Corrorpoodence of the N. Y. Tribune. n. CONNELL 9 VILLE, Pellll, Feb. 5, 1862. '3inee ,tius commencement of the slave holders' rebellien •tbe' want of ample fa cilities for the transportation of troops and , supplies from the Vest to the capital has been a eeriows drawback to the movements of the War Dgpartment. Pittsburgh is the common center for :troops from the West and 'North West, and immense quantities of cannon,. mortars, Shot, 'shell, and other war, malarinli, are made et-this place. All these had to be shipped by a single route, very circuitous,: and taxed beyond its ea-- .pncity. in ftindshing the Government with •men and munitions of. wav, To . obviate • existing difficulties as well as increase the Means of ,transportatiem 4 — project is on foot to !Melva aid from the Government to complete the Pittsburgh and. Connellsville Itailroad. ' It is proposed that the Govern ment lanish $1,500,000 toward completing the road to Cumberland, the Itailroad Com pany granting the free use of the cord for the transportation of the mails and muni tions of war without limit as to time. In a single year like the present the National Treasury wead be more than reimbursed for the entire amount' required. 'The ex traordinary expenses incurred in shipment by the present route, VlT's Ilaisiburg and. Baltimorei would in a. short Mum exceed the sum asked for. by the Pittsburgh and Connellsrille Railroad Company. From' Pittsburgh - to Washington, by. the route now traveled, is 373 miles ; by the newroute it will only be-300 -miles—a saving of 73 Miles: The new road is now - in operation from Pittsburgh, to - Connells- Ville, a distance of GO miles; leering 90 miles to finish between the latter place and Cumberland, Md. Considerable work has been done on the last end of the unfinished part of the r - M. A glance at the map will satisfy any one of the advantages of this route in distance. Its natural advantages . as a national highway, and, military road - were pointed*, out by General Washington more than a century_ago. It traverses one of the finest mineral and agricultural re gions in the Union, and is of easier grade than any other great thoroughfare between the seaboard and the Mississippi valley. Compared with the Pennsylvania Railroad it has 1;070 feet less ascent and. descent. Nothing but the Chinese policy *hid' char acterized the Pennsylvania Legislature for many years prevented thitiline front being adopted.by the Baltimore and Ohio Rail road, as the best and shortest connection with the Ohio river. At., least .$113,000,000 would have been saved in construction tto count had this route been ?open to that Company. The new project has the decided approval of many of the Senators and Representa tives of this and other States, and of Gov. Tod, of Ohio, and its advantages are ad dated by the new War Minister. The people of Pittsburgh are unanimous in its favor, and are memorializing Congress on the subject. A bill is preparing, which will be introduced in the House at anearly day; and will be actively supported by several influential members from the Western States. From all the indications, the meas 7 urn will be successful. But it is not simply as a short and easy route to the National Capital that this road possesees vital importance. In connection with the Sherman's Tilley Rsiltuad, pro jected via Bedford to Harrisburg, it forms with the .excellent, Allentown route a con-, tinuonsline of tail from Pittsburgh New_ York;thuit avoiding the, changes and de- ) lays incident to the route' through Phila delphia. The iMportince to New York of an independent railway connection with the Ohio river. will, of course, be apprecia ted .by all- intelligent commercial' men. This is one reason why the business men of Pittsburgh are so active in !supporting. the present movement. With such an addition to their shipping •facilitiei, heavy freights would go forward much more speedily and cheaply than at, present. The subject is well worth the careful consideration of. New York capitalists:' . : • I Secession vs..7lllkivery..,President Lincoln's View: Some of our. readers will have noticed oirith interest . arecent -prominently publish ad disialch of 'a Washington letter-writer, whose correctness has never been denied; announcing that President Lincoln had; in a' conversation with Gen. Slavery must be deemed to be abol ished within these States - by the very action of the State hiseceding and of course there can he no return of fugitives from , those States, nor any constitutional recognition of the institution. • • * We have no doubt that . Malcom Ives was a very strong partisan of the Democratic party and an active sup porter of President Buchanan, as he hod been of his immediate predecessor, and tinder GAM he held sevetelprofitable offices in LIP Custom House in this city, beside some comitissionshipit 'of street openings under Mayor W00d.., Just before his term of office-expired, however, Collector Schell, With whom he had a "difficulty," dismissed him, but he has since been 're-appointed by Collector Barney, and, we believe, still holds his place. About three years ago he left the Times and has since been employed upon the Herald. This quondam. priest-doctor has lost his Custom House sinecure. The Evening Poat says: We hear that "Dr. Ives," the person who has been sent to Fort McHenry i lty order of Secretary Stanton, on a charge of- trea sonable spying in the War Office, was yes terdq dismissed from the Custom House, where he had held'an appointment received under the administration of .ir. Buchanan. His name was at puce erased from the roll of inspectors. There is some curiosity among ignorant - outsiders to‘know how a man can hold an office in the New York Custom House and at the same time lire in Washington. We are informed that this person has been the Washington correspondent of a New York journalfor_seyeral months, at least, and it seems that during this time he has also held a post in the New York Custom House. As retreuchmentis the order of the day, it would be well for the Collector to see if there are any more sinecures of this kind. BPECI4L JrOTICES. Ord Friend in Need.
