VICKSBURG Refugees return and open their places ty, BITEHLER GELIUMIO, Aug. 16. The following apeoial despatch has been received by the•2irnea: Haunts, Aug. 18.—A battle was commenced on the 7th at Tasewell, Amen miles fro& Cum berland Gap, between the Confederate forces under Stevenson, numbering from twelve to fifteen thousand, and the Federal at that place, numbering three thousand. =• A movement was made in froht by Steven son, while General Barton gained their rear by forced marches and•inurounded the Federal forces. A desperate fight of four hours ensued, ter minating in the surrender of the Feder&ls. They were driven by superior nUmbeM• in the front, and when in full retreat they were 811- sailed by the flanking foroe of the rebels. Thus in possession of East Tenneisee again, the next move will be on Ruell with` en over whelming force. Eleaaregaid is at Chattanooga co-operating with Bragg. Their combined force is not less than 70,000. Gen. Caswell was killed near his residence in Knoxville on the sixth. ♦ schooner from Havanna ran the blockade at Mobile on the 7th, with a cargo of *Lanni don and cavalry equipments. Vicksburg letters say that the streets are be ginning to assume their former lively appear ance. Refugees are returning- and opening their places of business. The Richmond Dispatch of the 12th inst. con tains the folkiwing " Federal gunboats at West Point." " We learn that three gunboats came , up York River to West Point on Sunday morning, and after remaining there awhile, took their departure. On the same day the Yankees-land ed a force at Carr's farm in King and Queer,' county." - "The object of these moves is a matter of consideration. It is possible that troops are paging by that route fromltOlellan's army to - aprodutinock." The same paper says: All the federal officers, innumbar about 140, 'taken in tiiiiittcent battles before Richmond, handing General McCall, Generals Reynolds and Rankin are to be sent down the river to day under a flag of truce. The Dispatch also reports that the arrival of General Prince And terenty-seven other Yetikee conurdssioned officers at Richmond, who were captured from General Pope's army In the receicit engagements. The despatch says that twenty-one Union prisoners, including three clams, were cap tured in the skirmish on Friday last. It also.says that the battle of Saturday was fought by a' portion only of the divisions of Gens. Garland, swell and a brigade under Gen. A. S. Winder. It claims the capture, of three hundred Union prisoners, including thirty commissioned officers on Saturday night. Gen. A. H. MI DUMB Or CIENZW, WIND= The Diaixdch 'also says that during the en gagement. which wee desperate, General 0. 13. Winder was shot in the breast and died instant ly. No mention is made of. 'Ph° pervon, that brought this paper left Rich mond on last Tuesday morning. He represents the rebel treatment of our prisoners taken in the late engagement as very harsh, especially is this true of the Officers. A large number of troops are in around Richmond, and much suffering, and sickness exists. Supplies are retiree. , Great excitement prevails against Gen. Pope. Retaliatory vengeance 111 loudly threat ened. Theßrigadier General Winder killed was a nephew of. General John H. Winder, Comman der of .the Department of Henrico. The Dia patch has an obituary notice of his death. The .Disparcli says that the Federal loss is believed to be four times greater than the . Confederates, saying that the Federal prisoners confess to being cut to pieces. The Dispatch also reports heavy tiring, heard after%miduight ou t Saturday, , supposed to be &nr, a tottlounAls,Bappiumutookrivec. 'Dads ConfederateA confine that the Federal" had only six thousand troops in Saturday's battle. An elitorial in the Dispatch is very severe on Gen eral Pope's order, and rejoices over the fact of having prisoners to be avenged upon. The Dispatch learns that the Federal gun boats came op the York river to West Point on Sunday afternoon. When General Winder fell the fate of his, brigade for some time was doubtful, it suffering severely. It is said that the Federals first sent a!-flag of trace 'to bury their dead, but this is doubtful. The Disialch . a terrible story about Unionists stripping naked old * midents of Vir ginia and whipping them unmercifully for ex pressing disloyal sentiments. Evidently much apprehension prevails in . Richmond and uneasiness regarding the, move ments of the federal armies. Telegrams from Mobile of the 11th says that the federal loin,at theAskttle of Tazewell was thirty-killed and one hundred and twenty wounded ; the rebels eight killed and 'thirty wounded. - - . OBSTRUCTING THE =VCR. The subject of our river defences, ears the Dispatch, is one which has - engaged alike the at- tention of our own Government and of the ene my—the one to defend, and the other to seize the key to the city of Richmond. One thing remaics to be done, in order to place beyond all question the impregnability of Hiohmohd in thi- its only vulnerable quarter. It le to fill the river with one continuous line of obstructions from Rockett's to Dittry's Bluff, making Richmond, at least during the contin uance of the war, an inland city. The enormous preparations of the enemy for assault by the river must be met by correspon ding preparations for resistance. It is well known that batteries, however formidable, are not to be relied on against a combined attack of land and naval forces. Our certAin, reli ance, in connection with the batteries, is to seal up the James river up from Bockett's to Drury's Bluff, contracting a double track railroad between the two points to supply the place of the river in transportation. This is not our own suggestion, but that of eminent naval authority, and we call to it the immediate attention of the Glmernment and city authorities. [From the Ilichatead DIFIA(011.] liiNERE TELEGRAPHIC TRICK,. About half past three o'clock yeterday after noon the operators at the Central Depot dis covered, by the constant interruption of the working of the telegraph, that the enemy had cut the wire and put in an instrument, with a view to intercept me-sages over the line. The operator at Betiver Darn was bn mediately ordered to put his ground wire, thus cutting the line west of that point out of the circuit, and preventing - any message from passing over the line from this cud beyona that station. Soon alter this was done, an operator called at the office at' this end, and ih- quired what was the signal by which the - office at Hanover Court House was known, and re ceiving no satisfactory answer, he inquired where General Stewart was. The operator here replied .by asking who and where he was, to aaugalaaixtuumackallAalAtaar. last: was " auding that G was 'baud! fur Gor doneville, and continued by asking where Gen Jaciume, wras-_,Nrana stple - orwriting the operator at this office was satisfied that the par ty making the inquiries was a Yankee, and de sired information in regard to the position of our forces, and whatever else he could get that might be of service to the enemy. His name was agaiu asked for, when he replied that our operator was very anxious to ascertain who and whaie he was. As the down !Ai ppassed Fred= crick's Hall Station the enemy were reported to be within a mile and a half of that plane, and the presumption is that they, followed.the train below Beaver Dam, and put in the instrument between the Dam and Hanover JUnction. MOVEMENT OT THE INkEtT ON JAMES RIVER. The Petersburg &pm, has information from a source entitled to credit, that the enemy are advancing from the south side of Tames river —one column towards Petersburg by way of Marysville, and the other on the river road.— The latter were reported near Merchants' Hope Church, Prince George county, about - fourteen miles from Petersburg, on Tuesday last. A letter from a citizen of Surry county says that the enemy landed 10,000 men at Maycock's, on Saturday and. Sunday last, and others statt that 5,000 were landed on Tuesday at Coggin's Point. These numbers, however, are mere es timates and are probably much exaggerated.— The Federals are said to be throwing.a pontoon bridge across the river at Coggin's Point. OOLONZL Z&RVQNA This gallant officer, so well.known far his daring feat in accomplishing the capture of the steamer St. Nicholas and other Vessels on the Potomac, still languishes in one of the gloomy cells of Fort Lafayette. Same of our men who have been permitted to return home by the Yankees, say that for five months past his treatment has been .most rigorous and inhu man—he being confined in a close, damp cell, the window of which, was, boarded up to ex clude the light. Notwithstanding these pre cautions, though 'communication with him by the other prisoners was strictly forbidden, they contrived by tying notes to nails and, throwing them in the window, to hear from him ; but the fact becoming known to the Yankee com mandant of the prison, he marched Zarvona to the guard-house, dressed one of his own Ser geants in the Colonel's habiliments, and placed him at the window to receive the notes intended for him. Not knowing this, several of our men were detected and put in irons When Colonel Zarvona was captured, he was a com missioned Colonel in a Virginia regiment, and is, therefore, though be was not captured in battle, but by a ruse, entitled to all the privi leges accorded to any other prisoner of war: FROM PHILADELPHIA, Arrest for Discouraging Enlistments• .Plutemtrzszei August lb The recent - order of the War Department to to arrest soy person who uses . treasonable ' lan guage, or by wurd or deed discourages enlist ments, was executed this morning, for' the first time, in this city.
