Cleveland and Eepnbliuans. From tli' New York Sua. In less than live wks Mr. Cleveland will have a Republican Congress on his Lnnds. He will 1 powerless to promote any measure of policy, or to realize any idea of statesmanship, without the con sent and assistance of a politii-al party to w hidi he d-K-s not Vielong. If lie calls n 1 1 ex;ra session and asks for this legislation or that legislation, his r(H-o!tinienlat:.i!is will lie no more than appeals to the mag nanimity of his opponents. He cannot command ; he must !eg or le silent. The fourth of Mareh will begin a new chapter of an extraordinary career. For two years Mr. Cleveland has held olVx-o not only as President, but as the nominal leader of a party in i-ontml of all the ma chinery of the government. Had he lieen anything more than a nominal leader, had he possessed the coi;fnlene,, and commanded ths support of his own party in Congress, hail he lieen alileto get along personally with the liemoeraU of the Senate and the Hw.ise, there is nothing that Mr. Cleveland could not have ae complisheJ for Ik-moeracy and for the country. The two years during whieh the Democratic party has held full power for the first time s,incc lun-hanau's ad ministration, have Ik-cii as void of a-.-hievemcnt as if Mr. Cleveland's hands were lied by an adverse majority in each house of the congress. The re.Mrd of the two. years of mil control is an unbroken story of non-accomplishment, disappoint ment, failare, not merely in regard to one matter, but to all matters. We are try ing to state in moderate lan guage a fact whieh has no parallel in !o litieal history. Never ln-fore has an American president, not in actual and open strife ith the party which tleeted him, figured as an impotent while his own political friends ran the Congress. Historians will marvel at the circum stance. Philosophers wiil frame thtsi-rL-s. The fa-t will remain. Will Mr. Cleveland be Ix-tler on", or worse oil', with the Republicans in con trol of Congress? We think that his po sition will be greatly improved. Men often get by asking what they cannot ob tain by the use of the imperative lii'd. Mr. Cleveland's growing habit of person al seclusion, and his reluctance to seek, accept, or even tojenste advice or sc.Kg--s-tions from the leaders of the Sem.te or House, ran then lc attributed to tiie dig nified risierve iinpositl by -optical e'.i- ipiette, i:ist:-ad of to churlishness or mc ah.iuania, as at present w hen the leaders of the Senate and the Mouse are of his own party. More than all, he can prom ise and promise w ithout the responsibili ty of performance, and can enunciate principles to almost ati.v extent w ith the knowledge that the practical test will never le applied to his utterances. on the whole. Mr. Cleveland will be happier with a Republican Congress on his hands than he has been with a IVmo- cratic Coticn-ss there; and. on the whole, we are inclined t Ih-Ishv? that the De mocracy will be happier likewise. Collide! With a Small Steamer 60 miles Off Lowestoft THXRE WEEE 400 SOITLS CK B3ASD. Only 22 of That Knmber Were Saved From a Wateiy Grare. The North tiernian Lloyd Hteani er Kile, Captain Von tJossel, from Hremen for New York, via South ampton, sunk iu collision with the Itritisti steamer Crathie, bound from Rot terdam for Alicrdeen. The disaster oo-urred liefore daylight Thursday morning at a point some thirty miles from the hook of Holland. The first intimation of it came from Lowestoft, Suffolk, one of the chief Fnglish fishing orts. Ijite Thursday afternoon a dis patch was received from that place saying that it was reported there that a tram Atlantic steamer had lieen sunk in the North Sea ami that tho losn of lifo was very great. The first dispatches stated that there had lecn 3.V) persons on the Kl!s, and that only nineteen had lieen saved, the rescued having lieen landed at Lowestoft by fishing smacks. Later dis patches to the F.xchange Telegraph Com pany and to Lloyds confirmed the report of the loss of the steamer, and still later it was learned t hat the Crathie, the steamer that sank the Kllie, had put into Maassulis, Holland, in a dangerous condition. She reported that she had been in collision with an unknown ocean bteamer. The shock of the collision wits com paratively slight in view of the damage done, but this is explained by the fact that it w as a direct, cutting blow. Nearly all the passengers were asleep at the time, but many of them were awakened by the shock, slight though it was. They could hear the rush of the rapidly inflow ing water, ami w ith cries of terror sought to make their way to the upper deck. The steamer In-ing loaded by the stern, tho water naturally rushed aft, aud this al lowed many of the passengers forward to reach the deck. In the case of the saloon passengers, however, the result was fatal. As they rushed from their staterooms into the saloon they were met by the torrent, against which it was impossible for them to make headw ay. They were caught up aud swept aft toward the cockpit, w here tiiey were proliably drowned liefore the ship foundered. Altogether, aliout fifty of tiie passengers reached the deck, where the wildest confusion exlsteL Meanwhile the cry was raised on the doomed vessel for the women and children to go over to the othersidu of the steamer, away from the port side, iu whieh was the great gaping hole caused by the Cra tiiie. The half-fainting women and terror--triken children hurried to the starUmrd side, but they had scarcely reached the ix.ats w hen the huge vessel lifted her Imiws high in the air ami then sank stern fore most beneath the waves, taking with her her human freight. Rarely twenty min-ut-.-s elapsed !st ween the collision and the sinking f the steamer. A heavy sea was running ami the wind, w hich was from the east -southeast, was bitter cold. Thcsiwall lviat containing the survivors tossed aloi:t HMlil 11 o'clock in the morn ing. Several vessels were sighted in the meaiitinm, but they made no rejdies to the signals that they set for her. The sur vivors were nearly frozen, having hardly any clothing and their sufferings were in tense. Fventually the fishing smack Wildilowcr saw the signals and bore down on tiie boat. In a short time the survivors were taken aboard of her, where every thing possible wa done for their comfort. Tlcise w ho arrived safely at Ijwestroft Friday evening w ere Karl Hoffmann. I cannot tell you any more aliout It. All I know is that I lieaid a terrible crash, and it was followed by an awful sound of rushing water and csi-aping steam." "It w as very dark down lielow where I was. Rut k imchow I managed to push my way on dck. I saw a lot of sailors making a rush lor a Isiat and I joined in with them. Somehow thelsiat was low ered and I managed to scramble into it, although it seemed to me as if about a hundred people were trying to do the same. We pushed sonic of them away, for it w as utterly impossible to load the boat any more and we could see that the Kibe was doomed.
