Republican Primary Rules. RULES GOVERNING Til E REPUBLI CAN PRIMARY ELECTIONS OK FORUST COUNTY. 1. The candidates for the several offices shall havo their names announced in one or more of tho county papers at least three weeks previous to tho Primary Meetings stating the ofllce, and subject to tho action of the party at the said primary meetings. 2. Tho voters belonging to tho Republi can party in each township and borough, shall meet on a day to bo designated by the County Committee, at tho usual placo of holding spring elections, at 2 o'clock P. M., and proceed to elect one person for Judge, and two persons for Clerks who shall form a Board of Elections to receive votes and determine who aro the proper persons to vote, and who shall hold tho polls open until 7 o'clock P. M. After the polls aro opened, the candidates announced shall be balloted for; the name of each person voting shall bo written ou a list at tho time of voting, no porson being al lowed to vote more than once for the snmo oflice. 3. Alter tiie polls aro closed tho board shall proceed to count tho votos that each candidate has received, and make out the roturns accordingly, to be certified by the Judge and attested by the clerks. 4. The Judge or one of the Clerks ap pointed by the Judge of the respective election district, shall meet at the Court House, in Tionesta, on tho Tuesday follow ing tho Primary Meetings at 2 o'oIock P. M., having the returns arid a listof voters, and tho person having the highest number of votes for any oftico, shall be declared tho nominee for the Republican party. 5. Any two or more persons having an equal number of votes for the saino o Jjce, tho J udges shall proceed to ballot for a choice, tho person having the highest number to bo the nominee. s 6. Tho Return Judges shall bo compe tent to reject by a majority, the returns from any district where there is evidence of fraud, cither in the returns or other wise, and shall reject them where there is evidonco of throe or more persona voting at the Primary Meeting who ure not Re publicans. 7. Tho Return Judges shall appoint Con ferees Representative, Senatorial and Congressional whoso aceoptanco of said appointment shall bo a pledge to support tho person who may receive the largest number of votes cast for that oftico. Tho Return Judgos may at any time change the mode and manner of selecting candidates as they may bo instructed by the people at their primary meetings, due notice being given by the County Com mittee. 9. Most thinks it is hard that he should be tried for a little thing like that. The Oil City Blizzard, which, by-the-way, was four years old a few days ago, is a prophet not without honor even in its own country. Senator Sherman's interest in the af fair is merely the interest of bis state and of the body to which he belongs, and he has nothing either to gain oj loeo by the investigation which is rec ommended by the legislature of Ohio and demanded by the be9t political sentiment of the country. b Mr. Holman is getting worked up to the fighting point. Poor Mr. Holman, he is too innocent to live and hold his own in this wicked world, he is sure to go under the waves and not be beard of again if ho really expects his party to keep its promises. Where in tbe world could he have got his ele mentary education if he does not know that the party is bound to get the boodle no matter what pledges it gives the people?
