A hasty caovass of both houses of Congress indicates that no measure de signed to interrupt the coinage of sil ver dollars can pass either chamber. The attitude of the democrats, as a party, was well defined in the Senate by Mr. Pugh, who, in a good oatured reference to the administration's silver policy said that on this matter both parlies allowed differences of opinion within the ranks, and that be had no disposition to quarrel with the Presi dent for holding views at variance with his own. After this explanation he pitched into the gold-bug and the banks without mercy. Col. Snowden who was superintend ant of the Philadelphia mint for many years, and who is a recoguized author ity on coinage, says that ex-Congress man Horr's declaration that there are fifty million counterfeit silver dollars in circulation is ridiculous. He says that it would be impossible or outside parties to coin and circulate imitation dollars in any considerable amount without detection. The dollars could not be minted without costly roachin ery of special patterns. The old fash loned method ot moulding is a very slow one, and the coins so made would be palpably inferior to those minted by machinery. Then, granting that the coin could be made of standard metal and in perfect imitation of that manufactured by the government, how, asks Col. Snowden, could it be made to circulate freely ? With all its ap pliances, the government has been able to float only fifty million silver dollars in seven years. Evidently, counterfeiters could not duplicate his issue secretly and by paid agents. Again, where and when was necessary bullion purchased? Col. Snowden concludes that there are very few counterfeit dollars in cir culation ; fewer, he thinks, than at any previous time in the history of the government. It looks, ia short, as if Mr. Horr was indulging himself a little in that propensity for joking for which the rotund ex-member from Michigan is so famous. The House 6hows a pra'ne worthy alacrity in regard to the presidential succession bill. It has already passed the committee, and has been reported to the House without amendment. There is some disposition among mem bers to object to certain provisions of the bill, but the prospect now is that it will be passed substantially as it came from the Senate. The feature iu the bill most criticised, perhaps, is that which creates a cabinet interreg num till the expiration of the full presidential term. But the contiu gency is so remote that the objection ia rather fanciful. ' It is altogether un likely that both President and Vice President will ever die at the begin ning of the term, and in case that any considerable portion of it has elapsed before the two offices were vacated, there would be practically little differ ence in time between the date of i special contest. The ordnance committee find that country can manufacture its own can non, u u is given lime ana money enough, ud they urge that this ba done. The necessary expenditures would be rather large, but there is no good reason why the government should not make its cannon as well as iu small arms, or at least extend such guarantees to private concerns as would justify them in provising the necessary plant. Even if we ordered cannon from abroad we should have to wait some time before we could get them. And considerations of uationa safety urge the manufacture of guns on our own soil. L. congressman dcott is out in an " interview in which he expresses him self in no complimentary terms con corning ex-Senator Wallace, whose course he describes as serpentine and whose action at the national conven tiou be describes as being all bent toward self advantage. He also tavs Wallace opposed Tilden'a nomination and after the nomination prophesied his defeat. It begins to look like an iuter-democratic war in Pennsylvania. Blizzard. Miss Kate Bayard, the Secretary' eldest daughter expired very sudden ly of heart disease, at the family resi dence in Washington, on SaturJay last. Colonel Simpson K. Donnovin is his name, style and title, and he is an Ohio Democrat of greater or less de gree, the greater or less degree de pending upon whether he or Senator Payne has the estimating of it. He himself says that Payne bought his election, and names fifteen members of the Legislature who were paid, the Senatois 5.000. and lb members of the House from $1,200 to 82,500 each to vote for him. Col. Doouovin evi dently looks upon himself as a Demo crat ot nigh degree, benator Payne says he is a cur and drunkard, and not worth answering. Senator Payne evidently looks upon him as a Demo crat of very low degree. Nevertheless, it would be well for Senator Payue to waive the difference in his estimate of their degree and answer him. Simply applying epithets to him will hardly serve his puipose. Tue election of John Sherman by the Ohio legislature was settled on Tuesday of last week, by a majority of 23. The Democratic candidates from Hamilton county, who were not elected, but returned by such palpa ble fraud that it required the joint ef forts of perjured returning officets and a faithless court to make it successful, were uueeated and their places given to the Republicans who were elected fairly. While the scandal is to be re gretted, the odium must rest upon the impudent cabal which attempted to defeat the election, and the action of the liepuoiicans who summarily no seated the nine democrats, will be vin dicated in the minds of the people by the result. The only thing in the bus ness to regret is, that of the whole Democratio strength of the Legisla ture, there were none to vindicate their own honor, and give their party credit of having members who would revolt against the dirty work they were call ed upon to attempt. It becomes all the more the imperative duty of good citizens to prosecute in the courts to conviction and punishment the rascals who violated the law. This is neces sary, to place right in hiEtory the ac lion of the Republicans in the House, by demonstrating beyond dispute that it was fuunded on irrefutable proofs, aod to realize the demand of ex Gov ornor Iloadly in bis address to the Legislature, for pure elections, and the punishment of those who attempt to corrupt them.
