April 28.—(Wall Street) —Stocks opened to-day at slight recessions, strengthened ir regularly on a spirited rise in Utah Copper. Atlantic, Gulf and West Indies and a few other issues of less prominence, but soon fell back on concreted professional selling. De clines ran from 1 to 4 points, rails relatively losing more ground than industrials. Motors and oils also manifested heaviness with the gen eral run of steel stocks. U. S. Steel fell over a point from its early height of 116%, Utah forfeited the greater part of its 2% point gain and At lantic, Gulf and West Indies lost all its rise of over two points.
