Arnold, our wide awake, hustling aod brainy Congress man, has introduced a bill to repeal the original civil service law of 1893, and all other laws supplemental nr amendntnry thereto. Mr. Arnold is quite in earnest io the matter and in an interview gave bis opinion of the law in a most emphatic manner, and his views will meet the approval of a very large Dumber of persons who have discovered that the law as it is administered is a most decided farce. He says : "The civil service system is a delu sion, a furce aud a fraud and ought to be repealed. It is also unbusiness like unAmericrn, uojuet and unfair. The whole government service was packed with people who never passed any examination, and then the civil service was extended so as to include them. Now they are in office and protected by the law, and they can't be removed, no matter how unfit they may be. Ia addition the system is full of inconsistencies. Take, fir ex ample, the case of Revenue Collector Fruit, of our district. He is uuder $500,000 bonds, aod with the single exception nl one office deputy, he can't appoiut a single deputy collect or, aod yet be and his bondsmen must be responsible for the official acts of people in whose selection he has ro voice. In fact, the whole thing is full of injustice and inequalities, as can easily be learned by going through the departments and investigating the way in which it works. "I believe that a majority of the Republicans in the House favor its repeal. It may be said that our platform pledges us to sustain it, but is our party living up to its declara tions oo the Cuban questiou ? Aud, besides, if a party finds that it has declared for a wrong principle, hadn't it belter correct itself? I am for a free Cuba, and I am also for a free aod fair chance for every man for public place. This law doesn't give it. It is only leading to life tenure of office, aod I am opposed to that. I have no objection to a fixed term It . A uasea upon merit ami fitness, as shown by proper examinations, but I am opposed to the present system and its life tenure of office. An Excellent Showlnff, The records of the State Depart raent for 1897, as compared with last year, indicate beyond doubt, the re turn of industrial prosperity in Peon sylvania. During March, April, May, June and July, 1896, there was al most a complete stoppage of railroad business in this department. During these five months there - was not single paper filed in the department fur the increase of the capital stock nt indebtedness of a railroad company, while during the same period of 1897, following the inauguration of Presi dent William McKinley, the depart raent authorized the increase of rail road stock aod indebtedness to the amount of $5,000,000. Dunug the same period of 1896 there were but five street railway companies chartered, with an aggre gate capitol of only $112,000, while during the same period of 1897, there were nineteen companies with an ag gregate capuoi OI Cl,OOoUUU, or au increase of about 1,400 per cent, During the same period of 1890 the total capital represented by all the corporate trausactions of the depart meot amounted to $73,000,000, aud for the same mouths in 1897 to $163, 000,000, showiug au increase of 125 per cent. curing uciooer, iduo, mere were 28 miscellaneous manufacturing com pauies chartered, Willi an aggregate capital of $902,000, aod during the same month in 1897 there were 40 similar corporations chartered with an aggregate capital of $3,309,000 showing au increase in capitaiizalio of $2,400,000, or nearly 300 per cent During the month of November 1896, there were 25 similar corpo rations chartered, with au aggregate capital of $608,000, and during the same mouth in 1897 there were 43 such companies incorporated with an aggregate capital of $3,('53,000, show ing au increase in capitalization of over $3,000,000, or about 500 per cent. During the mouth of November, 1890, existing corporations increased their capital Block and indebtedness to the aumunt of $724,000, while for the same month iu 1897, these in creases amounted to $10,200,000, au increase in capitalization of $15, 500, 000, or about 2.500 pur cent. The business for the first leu days in De cember of this year shows a corres ponding increase over the transactions of the samv period iu December, 1896. The Dingley liiw will be given chance. In ppealing again to the workingmen of the United States to Mexicauize their pay he must be prepared to an swer all their questions. Ex Secretary of Aoricultuke Moktojj, who spent his four years in nvising ways aud means to prevent the distribution of seeds to the farm ers of the country, it looking with sur prise on the course of bis successor, Secretary Wilson, who having put the beet-sugar proposition upon its feet and opened the way to the intelligent distribution of seeds to the farmers, is now making a tour of the South with the idea of introducing new ag ricultural ideas and plans which will benefit the farmers of that section Bin I result in the needed diversifica tion of industries among them. The activity among woolen man ufacturers under the protective tariff is already so great as to rnquire fresh orders, for foreign wools despite the enormous import i lions ot a tew months ago and the large purchases from the farmers since the new law went iuto effect. The large advance iu prices of domestic wools since the enactment of lueJDingley law bus put enormous quantities into the market, but even this has not suppled the de mand amoog the woolen mills, which are running over time in many places where they were sileut under the op erations of the Wilson law. There has been a constant growth in revenue ever since tne uingiey tariff weut iuto operation. The aver age receipts per day were greater in September than in August, aud each month since, including that part of December which has expired, reveals a larger average income than in the preceding mouth. This is an encour aging exhibit. It shows that the pre dictions of adequate revenues from the law are likely to be realized be fore the fiscal vear ends. An at tempt will be made by the Ilepubli can leaders to keep down expendi tures, and iu this endeavor there ia i chance that they will be successful The old days in which surpluses were regular feature of the treasury's monthly balance sheets may be near er at hand than anybody a quarter of a year ago expected. Memorial Home (Joes to the Corps. The following bit of news will interest and please Hie ladies of the Women's Relief Corps throughout this section of the State who have for a long time been considerably worried lest they might lose their title to the Home at Brook ville, Pa. A dispatch from that place says : The difference between the incorpora tors of the Memorial home and the Wom an s Kelict corps uus neon anmu-aoiy settled, and the homo passes into the hand of the corps. The home is a fine building, situated in a grove of six acres, and was bought in 1SS9 for $30,000. It centains, besides reception, dining and other rooms, 40 bed rooms, all properly equipped for the accommodation of sold ierg and their wives and children. I'n fortunately a mortgage of almost .1,0110 still stands agaiast the institution, with a threat of toreclosure hanging over It if not soon paid. It is the aim of the Re lief corps to have the mortgage paid by the time of the next meeting of the Q. A. R. at Oil City in June, and contributions are asked in aid of this worthy charity. The home is maintained for veterans.aud is one of the noblest charities iu Pennsyl vania. The Woman's Relief corps feels suro that the money needed to liquidate the debt will be forthcoming from open handed givers throughout the Stat.
