SYNOPSIS OF GOVERNOR SEY-

Aliust, Jao. 7. Governor Seymour sent
ia His message to the Legislature u>-day. On
toe subject of natlcoal aflatra, be says tihat
not only i« national life at stake, bat every
personal, eviry family, tve.-y «.%ered interest
lovclvod. Tho truths of oar fiaantual end
military situation niurt n-c-r he kept back.
There ma«i be no attempt t« put down tbe
free expresses of publie opinion. Affrighted
at the roio thoy bav« fraught, the authors
of our oalamii ics at the North and the
South insist that this war has caused
by unavoidable contest about slavery.
This has been the subject and not tbe can*#
of the controversy. We are to look for toe
causes of the w*r in the pervading disregard
of the cbhgaticos of the laws and the ooDiti
tuitor and disregard for the constituted au
thorities, and, above aU, ia the local preju
dices wbieh have grown up fn\two portions of
Stales—the iwo kjtrsmes cf our
aotratry. Thero is no hottest statement of our
difficulties which docs cot teach that cur peo
ple must reform themselves as *w«U at the oen
duoi of the govern cctct and policy of its rulers.
Jt ii sut too late u> save our country, If we
will enter upon tbe sacred duty in the right
spirit and tbe right way. Where it la the
right of uur government to decide.upon mea
»urei and-policy, it is our dh'./ to obey and
give a ready support to vheir decisions. This
u the riuljnaxim of liberty. Thit warshould
have been averted, bat its fl,>od were
opened.
The Administration could not grasp dimen
sion* nor control its sweep. The government
