Section 2. And be it further enacted. That
the sum of one million dollars is hereby
appropriated, out of any moneys in the
Treasury not otherwise appropriated, for
the service of the California central route.
Section 3. And be it further enacted. That
in cue the revenues of the Post OEce De
partment are insufficient to meet!the ap
propriations made by this act the undrawn
balances, of appropriations heretofore made
to supply deficiencies of .;that department
made applicable to the payment
Section 4. And be it further enacLd. That

Be it resolved by the Senate and Bouse ot
Beprctcntatives of the United States of Amer
ica in Congress assembled, That Saylee J.
Bowen, Daniel Breed, George E. Baker,
their aasooiatea and successors, being
members of said society bj paying into its
treasury the sum of two dollars annually,
or life members by paying fifty dollars' at
one time, are hereby incorporated and
made a body politic by the name of “The
National Association for the relief of desti
tute colored women and ohildren" for the
purpose of supporting such aged or indi
gent and destitute colored women and
ohildren as may properly eowe under the
charge of such association j to provide for
them a suitable home, board, clothing, and
instruction, and to bring them underchris
tian influence; and by that name
have perpetual succession, with power to
use a common seal, to sue and be sued, to
to plead and be impleaded in any court of
the United. States; to collect subscriptions,
make bylaws, rules, and regulations need
iul for the government of said corporation,
not inconsistent with the laws of the Uni
ted States; to have, hold and receive real
and and personal estate by gift
or devise; to use, sell or convey the same
for the purpose and. benefit of said* corpora
tion, and to choose such officers and teach
era as may be deemed necessary, prescribe
their duties, and fix the rate of their com
pensation.
Section 2. And be it further * enacted.

to be composed of nine members, the whole

Tuesday of January eighteen hundred and
sixty four, on which day, and annually on
the second Tuesday of January in eaoh
succeeding year, at the annual meeting of
said association, which shall bo held on
said day, their successors shall be elected
and hold their offices for the term of one
year, and until their successors be
duly elected. And in case of a vacancy
it shall be filled by the other members of
the exeoutive committee.
Section 3. And be it further enacted,
That said society may receive into a honse
or building to be provided by it any desti
tute child or ohildren at the request of the
parenta or guardians, or next friend, or the
mother, if the father be dead, or has aban
doned his family, or does not provide for
theto support, or is au habitual drunkard,
such parenlc, guardians, or next friend or
mother, making a written surrender of
eneh child or children. The suberinten
dent or other officer to immediate charge
may, with the concurrence of the exeoutive
committee, or of a board of trusUhs to be
appointed by said committee, and; to con
sist of throe persons, oitisens of Washing,
