KANSAS has had her share of the Glory, Fun, ConfiiMon dtc., and I ath happy lo state that she is about quieting herself and yielding the palm to the little village of Tioga. About the first of November lasi I commenced selling Goods In Tioga, am still selling, ■ For a little lime post there has been quite an effort on the part of some to establish a standard price for goods par ticularly on leading articles the very articles of which the poor man uses the most. A few days since I made up my mind lo change my prices on FLOUR & MEAL* as I thought I had a right to. I therefore had a very modest handbill printed informing the people of what 1 intended doing in the future. No sooner had the fact become known that I had reduced the price, limn one mao soiling the same kind of Goods, says: “lt« a lie! Ccu’t be the same article Y 1 know it ain’t good!” Another, interested in keeping up old fogy prices, presents the documents to show that from the prices he pays in Buffalo for Flour, Meal &c., ol course ETZ’S article at the low price can not be as good as ours at our high prices. Great discovery! Sensible reasoning! Humbug conelu • sion ! How long since did they find out that my articles were not tip.top? Why, just the moment my price did not agree with theirs. Our only answer to their unkind remarks toward us, is, that our flour was very nice until we changed the price. Did that change the qualify ? when it 2s the self same article we have sold since last April. Hundreds cun bear me witness that it is asuice as any article they ever used. It has never been our practice nor never will be to say aught of the quality or our neighbor’s goods. But we do say that our “extra superfine” and “su perfine** flour is us good as any flour manufactured or sold in Tioga County. You citizens that buy don’t longer believe the humbug yarn that you must pay from 50 to 75 per cent for goods, especially If you get trusted a few months. No wonder every plunk in the WelUboro* and Tioga Plank Road has received a thousand curses from (he merchants of Tioga village, because it has driven trade from us, they say. The curses will grow louder and deeper both from buyer and seller until Goods ure sold at a reason > ble cash profit. Since we commenced we have tried to meet the wants of the public, and we flutter ourselves that our large cash sales are good evidence that our effort has not been a-failure, but has been appreciated by a generous and candid pub. lie. RESOLUTION, -- -PROPOSING AMENDMENTS TO THE CON- X STITUTION OF THE COMMONWEALTH.— audited by the Senate and H-vze of /iepnseniaitvtt of the CommonxccaUh of Penniylvaniaxn General Auemhly met. That tho following amendments are proposed to the constitution! of the com monwealth, iu accordance with the provisions of the tenth article thereof. There shall be an additional artielo to sold constitution to be designated as article eleven, as follows Section 1. The state may contract debts, to supply casual deficits or failures in revenues, or to meet expenses not other wise provided for; but the aggregate amount of such debts direct and contingent, whether contracted by virtue of one or more acts of the general assembly, or at different periods of time, shall never exceed seven hundred and fifty thousand dollars, and the money arising from the creation of such debts, shall be applied to the purpose Tor which it was ob tained, or to repay the debts so contracted* and to no other purpose whatever. Sec. 2. In addition to the above limited power the state may contract debts to repel invasion, suppress insurrection, defend the state In war, or to redeem the present outstanding indebtedness of the state; but tho money arising from tho contracting of such debts, shall be applied to the purpose for which it was raised, or to repay such debts, and to no other purpose whatever. Section 3. Except the debts above specified, in sections one and two of this article, no debt whatever shall be created by, or on behalf of the state. Section 4. To provide for the payment of the present debt, and any additional debt contracted as aforesaid, the legisla ture shall, at its first session, after the adoption of this amendment, create a sinking fund, which shall be sufficient to pay the accruing interest on sneb debt, and annually to reduce the principal thereof by a sum not less than two hun dred and fifty thousand dollars; which sinking fund shall consist of the net annual income of tho public works, from time to time owned by the state, or the proceeds of the sale of the same, or any port thereof, and of the income or pro ceeds of sale of stocks owned by tho state, together with other funds, or resources, that may be designated by law.— The said sinking fund may be increased, from time to time, by assigning to it any part of the taxes, or other revenues of the state, not required for the ordinary and current expenses of government, and unless in case of war, invasion or insur rection, no part of the said sinking fund shall be used or Ap plied otherwise than in extinguishment of the public debt, until the amount of such debt is reduced below tho sum of five millions of dollars. Section 5. Tho credit of the commonwealth shall not In any manner, or event, be pledged, or loaned to, any individ ual, company, corporation or association; nor shall the com monwealth hereafter heeome a joint owner, or stockholder, iu any company, association, or corporation. Section 6. Tho commonwealth shall not assume' the debt, or any part thereof, of any county, city, borough or township or of any corporation or association; unless such debt shall have been contracted to enable the state to repel invasion, suppress domestic insurrection, defend itself in time of war, or to assist the state in the discharge of any portion of Us present indebtedness. Section 7. The legislature shall not authorize any county 1 city, borough, township, or incorporated district, by virtue of a vote of its citizens, or otherwise, to become a stock holder in any company, association or corporation; or to ob tain money for, or loan its credit to, any corporation, assoc!-' atiun, institution or party. SECOND AMENDMENT. i There shall be an additional articie to said constitution, to he designated as article XII, as follows: OF NEW COUNTIES. * No county shall be divided by a lino cutting off over one tenth oflts population, (either to form a new county or other wise.) without the express assent of such county, by a vote of the electors thereof; nor shall any new county bp established containing less than four hundred square miles.' From section two of the hrst articie of the constitution, strike out the words, “of the city of Philadelphia, and of each county respectively from section five, same article strike out the words, **of Philadelphia and of the several counties; from section seven, same article, strike out the words, “neither tho city of Philadelphia nor any,” and insert in lieu thereof the words, “and noand strike out “section four, same article,” and xu lieu theieof insert the following: “Section 4. In the year one thousand eight hundred and sixty-four, and in every seventh jear thereafter, representa tives to the number of one hundred, shall be apportioned and»distributed equally, throughout the state, by districts, in proportion to tble number of taxable inhabitants in the several parts thereof; except that any county coutuiui*»p*» lone/ three thousand'l>uudrcd tnxtiWcs, may be allowed a separate representation; but no more than three counties shall he joined, and no county shall be divided, in "the forma tion of a district. Any city containing a sufficient number of taxaldes to entitle it to at least two representatives, shall have a separate representation Assigned it, and shall be divi ded into convenient districts of contiguous territory, of equal taxable population os near as may be, each of which districts shall elect one representative.” At the end of section seven, same article, insert these words.-the city of Philadelphia »hall be divided into single senatorial districts, ot contiguous territory as nearly equal in taxable population as possible/ but no ward shall be divi ded in the formutiun thereof."’ Tbf legislature, nt its first session, after tho adoption of this amendment, shall divide the city of Philadelphia into senatorial and representative districts, in the manner above provided; such districts to remain unchanged until the ap portionment in the year one thousand eight hundred and sixty-four. , There shall be an additional section to the first article of said constitution, which shall be numbered and read as fol lows : Section 2fi.
