An Act granting Service, Per Diem, Widows and Soldier's Orphans Pensions, and providing means for the payment thereof ; applying the precedents' of all other wars of the United States to the soldiers of the war of the rebellion t and to redeem the promises made to the soldiers when they enlisted t Suction 1. That every soldier, sailor or marine, whether offleer or private, who enlisted and was sworn Into the military, naval or marine service of the United States in the war for tho suppression of the rebellion and who was honorably dis charged therefrom, shall from ami after the passage of this act receive a service pension of eight dollars per month, and in addition thereto a per diem service pen sion of one cent a (lay for every day's ser vice shall be added monthly to the eight dollars per month hereinbefore provided; it being the meaning hereof, that every soldier, sailor or marine as before speci fied, shall receive a pension under this act as follows : For 1 day's service, ff.01 per month. For SO day's service. $S.30 per month. For 00 day's service, per mouth. For 1 year's service, $11.05 per month. And so proportionately for whatever number of day's service was rendered. Suction 2. Tho provisions of this act shall not in any manner interfere with any pension now being rVceived, but shall bo in addition thereto; nor shall it in any manner interfere with the right to any increase, re-rating or other right now had under the pension laws in force before nud at tho passage of this act. Srction Tho limitation of claims (or arrearages of pensions is hereby repealed. Suction 4. That the army, navy and marine service rolls and an honorable dis charge therefrom shall be the only evi dence required to entitle anv living soldier to tho service and per diem pensions granted by this act ; and tho Commissioner or .Tensions is hereby directed to lormu late such rules for the identification of such living soldiers as may be necessary j anil the Secretary or ar ana tne secre tary of the Interior are hereby authorised an J directed to increase their clerical forces to the extent necessary so that within one year from the passage of this act evory soldier entitled to a pension under Its pro visions snail Do in receipt oi tne same; and the money necessary to pay for such additional clerical lorce is nereny appro priated from any money in the United States Treasury not otherwise appro priated. section 6. in ease or the death or any soldier who is drawing or has drawn a tension under this or any other law of the 'nited States, no matter what the cause of death, the widow of said soldier while she remains such widow shall be entitled to the widow's pension of twelve dollars per month; and any minor child or children of any dead soldier shall be allowed the sum of live dollars per month each until such child or children attain the age of eighteen years; and those womon who were regularly employed as army nurses, snail receive a ponsiou or tweuiy-nve col lars per month. That there shall bo appro priated trom tho annual revenues a suffi cient sum to pay the amounts due under tins act ; and it the surplus revenues are not sufficient to pay the amounts hereby appropriated, then the Secretary of the Treasury is hereby authorised and directed to have issued annually, full lejral tender paper money ot the v nited states oi A mer ca, and bearing on its face the title, "Pen sion Money of the United States of Amer ica," in sufficient quantity to pay the de ficit; and all penalties for counterfeiting and all provisions for renewing any muti lated or worn out United States paper money shall apply to the pension money hereby created. Gov. Hill has appointed Major General Daniel E. Sickles, Sheriff of the city and county of New York, vice James A. Flack, removed for gross misconduct of his high office. Al though the General succeeded to the great fortune of his late father, G. G. Sickles, and is to-day among the wealthy men of New York, the $100, 000 income, yearly, of the Sheriff's office, will not come amiss. We publish this week the text of the Service Pension Bill, which has the sanction of the boys in blue of Penn sylvania, and which should become a law speedily. With this bill enacted into a law the soldiers would be taken out of politics, and there would be an end of the strife and howl which come up at every recurring State and Na tional convention. The proposition is a just one and there ought to be no hesitancy about passing it. Illinois has a compulsory scLool law that has been in successful opera tion for a number of years. It re. quires the attendance of all children between the ages of seven and fourteen and that they be taught in the lan guage in which the laws and literature of the country ijre embodied. A com pulsory school law ought to be in operation in this Stale. It may not be necessary in Harrisburg, but there are many districts iu the State where it is, and where little children are made to work when they ought to be at school. Ilarruburg Telegraph. Had the Telegraph substituted "allowed to loaf" for "made to work" it would have struck the situation more closely in this as well as many other communities.
