The resolutions endorse the Cincinnati, plat 4orno, pledge their support to the democratic State ticket, and reAffirm the former platforms adopted by previous conventions on the lax - question. Bat the crowning act of the Convention was the nomination of that eminently virtuous citJ xen,-and guileless politician, Edward Campbell, Jr., for COunty Commissioner. We feared that Edward had retired in disgust from the'cares of official statioti, quietly taking with him into his retirement the hoarded perquisites of the Pro thonotary's office, and his $1,500 per annum salary as Deputy Sheriff. VIMICOOIf A BACTIALIDING DIXOCDAT.—The democratic candidate for Governor, in Ohio, is Judge R. P. RASHLY. Shortly after the passage of the Fu gitive Slave Lai, at a public meeting held lithe county seat. of Efahoning county, this Judge Ittinney advocated the following resolutions re lating to the fugitive slave act: Resolurd, That we will not, under any political ne cessity whatever, vote for any man fur any office of trust, honor qr profit, who voted for or aided, directly or indirectly, in the passage of the act or approves of its infamous provisions or aids in Its execution. Re.olred, That come life or come imprisonment-- , egall, tine or courts death, we will neither aid nor ...f -ilet in the return of any fugitive slave, but on the contrary we will harbor and•.ocrete and by all just means protect anaLliefend him, and thus give him a practical tlotlspeed to liberty. If the Judge had left the democratic party after this manly utterance, he mrght have main_ tamed hie integrity ; but having remained in it, he has lost his manliness and is now the candi date of a party which inscribes on its banner, as one of its main duties, the enforcement of the Fugitive Slave Law; TREI AUSTIAIIS IN ITALT.,-If we sari put any confidence in the war news, which is fabricated at Berne and Vienna for the western markets, the Emperor Francis Joseph has really assumed the command of , his armies in Italy, and is or ganizing them asrapidly as possible behind the lines of the Oglio and the Adige, to await the attack of his advancing enemies. The experiment, if the young Emperor has really ventured upon it, is a very hazardous one. Francis Joseph possesses no experience as a gen eral, and in hie brief career as a soldier has Been more of Austrian overthrows than of Austrian victories. Bev popular with the army, but his popularity is not of that kind which brings with it the prestige necessary to revive the Sagging spirits of an army depressed by a hasty and dis creditable retreat varied only by successive de feats at each successive halt. The intrinsic en periority of the alliedsoldiery'over their antag onists has now become fortified,by the feeling of confidence in their commander; and the terrible French bayonet, which has done its work BO thoroughly between the Po and the Addi will hardly fail to clear every field of open battle on which Austria may venture to make a stand be tween the Adda and the Adriatic. It should, however, be said that the whole tenor of the latest news tends to justify the impression that the Austrian army is making the best of its way out of the country of pitched battles on the plain within the protection of its fortified porta in the rivers Minch) and Adige, and the Lags di Garda. And although it would be very rash to predict anything 'poeitively of the plans of a strategist no daring as the Third Napoleon appears from his campaign on the Ticino to be, the direction of the French advance across tbo Adds, - when coupled with the victories of Garibaldi and Can robert in the Berm:lack copatry, incline us to anticipate a march of the Allies upon Brescia and 'Banana°, with the object of seizing the heights to the west of Peschiera, and of reduc ing that angle of the Austrian quadrilateral de fence by a sudden and decisive attack. P.neh an attack, if it were accompanied by an advance of the corps of Prince Napoleon from the South in the direction of Ferrara and Legnano, and by a bindles. on the Adriatic rout, might result in shutting the Anetriens up In Mantua and Vero na, end thus in bringing the war rapidly to an issue. A great, deal has been talked and written of their "quadrilateral defence" into which the Austrian armies are apparently retiring; bat a. few words in re.pect to it may not be out of place hero. If the reader will lake op the map of Lombardy and Venice, be will' see at the head of the Logo di Garda a point dalled Peschiera, from which the River Minoio flaws away in a southeasterly direction about twenty miles, to Mantua. About twenty five miles to the east of Mantua he will find the town of Legman°, on the River Adige, and by following that river north westerly he will come to Verona, about twenty five miles from Legnano, and about half that distance from Peachiera. These points incloee the “quadilateral defence" of Austria in Italy— a defence formidable, firstly,.because each of these four points is a well fortified poet, two of them, Marano and Verona, ranking with the strongest towns in Europe; and, secondly, be cause the rivers of the Medi° and the Adige are both swift, broad streams, flowing through a damp, low, marshy and dangerous country; and, thirdly; because by the railway which runs from Verona northward through the Val Lagarina, and-by Roveredo to Trent in the Tyrol, the Aus trian army can keep its communications easily open with the rest of the Empire. This feature in especial of the positions on !ha Adige and bas probably become of the very first importance to the Austrians in the present jape lure, Mono it wee evidently within the power of the allies under Garibaldi, at the latest advices, to throw themselves from Bergamo, Lecco, and Sondriodu the Valtellioe, upon the two great passes of the Stelvio and the hlontTenal, and by seizing Boimio and the Val Camonica, to block up the way from Germany into Italy against the Austrians to the west of the Logo di Garda. Could the allies therefore succeed In possessing themselves of Peschiera, it is clear that they would gain a tremendous advantage over their antagonists. The Beirut.° of Brescia seemed al ready within their grasp. This ancient pity, known for years as Bruoia l'amala, from the vast manufacture of weapons of war carried on there, is one of the fiercest and moat unsubdued of the Lombard towns. It was oruellyeaoked and ptit to pillage by flaynau in 1848, after a halms conflict; and the vengeance of the Brea clans must assuredly have put their city into the bands of the' llies very soon after the defeats of the Au - Arline on the Bergamo road, Fromßres cia lite country runs in hills to the southwestern shore oflke 'Lego di Garda, where it begihe to fall into:plain again about Desenzano, and two or three miles further on, at Peeehlers, becomes entirely flat.
