Bennett stated the object of the meeting and moved the appointment cifecommittee, consisting of Capt. C. W. Batchelor„ Wm. Morrison and B. Pres ton, to go East and minister to the wants Of our soldiers. The committee were in vested with power to substitute other gen glemen for any one unubie to go. It was suggested that scone arrange ments should be made for tl:e ewe ut the s'Pennaylvania wounded in the approaching battle at Corinth. It was stated iu reply that Governor Curtin had cominiashmed Springer Harbaugh, Esq., of this city, to ..pteceed to Pittsburgh Landing. with two -surgeons. This.. commission was to start yesterday and will attend to the want; of the Pennsylvania troops there. D. P. Lowary, Esq., stated that a letter had been.received here front J. H. Shoen berger, Esq., setting forth that there are -now lying at Savannah ? Tenn., over 5,000 aichand wounded soldiers; that_ 1,100 of these had recently been taken to Cincin nati, leaving 3,300 in hospitals there. The bOats - had returned to Savannah for more -aoldiere , and • the Sanitary Commilsioti of !Cincinnati called on ours to furnish stores and supplies. oi...motiOn of Mr. Bennett, James Park, Jr., Robt. C. Loomis and Jos. R. Hunter wets-appointed a committee to see the let ter and if they considered it of sufficient importance to have it published. A Finance Committee was also created, composed of Thomas Bakewell, James I. Binnett, Jas. Park, Jr., -S. F. Von Bonn horst and Jos. R. Hunter, to raise the nec essary funds fur the purpose named above. After some farther remarks, in which it Willistated that after the Ist of July, Dix monnt-Ifispital, capable of accommoda tingthree to four hundred patients, would be at the disposal of the government; that eighty patients can be provided for at the Maine Hospital, twenty-five or .thirty at the'Western Pennsylvania Hospital, and varicitni'mumbers at other institutions, the meetingadjourned. The members of the committee appoint ed to visit the East are requested to report at the Custom House whether or not they will be able to go. We are reluctantly obliged to state that the above meeting was attended by only twelve persons and these are the gentle men • who have from the beginning inter ested themselves in the care of the sick and wounded. As we have before inti mated, the burden of this work should not be permitted to fall on a few: it is the duty of every humane citizen to aid in such a cause, and we are astonished at such appar ent apathy on the part of those who should be taking an active part. We hope that the liberality of contributions may not be measured by the attendance at this meet ing and trust, for the credit of our city, that,the next assemblage of this character may have more the appearance of a sym pathetic meeting of the people than a cau cus or committee meeting. The Finance Committee appointed at the public meeting held yesterday, met last evening and organized by appointing Thomas Bakewell President and .1. B. Ranter Secretary. Present—S. P. Von Bonnhorst, J. I. Bennett, James Park, Jr. and President and Secretary. On motion of Mr. Von Bonnhorst the following resolutions were adopted : • Resolved, That the citizens of Pittsburgh and Allegheny be requested to meet** the school house in the several wardt, - on Saturday evening, the 17th inst., at 71 o'clock for the purpose of having Commit tees appointed by the citizens of the re epecttve wards from amongst their own people,_to make collections of money to defray:the expenses of bringing home and rendenngnecessary assistance to such sick and-wounded soldiers from Western Penn sylvania. as •it may be found proper to trailport torthis place ' as well as any of oureoldiera that may be wounded in the comingconflict. ..Vcipfeed, That the citizens of the ttiwn ships and boroughs of Allegheny county be repeated to bold meetings on Saturday, the 24th inst., at 11 . o'clock, p. m., for the purpose of appointing Committees for the same object. .Resoirni, That such Committees as are i n appointed pursuance of the foregoing resolutions, shall deposit their collections with jamesTarke, Jr., Treasurer of the Committee. On the 23c1 of November 1861, he had in his possession '59;042 88—529 97 of which belonged to the Sinking Fund.— The whole amount still remains in his hands. 2. He has now the sum of $13,414 70— $4,401 00 of which belongs to the Sinking Fund. 3. The judgments of the plaintiffs Inive not been paid because he had no moneys which could be legally appropriated for that purpose, (The act o. The amount appropriated by ordinance of January 28,.1861, was not at that time paid in, nor has it since been paid in, and therefore the sum of 59.012,• iti is necessary to meet saidappropriations. The balance in the Treasury belongs to the Sinking Fund, as established, by the act of 1850. No moneys of the _city have been received by the Treasurer since the 23d of November, 1861; except on account of U se:is-I/lents for grading and paving, under the-act of May, 1857, by the 13th section of which act theseassessments are directed to be applied to the Sinking Fund. * The 'rreasufer concludes the third an swer as follows : "I have not paid any of the money in my hands on the 23d of No vember, 1861, or which has since been re ceived by me, in discharge of any of the above judgments. because I was advised that. I could not legally apply the same to that purpose. I have retained the money in my possession, and am ready and will ing to pay the same as the Court may di rect. Under the appropriations, the mon ey in my hands was for the ordinary cur rent expenses of the. city, without which the government of said city cannot he ad- I ministered." 4. ANSWERS OF THE CITY CONTROLLER Filed under protemt he asserting that inasmuch as the writs of,,speeial were not served upon hiM,'and he had no notice of their being issued, he is not re quired to answer: I. I have no knowledge of the amount of money in the hands or control of the City Treasurer, except such as is derived from the books of account of said city. By said account the said Treas urer had on the twenty-third day .of November, 1861, in his .possession, the sum of $9,042 88, -of which the sum of $29 87 belonged to the Sinking Fund, es tablished by act of April 6, 1850. I can not state what disposition has been made of it. 2. Then, is no money in the city of Pittsburgh in my hands, possession or con trol. 3. It is no part of my duty to receive or disburse the moneys of the city, those mat ters being entirely and exclusively within the control of the City Treasurer: It was his duty, and his alone, to pay said judg ments, and I do not know why they were not paid, except from information derived from said Treasurer, who informed me that he had not had any moneys of said city applicable to the payment thereof.— I have no power or authority to pay out the moneys of said city, for auy purpose whatever. i. There have been a great many war rants drawn by the Mayor and counter signed by the Controller since the 234 of November, 1861. I hereto attach a sched ule showing the amounts drawn upon each day since the 234 of November, 1861, and the purpose for which the same were drawn ; and also a summary showing the whole amount drawn upon each appropri ation, which I ask to be made a part of this answer. If the Court shall deem it necessary that a detailed statement should be given setting forth each warrant sepa rately, I shall be compelled to ask further time to answer, as it would involve a great amount of labor to procure'the same. The warrants drawn previous to the Ist of February, 1862, were - countersigned by my predeeeisor in office, and all the infor mation concerning them ia.derived from the books of said office, which I do not doubt to be correct. Those drawn since the Ist of February, 1862, were counter signed by me. All of said warrants were' drawn in ac cordance with the acts of Assembly and ordinances of said .city, upon the regular appropriations, and for the necessary cur rent expenses of said city.
