Representative Albert Johnson, of Hoquiam, Wash., chairman of the i House Immigration Committee, sajs the requirement that aliens landing at American ports must have pass ports with a time limit will break up the great inflow of foreigners. The bill provides that aliens coming within exemption clauses of the present law must obtain passports from their own Governments, vised by consular agents of the United States, and limited as to time. But the bill does not stop there. Aliens, who under present laws are eligible to citizenship, would be per mitted to eoine to the United States without passports providing they state in writing their belief that they intend to reside here and become citizens. They must agree to regis ter at least once a year, failure to do so being a cause for deportation. Failure to take out first papers at the end of two years' residence, also is cause for deportation. Chairman Johnson is trying to have Congress send a special com mittee corn prising Eastern and Middle West members to the Pacific coast to study the Japanese situa tion. "We want the East to study It,' he said. "Immigrants now come to the United States freely and are required to pass mental and physical tests," Chairman Johnson said, explaining his bill. "Many classes, such as lawyers, teachers, students, mer chants and actors, are exempted from these tests. These are the classes that It Is proposed to have come with limited passports. That Is to say, tltey are to come as vis itors, and not as prospective citizens. If one comes as a prospective citizen he must so state, and agree In writ ing to place himself under probation, reporting at stated Intervals. That Is all there Is to it. Visitors are welcome. We have room for desir able Immigrants, but must have a guarantee as to their continued de sirability and their willingness to acquire not only American citizen ship but all that the word Ameri canism Implies." Members of the committee say it is not likely a bill suspending immi gration for any stated period could pass Congress now. A year ago it could have passed, they add. There is a demand, according to members, for a provision in the new bill for deportation of aliens who withdraw their first papers in order to avoid service with the armed forces of the United States. SPROUL BLAMES CONTROL OF RAILS Big Factor in Raising Living Costs, He Declares in Con ference of Governors Salt Imkr, Utah, Aug. 21.—At the governors' conference yesterday, Governor Sproul, of Pennsylvania, declared that Federal rail control was contributing to the high cost of living. Governor Sproul scored the Plumb plan by which it is proposed by the workers that the railroads be governed by a committee of fif teen, five members to represent the general public and ten members AUGUST 21, 1919. to represent the employed, as un fair. The Warfield plan, by which the railroads ure to collect six per cent, on their investment, any sur plus to be divided equally between the public, the workers and the earning railroad, he characterized as a makeshift. "The Plumb plan is the most So cialistic doctrine that has been ex pounded in the country," Governor Sproul declared. "The government might just as well turn the Post Office Department over to the work ers us to turn the railroads over to them. There Is Just as much rea son for the one as for the other. "The Warfield plan Is merely a makeshift, and does not cover the situation. It is unwise to place any arbitrary limitation upon the earn ing capacity of any corporation or individual. Railroads, like private individual, like to save a little for a fainy day." Governor Sproul stated that he 3 had been given some new ideas while in Salt Lake with regard to the fight being waged by other states against the high cost of living. ' While X believe that Pennsylva nia has done as much as possible in this regard, I have gained some, ideas which worked out, will make the co-operation between the states and the Federal government more effective."
