I.EGAD NOTICES | £ nL.ECTION PROCLAM AT I ON WHEREAS, the Council of the City of Harrisburg, by ordinance No. 129. session of 1918-1919, duly passed and signed by the Mayor of said city on August 25, 1919, signified the desire of the corporate authoiities of said city to use the sum of three hundred thousand dollars ($300,000), authoriz ed by the electors at an election held ■November 2, 1915, to be borrowed for the construction of a bridge, with the necessary approaches thereto, on the line of Walnut street, from a point at or about the western line of the right of way of the Pennsylvania Railroad Company to a point at or about the intersection of Twelth and Walnut streets, and the consequential damages resulting therefrom, for the purpose of making a payment to tlic Commonwealth of Pennsylvania to ward the cost of the construction of the Soldiers' and Sailors" Memorial bridge at State street, and its ap proaches, authorized by act No. 429, of the General Assembly of Pennsyl vania, approved July IS. 1919; author lard the submission of the question of such use to a vote of the qualified electors of the city; and fixed the time for the holding of an election for that purpose; therefore. NOTICE is hereby given that an election will be held, at the time and places for holding the general muni cipal election in the City of Harris burg', on Tuesday, the 4th day of Nor vember, 1919, between the hours of 7 o'clock a. m. and 7 o'clock p. ni., for the purpose of obtaining the as* sent of the electors to such use of] the money so authorized to be bor rowed us "aforesaid. The amount of money theretofore borrowed or authorized to be borrow ed is thiee hundred thousand dollars ($.109,000). The purpose for which such money was originally authorized was the construction of a bridge, with the necessary approaches thereto, on the lino of Walnut street, from a point at or about the western line of the right of way of the Pennsylvania Railroad Company to a point at or nbout the intersection of Twelfth and Walnut streets, and the consequential damages resulting therefrom. The reason why said money may not be used for the purpose for which it was borrowed or authorized to be borrowed Is that the purpose has proven to be Impracticable and im piujsible because the said sum of three hundred thousand dollars ($300,000) is now inadequate, by reason of large increases in the price of labor and materials, to pay the cost of the pro posed structure, aside from the cer tain consequential damages Incident thereto; and, further, because the Commonwealth of Pennsylvania, by act No. 420 of the General Assembly of Pennsylvania, approved July IS. 1919 hns authorized the erection and construction, as a memorial to the citizens of this Commonwealth who served In the military and naval forces of the United States in the late world war a Soldiers' and Sailors' Memorial Bridge, with memorial py lons at the western end thereof, and with the necessary approaches, from a point on what is now State stroe'. in the Capitol Park, in the City of Harrisburg, following the line of State street across the tracks of the Pennsylvania railroad to a point at or near Thirteenth street, in said city, which bridge, as designed, will la much more elaborate. Spacious and convenient than the proposed Walnut street bridge, and will serve the con venience of a far greater part of the oublic than the proposed Walnut street bridge. Including those who would have been most advantaged by the proposed Walnut street bridge, ns the proposed Memorial Bridge will be about four hundred feet north of the proposed Wnl-nut street bridge and practically parallel therewith, and will have approaches running to or near Walnut street; and the cor porate authorities of the city desln to co-oporate with the Commonwealth of Pennsylvania by the payment of said sum tof three hundred thousand dollars toward the cost of the con struction of this lasting tribute to the valor of its sons In the late woMd war, and incidentally secure the con struction of a bridge in every respect excelling the proposed Walnut street bridge. . ..... The new purpose for which the cor porate authorities desire to use said money borrowed or authorized to be borrowed Is for making a payment to the Commonwealth of Pennsylvania toward the cost of the construction of the Soldiers' and Sailors' Memorial Bridge at State street, and its an pronehes. authorized by act No. 42\ of the General Assembly of Pennsyl vania, npproved July IS, 1919. THE CITY OF HARRISBURG, By (Signed) DANIEL L. KRISTER, Mayor. ATTEST. ■ (Signed), R. ROSS SEAMAN. City Clerk. (Corporate Seal) , _ Harrisburg, Pa u October 2. 1919, f*" OCTOBER 16,19 19. Steelton News j Boy Scout Council ' to Hold Big Meeting A meeting of the Steelton Council Boy Scouts of America will be held this evening In the room of the Bethlehem Steel Company of fice. A large attendance is expected. The council includes In its member snip more than lil'ty of the most prom inent inen of the town. Although the council "has been formed for less than six months, it has already done so much active work as to have the council ranked as one of the most ac tive ones in the State. The camp held at Stoverdalc* last year was counted a model one, and although councils of 'other cities found it necessary to ask boys from $5 to $lO each for the Vamping trip, the boys of Steelton were given a delightful ten days* outing at a cost to the boys of only two dollars. At the meeting this evening coun cil members and officers for the com ing year will he elected. Arrange ments are also to be made to secure a permanent hall or large room to be used as Scout headquarters for the tioops of Steelton. It is the intention to allow trotips -so desiring to have their regular meetings in the place. It is also to give them a place for their indoor athletic activities. Some arrangements will likely also be made at this evening's meeting for the hotter understanding of tho Scout organization by the people at largo. A mistaken idea seems to exist in the minds of some that it is either military or non-religious if not irre ligious. The Scout program is design ed to bring the hoys to a better un derstanding of their duties to them selves, their fellowmen and their Ood. and if the program is really fol lowed there is no reason why it should not do so. The best evidence of the value of the Scout organization is the unqualified testimonials giv**n by the great men of the nation. Ona of the best friends and most loyal supporters of the Scout program was i Theodore Roosevelt, and the support <f one such man alone should put to rest any dtiubts as to the value of the organization. _ ~ . _ . Tho Scout program followed out correctly and supported l>y th e elti zens of Steelton, will undoubtedly give the borough in years to corne a class of citizens far superior to tnftt ol' which it can boast to-day. Red Cross Will Sell More Yarn Tomorrow Although the surplus yarn offered for .sale yesterday hy the local Chapter of the Red Cross found a rendv sale, a quantity still remains unsold. This will be placed on sale to-morrow from 9.30 to 4.30 a* the Hed Cross headquarters In the elec tric light building. The khaki-color wool yarn will sell at $2.20 per pound, the white and pearl grey at $2 per pound. The khaki color yarn found the greatest demand at the sale yesterday. Lest the sale of the yarn give the impression that the work of the Red Cross is over and that th'e sale means the end of the local chapter, the officers this morning made the statement that much work still re mains for the Hed Criss organiza tion ar.d that by no means will the doors be closed. A large aliipment of knitted articles for the destitute of Europe wps made a few days ago. The work in the future will center largely upon the needs at home. Thorf 1 is ample* noed for work sucn as an organization like the Red Cros and more difficulty will be experienced in filling the need rather than in discovering what to.do. The annual#ted Cross rollcall will open on November 2. Mrs. W. H. Nell has been placed in charge or it, nnd it is expected that the large ma jority of Steelton residents will again enroll as members. The mem bership fee remains at one dollar; with the subscription to the Red Cross magazine the membership fee will he two dollars. Incidentally this is the last opportunity to subscribe for the magazine at this low price. The subscription rate is\to be raised shortly. OYSTKRS Fresh shipment arrived to-day.
