IVAsnixorox, Match 28.—The Secretary of the Treasury has recently issued special licenses for commercial intercourse, under the act of July last, which prohibits ship ments from those parts of the United States heretofore declared by the President to be in insurrection without a written per mit. The licenses do not extend further than Nashvillp, and intermediate points. Nothing shipped under these are to he disposed of to persons in arms against the United Stafest or to others wing them in aid and comfort. It is expected that the new Treasury notes will be,paid out by the Treasury about the first, of April. The Secretary of the Navy, by direction of the President, has written a letter to Lieut. Warden, earnestly and deeply sym pathizing with him in the injuries he sus tained, and thanking him and his command for the heroism he displayed and the great service he rendered in the action of the 10th of March. An order has been issued for the resto ation of the mail service between Boone ville, Missouri, ,atul Independence, which was suspended in December last. in con sequences of the secession war.
