The remaining border slave States, Missouri find Delawarei, (as also Ar kaneas,) have already sleeted their Congress men. Of course, it becomei necessary for those of the above States who 'fliould be 'rep resented in Congress, at the extra session in July, to hold an election at an earlier date than usual, Virginia being the only State yet to elect, whose'ay of eleetiorif ante-dates the assembling of Congress. This it is perfectly competent for them to do. It is customary for the Governor to call the ;Legislature) to gether; who order a special election for Rep. resentatives. This was done fin 1849, when Gen. Taylor called an extra session of Con gress as early as Hay, to consider the critical situation of the Union, and other important business. , Whether all these States can now be relied upon to "keep step to the, music of the Union," under the altered attitude of the Government toward the sasses= usurpation, time alone can determine. The President's call for volunteer militia, to put down unlaw ful combinations against the, United States, will furnish a teat which maY almost be re garded as an"experMaentum Muds" of the loy alty or disloyalty or every State remaining in the Union. At all events, itannot be doubted, that every State which responds do the call for volunteers will also elect representatives to the next Congress. It is not; so certain that some States may not elect their Congressmen, while hesitating about furnishing soldiers to the Government. Some enquiries have been made as - to whether Congress can constitutionally or le gally act, in tho event of the failure or refusal of the Border States whose elections 'Come in the fall, to return representatives to the ses sion convening July 4th. There is no doubt that it can so act, and its enactments will be valid and binding. The Constitution of the United States provides that I "a majority of each House shall constitute a quorum to do buriness ", ,There have already been elected to the next House 155 members. Assuming that,' in Contemplation of the Constitution, the seedded States are still in the Union, (which was the theory actedjupon at the last session, of Congress) the Whole number of members of the Rational House of llepresen- Wives is 238. A majority of this number is 120—leaving 35 more than a quorum already chosen, and who may take their seats at any moment. In the Senate, spin, there is no difficulty whitever, since the members of that body are all elected, except from the Seceded States— Chi. Com. The Fate of the Border itettt The Governors of Kentucky and North Carolina inform the President that they will not furnish troops from their:States to help in enforcing the supremo law of the land against the Montgomery traitors, ;who have' risen in arms to aubvert our Constitution and destroy American liberty.
