Bulletin, it had all either been export ed or burned. There were nominally 16, 184 hhds of tobacco on hand, but the ac tual quantity was much lest, as an unusual amount has been taken for borne consump tion. How much was removed or de stroyed is not known. The *exports of cotton this year, as far as known up to this time, reach only 63,942 bales, against 3,570,261 bales for .the same time last year. Most of the tobacco was held on foreign account. Discharge of Enlisted Men. The following bill has passed both Houses of Congress: "That the medical inspector be author ized to discharge from the service of the United States any soldier or enlisted man, with - his consbnt, laboring under any phys ical disability which makes it disadvanta geous to the service that he be retained therein, and the certificate of such inspec tor shall be sufficient evidence of such dis charge; prorided that every such certificate shall appear on its face to have been found on personal inspection of the soldier dis charged, describing specifically the nature and origin of. such disability." 1 1 12 995 2: ALLEGHENY INSURANCE CO.
