Discussing the business situation the Philadelphia Public Ledger observes that "American industry is again rap k Vy paying oft American debts to the Old World. In less than four weeks the chief commercial center® export ed goods worth $33,606,000 more than they imported. "This is a radical and highly fa vorable swing of the international trade pendulum. During the entire summer the decrease of exports and the relative increase of imports fos tered a condition hostile to the welfare of American fiance and business. "The United States needs to sell to foreigners over $1,000,000 more than it buys from them evtjry day of the year in order to cancel Interest and divi dends, insurance charges and tourist funds which flow from this country to Europe. For tli« first time in many months we are now able to reach that $1,000,00 mark daily, and it is a har binger of better trade to come. "In a fortnight the Cotton Exchange will be opened on both sides of the Atlantic. This will cause a resumption in the shipments of the most import ant single commodity of international trade. It will tend still further to swell the balance in favor of Amer ica. "With these rapidly improving con ditions in ocean commerce, there is bound to come a reopening of stock exchanges. The British government has already backed a plan to protect brokers and other borrowers who had stocks when the exchanges closed on July 30.
