"Edmund," Or Edward Trotter, is only one of not less than fifty black men illegally confined in the jail of Louisville, held there on no charge and for no offence, nod likely to be sold for jail fees and put money into the pockets . of the Sheriff. • ' The story of Edward Trotter will tell the reader how and why "heart men are kid napped, and without skadow.or pretence of justice imprisoned and sold.` When Fort Eroticism' was Surrendered to our forces, a number of negroes wha had been - employed on the fortifications by the enemy, tell into our hands; and 'were, of course, free by the act of Congress passed and approved on August fith,'lBol. Leland having occasion to send a horse to this city which had been in the ac tion, got leave front-Gen. Grant to dispatch Trotter to New York with him. The man was furnished with a pass from Gen. Grant, one from Capt. Leland, and his free papers, and set out for the East, by way of S 4 Louis, Louisville and Pittsburgh. At St. Louis he was not, troubled; but when the steamboat in which he was pass ing up the Ohio to Pittsburgh, arrived op posite Louisville, a police agent was sent on board by C. L Stancliff, the Chief of Police of that city, to search her for black men. lie seiz4l Trotter, took his phases and other -papers away front him, took him out of the boat, and placed him, by orders of his su perior,and with the consent of the Provost Marshal of the city,. injail. It appears that this Stancliffe makes it a rule to search every steatabdat passing up the river, and taking from them all the 'blacks he finds: On what pretext he does this it is difficult to tell—these peopte being charged with no crime, being claimed by no roan, and being engaged in lawful occupa tions. It may enlighten 'the reader, to know, however, that Stancliff and his help ens receive one hundred dollars for every negro they kidnap and imprison—and this, it seems, whether he is a slave and claimed by an owner, or is free and claimed by no body. When Captain Leland heard that his ser vant had been arrested inLouisville, he was on sick leave, on his way home to this City. He stopped at Louisville- and de termined to release him. He applieol to the Provost Mainhal, who declined to interfere. lle went next to the Chief of Police, who refused point blank to let ,the man go. Trotter had been six Weeks in the jail, and when the Captain went to see hint he found there others who had worked for him, and Whose title to freedom is as Clear to Trot ter's. These men besought him with tears to get them away. Captain behind de termined to do what he could. 'lle threatened to bring suit at law for Trotter'sdiberty; but the ,Chief of Police assured him he had better .not; , that it would be no use; that ,it would make a great disturbance in Kentucky ; that Ken tucky would certainly go out of the Linton if such things were attempted. The Cap tain found, ,too, that lawyers would not mail); take bold of. the case till he engaged Mr. Rousseau, one of the foremost members of the'Loulsville bar, and brother to the gallant General Rousseau. This gentle man pushed the case through, and, thinks to his energy and the fact that n. just judge =Rnllard—tried the case, the man has es caped the claws of the kidnappers and is now free. We trust the same rule Which entitled Trotter to his liberty will be made to apply to others, his fellow sufferers in the jaiL Great credit is due to Captain Leland for the persistance• with which, though sick, he followed up the min. He deserves the thanks of all men who love liberty, for saving this man, Trotter from the horrots of re-enslavement at the hands of Stancliff, the Louisville Chief of Police.
