On the 50th of September, 18,58, now nearly . a year ago, we took *melon to inquire of these demonatio Commissioners, in an editorial article of some length, what had become ofthe excess over 4 milk collected prior to the election in Oa tober, 1857. 11 was plain; even then, that of the Money eel:looted prior to the reduction not a cent *Ter the 4 mills ever reached the treasury; and as it was most certainly collected, to whom was it paid ? We got no eatiefactory answer to our queries, then ; and although we allowed, couc'- , shay, that the Collectors in Birmingham and Manchester had collected, between them, over $BOO, in camas of the 4 mills aeseeement, and had been exonerated by the democratic Com udesionera trOm the money thus collected and never paid into the treasury, no explanation was given bY the loootoco majority of the board. This-report was completed nod filed in Court on Monday 'last, and we embrace the first opportunity of making public the exposure therein contained of thle whole =attar.
