'Some inconsiderate-anti thoughtless per ,earts, inn the first news of Banks' retreat, were inclined to blame him. So far from _being worthy of blame, he deserves the thinks of Congress, and the bratitude of the-country. The reasons why Batch was stripped of his troops, arc not yet clear, 'but they are gradually leaking out. One thing is ,certain, that 'it did not arise,,from.a want of confidence in Banks. the. Washington correspondent of the nines; says, that lilcClellan's original plan.yris to take McDowell - with him to the 'Peninsula, with all his (Gras; sand leave :the protectiOn of Washington to Banks. He saye r ..-9ffe know that when MoClellan's cam paign on the peninsula was disarranged, the reason assigned was that the reappear awe et \ a etrong rebel force in the Shenan _-i &tali Valley made it necessary to retain the , army tinder Banks and Shields there. And '• - this, in''-turn, necessitated the keeping of McDowell in front of Washington... .The same correspondent farther !epithet Banks was deprived of nearly his. entire army against hie earnest platelet, anti that his`friends - who visited his camp, and found him stripped of his men, urged him "lo re 4signLan advice which he sturdily rejected. llis whole course'redocrds to his honor. - The New York rimer, editorially, says : We infer from the course 'of events that the object of withdrawing Shields and his ;division from' Banks' command, and Etna- Ang him to McDowell, was to enable the ',, latter toco-operate with McClellan in the Capture of Richmond. At that momenti however, fears for the ,safety of Washington rende red it impossible, in the - judgment of the-- President; to carry this, plan into execution; and :McDowell was ac "cordingly retained in front of the Capital. In relation to the trouble between Gen. Butler and the foreign cont ends, mentioned itihartelegriith' same time i since, the Bee says: On Saturday, a file of soldiers, command eel by, a United„ States officer, repaired to the building on Canal . street, occupied as the Hope Insurance Compaby and as the Consulate of the Netherlands. The flag , was floating at t.ti • time fretm the edifice. The Federal officer_ de manded the key of the vault, but Was told by Mr. Couturie, the Dutch Consul, lthat the vault was . the property of the Coasulate ; that the boy was in 1410 possession and would.not.be given up; also that he pro tested-against. the military occupation of his . :consular .appartments. At the com , mend of the Federal officer, Mr. Couturie wasnearched, the key taken from him, the • vault opened, and the specie carried off. At half-past six o',clock, Mr. Ceuturie was inforenedthatite was at liberty. The first act on recovering his freedom was to strike his flag and draw , up an account: of the proceedings. The money held by the-Con sul belonged to the banking house or Hope, of Amsterdam, and had been deposited with the Consul as the property of a sub ject of Holland. Mr. Couturie himself is a Frenchman. In the meanwhile a detichment .of sol diers was stationed at the doors; of tho Canal Beni; corner of Camp and Grimier streets, and at the private banking house of Sam. Smith & Co., next door to the Canal Bank. At about half past three o' . clock, F. Soon after the Federal sol diers were withdrawn by order of General Butler.
