They hare calculated so confidently upon the idea of Using the Democratic or ganization as a great battering ram to beat down, the - bulwarks which .surround the Government,, that they would regard any movement looking to a'surrender of party prejudices and party, organisations as a death-blow to themselves. If they can ap peal to Democrats inthecoming. municipal and State elections to oppose. the war on the ground of - hostility to 'the'present Ad-, sunistration; they calculate with fearless i confidence that they will be enabled to car* I ry the next House of Representatives, and so to embarrass the Administration and force a dishonorable peace. These men -are in a .minority in both branches- of Congress. They clamor daily against cor ruption in the Administration, and “hark, forward* every cry against the leaders of our armies. They will denounce the direct tax necessary. to support the Administht* tion in the prosecution of the war. They will insist in one brath that the war is to be conducted for the emancipation or tho negro, and in another that it is to becon* ducted for the purpose of filling thepockets Uf speculators.of these men, assirin ag!aprbp&sifccharacter, declared a few' days ago, thOt the only way to rescue the country was to confide in the Democratic party. By such appeals as these they ex pect to re-elect Biddlc in the Second, Cooper intheSeventb, Anoona in the Eighth, John sonin theThirteenth,Baily in the Sixteenth, and Lazear in. the Twentieth district of Pennsylvania to the next House of Repreaen tiycsof.the United. Their pro gramme includes the .defeat of Alexander Henry for Mayor of Philadelphia, and'the election of- a half secession Council in the i Coming Octobercanvuss. What is true of: yon in Pennsylvania is equally true of NCw Jersey, Ohio, New York, and -all the other loyal States. In New York a magnifi cent result was achieved by rallying the Republicans and sgund Democrats against the Breckinridge orgahisatipp, and 1 am happy to be able to assert that this experi-, mentis.to be repeated in the elections of November in .that State. What will the Republicans of Pennsylvania do? 1 no des that their-State Committee is.to meet at Harrisburg on the 22d of January.
