The bill provides that all the estate, prop .rty and moneys, stocks, credits and effects of Gil person or persons hereinafter, named, are declared forfeited tothe Government of the United States, and declared lawful sub jects of seizure, and of print and capture wherever found, for the indemnity of the United States, against : the expenses for sup pressing the preient rebellion—that is to ray : First. Of any person hereafter acting as an officier to the army or navy of the rebels, now or hereafter in arms, against the Government of the United States: Secoad/y. any person hereafter acting as President, Vice President, member of Con gress, judge of any court, cabinet-officer, for eiga minister, commissioner, or consul of the eo-nalled Confederate States. Any person , acting as Governor of a State, member of convention or legislature, or judge of any court of the so-called Confed erate States; Fourthly. , Any person who, having held an office of honor, trust, or : profit in the United States, eha.l4:ortsafter hold an office in the sd-called C stifederate Stales. If a rebel possesses houses, lands, stooks, cattle, horses, etc.., but is a non-slaveholder,le will be obliged to suffer the utmost severity of the law, while his lordly neighbor, who owns a kuadrodslaves,and-has but little else, goes measurably Scot free. The injustice of- this is manifest, when it is considered thin this is a - slaveholder's rebellion. The most guilty are left to escape... The crimes of 'this country against the slaves;are-astounding. The only !eye : peo ple we 'have found in the South v bati been slaves.. They only hive brought reliable telligence. Their'fidelity to the government has • been unquestioned and unquestionable. Their 'reward is, to shut out from them • the hope which has dawned upon them amidstthe confusion mild changes incident to their maSterslebellion. There is one oonsolation in all this. The very devilish pertinacity of the rebels in the war against the govennuent, Will do what the litmus has not bad the grace to do. Slavery will fall in spite of those recreant Republicans, who have disgraced themselves and their con stituents. Massachusetts, especially,has been disgraced in her representatives. We hope for her honor, that not ene single man who has so foully misrepresented her noble people, will over again roceivo tho"lesat countenance. Lot them go into obscurity, and thank God that time for repentance is permitted them. The following Incidents and facts, conribeted with the votes on the confiscation and emanci pation bills, were speelally dispatched to the New York Tribune: The Hoene of Representatives voted to-day by 14 majority to confiscate the property of rebels, but refused by four majority to touch their slaves. Nine members elected as Re publicans, via: Molars. Dawes, (to the great sacrifice and regret of his frionds,) Delano, Divan, Granger, Harrison, liorton,:Nixon, Rice, of Mass., and Train, voted spinet Con fiscation. Sixteen Republicans, including be side the nine mentioned above, Messrs.'Dunn, Kellogg, of Illinois, Killinger, Mitchell, Nixon, Porter, Stratton and Trimble, voted against emancipation. - Mr= Eliot Stated In his *each - cloning the . discussion,. that _the Confiscation bill was drawn by Mr. Noel', of Missouri, but he-wan the only Democrat who voted for either bill.
