Curtin, t.overnor 1'ennsylvania, sent two companies of State soldiers into Somerset county, for the pro tection of the southern bonier of the State. Kor some time these soldiers were quartered in a dwelling house lielonging to Ceorge Hetliey, in Berlin. For the use of the house and premises, and the damage done thereto Mr. Heftley made a claim against the State of two hundred dollars, which was shown to be correct, and the claim moderate and just by the sworn statements of disinterested witnesses, one of whom was the captain of one of the companies, Capt. William ! Schrock, ofSotnerset. Mr. Hetliey lias made every effort in his powcrto obtain his money from the State, since or lioo. Failing to get the accounting officers of the Com mon wealth to adjust and pay bis, claim, be applied to the legislature, some fifteen vears ago, for the passage of an ai t directing the Auditor General and State Treasurer to adjust and pay his claim. At several ses sions of the Ix-gislature a bill was introduced and mused one branch of the legislature, bat failed in the other for want of time. At the last session, by untiring efforts, a bill passed both branches of the legislature, and went to the Covernor for his approval. The following is what lie lias to say about the bill "I herewith lile with my obj net ions, in the otlice of the Secretary of the Common wealth, house bill No. lt, entitled 'An act authorizing and requiring the Auditor (ien eral and the State Treasurer to audit and settle the account of rfsirge HetHey, of Som erset county.' I decline to approve of this bill because without sufticieut, or any rea son that I can see, it inioses uin the State the penalty of twenty years interest on a debt said to be due and owing to a citizen. For this service he now claims compensation of the State, anl this bill accords him two hundred dollars with interest from July 1. IjC'5. There is no allegation that be ever oefore claimed compensation of the State, and that she resisted his claim. The fact that he was entitled to be a creditor of the state may have only recently dawned ujion him, for it does not appear he was much affected in his property or estate by this "quartering" and "keep of the troops." Nevertheless this bill gave him his debt and twenty yaars' interest quite a gid inve-t. ment for him. Tbe bill in one clause re quires the auditor general and state trca-ur-er to "adjust" tbe claim, and ir. another fixes two hundred dollars with interest from July I, as the amount for which the auditor general is peremptorily required to draw his warrant. How can that officer have auy discretion to "adjust" a claim in the face of such an obligatory direction?" What a message! Not a single reason as signed for his action- The menace is made up of a niistatemenl of fact, an insinuation ol dishonesty, and a boyish attempt at ridi cule. It seems to me that the t.overnor of the great State of Pennsylvania ought to blush willi shame to file such a State par. " There is no allegation that he ever before claimed comjiensatiou of the State." The floral decorations of the chancel, arranged under the suiervis ion of Miss Ellen Cromwell, were simple and tasteful, and added materially to the chaste effect of the auditorium. The Convention opened on the evening of the LTth, Mrs. E. D. C. Mair, of Holly Tree Inn, Allegheny City, conducting the devo. tional. exercises, and tbe well tilled house t j responded to her words of faith and courage as she read, explained and applied the mira cle of the five loaves and two fishes fed to the m til tit atle; to God's power in making what seems to lie a weak force more than sufficient to overcome the very stiiendons work of securing complete temeraiice in the moral of individuals and the legislature of the nation. She subsequently addressed the meeting, hold ins her audience sell bound by her lovely, restful, uplifting countenance, and the faith and love com municated through her pure, simple words, caused tbe thoughts and feelings of all present to How in unison with her'. Mr. Daumganlner, of Stoystown, present ed thoughts respecting the "Necessity of County Organizations." The sessions of Thursday were devoted to the business of securing a permanent coun ty organization; a paper relating to the work of the W. C. T. I'. ; a select reading by Miss Mary Scbell, entitled ' Happy Heview of the Situation ;'' the adoption of resolu tions, in character most ably calculated, if put into practical work, to secure in the county a radical change in the present status of tbe temperance cause. The business never became wearisome. The overflowing heart of Mrs. Mair was constantly infusing, by most aproos and inspiring words, a vitality into the business of the Convention. Encomiums and words of hearty con gratulation have been brought forth by the judgment exercised in the preparation of the literary part of the programme. The sound principles, and happ'ly presented thoughts and facts found in the " Welcome Address " of Mrs. J. II. Walter, in the pajier ot Mrs. M. O. Kooser, "Outlook of Woman's Tenieranre Work in Somerset County," and that of Mi-s Clara llannam, " The W. C. T. V. Its Departments of Work." Mrs. Val Hay, " I-gal Work," and Mrs. liuth Itautngardner, of Stoystown, "Juvenile Work." Mrs. Mair made a most touching impromptu address to tbe young Indies. Mrs. I.. K. Butler, of Johnstown. alo deliv ered a short address. The convention closed Thursday evening. Some four or five hundred assembled to bear the address of Miss Ie A. Starr, of Robella, Pa. The good-nature.! sarcasms, and felicitous allusions in tracing tbe tem perance reform from its earliest beginning in tbe Vnited States, and tbe temperance principles deduced and illustrated, delighted her audience, and no other criticism was offered except " 'twas too short," but this was amicably silenced by having Mrs. Mair again address tbe meeting. July 4-1 1 ly. William Gardner had entered suit to recover damages from the Pullman palace car company for projierty lost while on one of the company's cars. He was coming from Philadelphia and while asleep his watch and purse were taken from him. The Pull man company tried to compromise, but Gardner was obdurate, because he had three times been robbed on sleeping cars. In pre senting the case Gardner's counsel took the ground that the company was responsible as bailee, just as the driver of an express wag on is responsible. The comjiany's defense, in party, was that valuables should be plac ed in tbe safe provided for that purjiowe. The assistant superintendent acknowledged while on the stand that a professional, thief could reach through and rob a passenger in an adjoining berth without being detected, in the way the cars are now arranged. The jury brought in a verdict for the full claim with interest.
