Be it resolved by the Senate and Bouse ot Beprctcntatives of the United States of Amer ica in Congress assembled, That Saylee J. Bowen, Daniel Breed, George E. Baker, their aasooiatea and successors, being members of said society bj paying into its treasury the sum of two dollars annually, or life members by paying fifty dollars' at one time, are hereby incorporated and made a body politic by the name of “The National Association for the relief of desti tute colored women and ohildren" for the purpose of supporting such aged or indi gent and destitute colored women and ohildren as may properly eowe under the charge of such association j to provide for them a suitable home, board, clothing, and instruction, and to bring them underchris tian influence; and by that name have perpetual succession, with power to use a common seal, to sue and be sued, to to plead and be impleaded in any court of the United. States; to collect subscriptions, make bylaws, rules, and regulations need iul for the government of said corporation, not inconsistent with the laws of the Uni ted States; to have, hold and receive real and and personal estate by gift or devise; to use, sell or convey the same for the purpose and. benefit of said* corpora tion, and to choose such officers and teach era as may be deemed necessary, prescribe their duties, and fix the rate of their com pensation. Section 2. And be it further * enacted. ihat the officers of said association oonaist of a president, vice president, seo- treasurer and a board of managers to be composed of nine members, the whole to oontitute an exeetive committoe, whose duty it shall be to carry into effeot the plans and purposes for which said associ ation was formed, allof which offioexa shall be elected on ihe fifteenth day of March and hold their offioea till the second Tuesday of January eighteen hundred and sixty four, on which day, and annually on the second Tuesday of January in eaoh succeeding year, at the annual meeting of said association, which shall bo held on said day, their successors shall be elected and hold their offices for the term of one year, and until their successors be duly elected.
