the dollar, one-half of which, according to the

that prior to October, 1957, a considerable per
'z lion of this 8 mill tax wee paid to the Collectors,
principally in and around the two cities; and

On the 50th of September, 18,58, now nearly
. a year ago, we took *melon to inquire of these
demonatio Commissioners, in an editorial article
of some length, what had become ofthe excess
over 4 milk collected prior to the election in Oa
tober, 1857. 11 was plain; even then, that of the
Money eel:looted prior to the reduction not a cent
*Ter the 4 mills ever reached the treasury; and
as it was most certainly collected, to whom was
it paid ? We got no eatiefactory answer to our
queries, then ; and although we allowed, couc'-
, shay, that the Collectors in Birmingham and
Manchester had collected, between them, over

had been exonerated by the democratic Com
udesionera trOm the money thus collected and
never paid into the treasury, no explanation was
given bY the loootoco majority of the board.
Rants were freely circulated that the money
thus collected had c an paid to these Commis
donut, and been galtated by them; but they
etill kept silence, end left the public to enapect
what they ohoie. ,
The inquiries then put forward have been on
record for a year; and are as yet unanswered by
those to whom they were addressed; but fortu
nately we have an answer before us In the Au
ditor's Report of the County Anoounts for the
year 1858. This-report was completed nod filed
in Court on Monday 'last, and we embrace the
first opportunity of making public the exposure
therein contained of thle whole =attar.
It appears, then, from the fasts contained in
this report and from other evidence that the Col.
lepton] of -1857-ro had collected what is tech
nically known ite "the railroad lax" were in
duced by the delit - oratio majority of the board
not to pay themoney into the treasury, but to
the Commissionary; that it was so paid; that
these _demoaratio Commisaionera then notified
such taxpayers as had paid Ike "railroad tax"
to call at the Commissioners' once and the mon

How much of this "railroad tie' was collect;
ed and so paid in it is impossible now to tell;
much of what was paid wee never demanded
back, and all that can now be ascertained is the

THE. RIGHT MAN von THE RIGHT PLACE.—WO
learn with pleasure that lifej. Wet. WADE, a gen
tleman well known to our citizens, will accept,
if tendered to him, although he will not seek it;
the appointment of Superintendent of the Hones
of Refuge. Mej. WADE is a gentleman whole
years, unblemished integrity; military educa
tion and excellent business naPacitiee eminently
St him for this place. His appointment would
at once secure to the institution the public fa
vor, his name being sufficient of itself to give all
needed confidence. We feel free to refer to the
matter in this public way beciauso the publiC feel
a deep interest In the welfare of the institution,
and because many of the largest contributors to
its establishment have been anxiously casting
about for just such a man. We think it fortu
nate for the institution that Mr. Wade is willing
to accept. the place. We have not-heard any ono
else named in connection with it and we are
therefore loft the mere free to commend one
whose claims are not likely to conflict with any
one aloe.

County Treasurer, assures no that he did not
visit the Republican meeting in the Fifth ward
for the purpose of electioneering. Be soya that
he was taken there by a friend, for the purpose
of hearing.a speech; but that as soon as he saw
the purpoie of the meeting, he withdrew. We

The Zurich Conference

ries at Zarioh seem to have come to an absolute
dead look; some persona even go the length of
meeting that they will separate very alertly
without doing anything. The IndependanC6 says
"they have dismissed none but the moat second
ary questions,and upon these they hove been lath

as the name of the new kingdom, whleh Victor
Emanuel wishes to call Upper Italy, and Francis
Joseph Lombardo-Sardinia: the proprieforehip
of the Iron Crown, and the right of bestowing
the order attached to it: and the extent of the
Circumference of the fortified places of Mantua
and Pesohiera, which Victor Emanuel wonld con
fine to 500 metres, Francis Joseph would extend
to 5,000 (the range of rifled cannon), and which
the French plenipotentiary suggests shall be 3,-
000, splitting es at were, the difference between
the two.
All this looks as if the congress would ulti
mately, be called upon to do that which the con
ferences have failed to do. According to the
Boram- Halle, the treaty of peace will be signed
in the course of next week; the question of the
Dnobles will be reserved, and that of the debt
left to be settled by a commission.

"I write to you In the midst of the great agi
tation which now pervaded the town on account
of news from Rimini. It is said that a corps
of Pontifical troops, amounting to 8,000 men of
all arms, and commanded by General Esther
maiden, had left Pesaro, and was near Catholics,
preparing for an engagement. An attack is con
eeqoently expected here. The Government, to
allay the agitation, has just issued a notice
which neither denies or affirms the fact, bnt ad-

Garibaldi has the command of the Tuscan as
well as tho Modensse and Pedmesan troops; bat

Lieut. General, a title which could not allow him
to act in a, eubordinate capeoity to an inferior
officer like plain General Garibaldi. The troops
of the Central Italian League have, therefore,
not yet a common chief,. and, if Tummy fail in
her duty to supply fresh combatants for the
common cause, the other provinces are far, ae
yet, from that military organization which would
turn their combatants to the beet purpose.
The people of these Btatee, with all there
drawbacks, are, however, strong enough for
such forces as ethic the Pope or their dethroned
Princes may bring against them, and the most
exposed provinces, especially, are strong in their
hatred. As to resistance to France and Austria,
or to their combined forces, where is there a
sane man who would seriously advise it? The'
town of Prato, in Tuscany, has opened a sub
scription for a sword -of honor to Garibaldi.

tain Mills very properly desires that publicity
should be given to the fact. We are at a loss to
understand the stupidily or presumption of the
Commandant at Tarifa. If hie instrootione
are to keep vessels at a distance from the Fort
during the pending disturbances, be to bound to
pnblieh them, In order that there may be no mis
take. ,The Indus was fired upon at 9 o'clock In
the morning, tho Waterepite after dark. In the
latter case there was no opportunity for chow

and the vessel was completely at the
mercy of the Fort. These are cases for the
prompt action of the Foreign .offise, and an Im
mediate representation to the Spanish Govern
ment.
