The President having issued hie proclama

Two of the shove) are free States and five
gave States. The remaining border slave
States, Missouri find Delawarei, (as also Ar
kaneas,) have already sleeted their Congress
men. Of course, it becomei necessary for
those of the above States who 'fliould be
'rep
resented in Congress, at the extra session in
July, to hold an election at an earlier date
than usual, Virginia being the only State yet
to elect, whose'ay of eleetiorif ante-dates the
assembling of Congress. This it is perfectly
competent for them to do. It is customary
for the Governor to call the ;Legislature) to
gether; who order a special election for Rep.
resentatives. This was done fin 1849, when
Gen. Taylor called an extra session of Con
gress as early as Hay, to consider the critical
situation of the Union, and other important
business. ,
Whether all these States can now be relied
upon to "keep step to the, music of the
Union," under the altered attitude of the
Government toward the sasses= usurpation,
time alone can determine. The President's
call for volunteer militia, to put down unlaw
ful combinations against the, United States,
will furnish a teat which maY almost be re
garded as an"experMaentum Muds" of the loy
alty or disloyalty or every State remaining in
the Union.
At all events, itannot be doubted, that
every State which responds do the call for
volunteers will also elect representatives to
the next Congress. It is not; so certain that
some States may not elect their Congressmen,
while hesitating about furnishing soldiers to
the Government.
Some enquiries have been made as - to
whether Congress can constitutionally or le
gally act, in tho event of the failure or refusal
of the Border States whose elections 'Come in
the fall, to return representatives to the ses
sion convening July 4th. There is no doubt
that it can so act, and its enactments will be
valid and binding. The Constitution of the
United States provides that I "a majority of
each House shall constitute a quorum to do
buriness ", ,There have already been elected
to the next House 155 members. Assuming
that,' in Contemplation of the Constitution,
the seedded States are still in the Union,
(which was the theory actedjupon at the last
session, of Congress) the Whole number of
members of the Rational House of llepresen-
Wives is 238. A majority of this number is
120—leaving 35 more than a quorum already
chosen, and who may take their seats at any
moment.
In the Senate, spin, there is no difficulty
whitever, since the members of that body are
all elected, except from the Seceded States—
Chi. Com.
The Fate of the Border itettt
The Governors of Kentucky and North
Carolina inform the President that they will
not furnish troops from their:States to help in
enforcing the supremo law of the land against
the Montgomery traitors, ;who have' risen in
arms to aubvert our Constitution and destroy
American liberty. It is doubtful if these
Governors speak , the spirit; of their people.
Magalin, of Kentucky, is notational; a mete
instrument in the bands of the traitor Breck
inridge, late Vico-President of the United
States—at present United States Senator—
but a few month; ago candidate for the high
est dial in the Nation's gift-and now trav
eling about Kentucky spreading treason by
silly and criminal speeches.
But it does not matter whether Kentucky,
North Carolina and Virgininlielp to put down
treason or not. Tbo nation does not need
their aid. We will do it withoirt them. Yet
when the'southern traitors 'snake these mere.
ant States the battle fields of their war, their
people will regret the day they placed hind.
names in the way of the Supreme cievern
=lat. That Ibis is the present plan and hope
of Davis, iicertain. He dare; not expose the
cotton fields of his sonthep fr iends to the
chances and disturbances f aver. He sees
already the absolute necessity of saving the
seven seceded ctates, so an an be can, from
the destruction and material prostration key-
Bahia to country which is the actual field of
war operations. lie ,will spare no efforts to
make the Bonier States the fighting ground ;
and he will succeed in his !nefarious designs,
unless the people of those Elates at once range
themselves on the side of the American Gov
ernment, and call for help to repel their trai
torous invaders,
They have their choice. llf they ire loyal
to the Union the Nation can and will protect
them from this terrible calamity. If they
standirresolute, tampering with treason, they
will suffer such destruction at the bands of
their pretended southern friends as they will
not recover from in year.. .
If to-day they are known to be loyal to
the Union and the Constitution, 'no enemy
would ever cross their southern borders alive.
While they hesitate, they tie tot only their
own hands, bat ours. ;While they trifle with
treason we are content to meet the mbele at
Washington. If . they declared themselves
with us we should not rest till , every inch of
their territory wits protected from assault
'Let the Border hates elect for themselves.
It matters little to Hai Union men. It mat.
ter; much to the traitors. But it 'matters
most deeply to-themselves; they have all at
stake.—[N. Y. Post.
