McKean Miner. Johs Kelly, for many years the leader of the Tammany Hall Democ racy, died in the evening of Jone 1st, after an illness of seven months. His death removes from public life a man who, for many years, filled a large place in the public eye. He was a man of wonderful resources as a po litical manager, an uncompromising partisan, but an honest, self-respecting citizen. Many men could have been better spared, and would have been more willingly spared among Demo crals in New York, than John Kelly. Secretary Manning has tendered his resignation to the President on the very good grounds of shattered health, but the President refuses to accept, and suggests that the Secretary of the Treasury take an extended leave of absence, at the end of which the ques tion of resignation may again be con sidered. The President very natural ly is loth to part with the services of so faithful an officer to his chief as Mr. Manning has shown himself to be, but we question whether bis refusal to accept this resignation is a wise one. Mr. Mannicg is but slowly recovering from a most severe illness, and those who saw him at the President's wed ding, feeble and evidently suffering greatly, were convinced that be would never again be able 'to perform the arduous work he had been engaged in before bis illness. V hat be needs to aid his complete reoovery is perfect freedom from business or business care, and that freedom a man of Mr. Manning's mould can not have during a leave of absence, while nominally head of a great department and re sponsible for Us operations, it may bo true, though, that there is, as sug rested by a Washington correspon dent, an understanding between the President and the Socretary that the resignation is virtually aocepted, but fhi leave of absence will be used to prevent a rnul upon the President by friends of gentlemen, who would like to enter the Cabinet as Mr. Mauning's successor, while the selection of such successor it being made, but such an arrangement would be an uuwiso one. Tho name of Wm. L. Scott, of Erie, Ibo millionare representative of the Twenty seventh District of Pennsyl vania, is prominently mentioned in this connection. Mr. Scott is well knowu to be on the best terms with the President, and it is not at all im probable that Pennsylvania will bsve tho vacant scat in the vcnt of Mr. Manning's retirement. Pursuant to a Resolution of the members of the County Committee, passed on the 17th day of May last, it is ordered that the Republican vot ers of Forest County meet on SATURDAY, JUNE 10, 1886, at 2 o'clock p. m., at the following named places of holding Primary Elections, to-wit: Barnett, Jacob Maze's Carpenter Shop. Jenks, Eastern precinct, at Byrom Station. Jenks, Central precinct, at Marien- ville. Jenks, Southern- precicct, at Gil- foyle. Harmony, Upper, at Fleming School House. Harmony Lower, Allcuder School House. Hone, Upper, at Lrookston. Howe Middle, at Gusher City. Howe, Lower, at Belltown, where tho voters of uppper Kingsley will vote also. Hickory, Upper, at Bracevillo. Hickory, Lower, at Hotel of J. W. Ball. Kingsley, at Newtown. Greeo, Upper, at Guiton School House. Green, Lower, at Nebraska. The candidates for tho several oflices shall have their names announced in one or more of tho county papers at least threo weks previous to tho Primary Meetings stating the office, and subject to the action of the party at tho suid primary meetings 2. The voters belonging to the Republi can party in each township and borough shall meet on a day to be desiguated by the County Committee, at tho usual place of holding spring elections, at 2 o'clock V M and proceed to lcet one person for Judge, and two porsous fwr Clerks who shall form a Hoard of Elections to receive votes and determine who are tho proper persons to vote, and who shall hold the polls open until 7 o'clock P. M. A Iter tho polls are opened, the candidates announced shall-bo balloted for; tho name of each person voting shall bo written on a list at thotimo of voting, no person being al lowod to vote more than onco for tho same oflico. 3. Alter tho polls aro closed tho board shall proceed to count tho votes that each candidate has received, and make out tho returns accordingly, to bo eertiftod by the Judgo and attested by tho clerks. 4. Tho Judgo or one of tho Clerks ap pointed by thu Judge of tho respective election district, shall meet at the Court House, in Tionesta, on tin Tuesday follow ing tho Primary Meetings at 2 o'eloeK P. M., haviug tho returns and a list of voters, and tho person having tho highest number of votes for any office, shall bo declared tho nominee for tho Republican party. 5. Any two or more persons having an equal number of votes for the same oJiee, tho Judges shall proceed to ballot for a choice, tho person having tho highest number to bo tho nominee. 6. Tho Return Judges shitll bo compe tent to rejoct by u majority, the returns from any district whero there is evideueo of fraud, cither in the returns or other wise, and shall rejoct them whero there Is evidence of threo or mnro persons voting at tho Primary Meeting who aro not Re publicans. 7. The Return Judges shall appoint Con ferees Representative, Senatorial and Congressional whose acceptance of said appointment shall bo a plodgo to support tho person who may receive tho largest number of votes cost for that office. 8. The Return Judges may at any time change the mode and manner of selecting candidates as thoy may bo Instructed by tho peoplo at thoir primary meetings, duo notice being given by the County Com mittee. 9. The Chairmon of tho County Com mittee shall be required to issue a call in pursuance of tho action of tho County Committee. If any Indue, inspector, clerk or other officer of a primary election as aforo- Baia snail presumoto act in such capacity boforo tho taking and subscribing to the oath or affirmation required by this act. he shall on conviction be fined not exceeding two hundred dollars; and if any judge, inspector, clerk or other officer, when in the discharge of his duties as such, shall willfully disregard or violate the provis ions of any rule, duly mado by the faid party ot county for the government of tho piimary elections of the party, he shall on conviction be lined not exceeding two hundred dollars: and if any judge or inspector of a primary cilectiou as aforesaid shall knowiuelv re ject the vote of any person entitled to vote under the rules ot the said party, or shall knowingly receive the vote or any person or persons not qualihod as aforesaid, shall on conviction be lined not exceeding two hundred dollars ; and if any judge, inspector, clerk or other officer of a primary election as aforesaid shall bo guil ty of any willful fraud in tho discharge o"f his duties, by destroying or defacing ballots, adding ballots to the poll, other than those lawfully voted, by stuffing tho ballot box, by fulse counting, bf making laiso returns or ty any act or tlung what ever, tho person so oUbading shall be deemed guilty of r misdemeanor, and up. on conviction shall be fined not exceeding nve nunarea dollars or imprisoned not exceeding one year, or both, or cither, at ino piscrenon or. tno court. All acts or parts of acts of assembly in consistent with this act are hereby ro pealod, except in counties or cities whero special acts aro in force lor the same pur pose: Provided, That tho provisions of this act snail entail no expense to tno counties or cities.
