According to information whleh has reached oath,' Government of her Brittannio Majesty bee informed the States of the Confederation that in its opinion no hostile act of .the French Govern ment, no obligatory treati, Would justify on the part of Germany an attack against France, or the premature adoption Of a line of conduct which might lead to a European war; that, consequently, if at the present moment the Con federation provoked such s War without a rano faderie, and generalized, without s sufficient cause a struggle which ought as much as possi ble to remain localized, the Government of her Britannic Majesty would caaialaia a strict neu trality, and could not give say assistance to Ger many, nor guarantee, by the interposition of her naval forces, the coasts of Germany from any attack. On its part the Cabinet of the Tuileries has solemnly declared that it dose not entertain to. wards Germany any sentiment of a nature to Ilia Majesty, however, latterly departed from be reserve he bad Imposed upon himself alone he war in the East, I think it advisable to enter oto a few details on the subject with the Impe ls! legations. The wish of the Emperor to couoentrate his attention exclusively to the essential reforms introduced into the interior of his Empire was obliged to yield to the gravity of the circumstan ces. Our august master did not think he could remain a passive spectator of complications which menaced the general peace. To solre those complications we proposed a European Congress. The ides woe eagerly re ceived by the great Powers. That Congress did not pllee spy of them in the dark. lea programme Was drawn out before hand on the baits proposed by the Government arbor itrittanole Majesty,rd tater it reoeived a careful extension from ib.. ustelan ciovernment. The fundamental idea w eh had presided over that combination did not prejudice any essential interest. On the one hand.the respective elate of terri torial poesession in Italy was maintained, and, on the other hand, a result might issue from the Congress which had nothing exorbitant or son. anal in international relations. As far se we are concerned, we were disposed o meet those deliberations in the meet oonotlia• tory spirit, and with the most equitable senti ments. Confident in the support which our efforts would have met with, we had reason to hope that the scourge of war would be spared to mankind. That hope has bean deceived. Al the last mo ment, sod when all diffioultiee of detail appeared to be removed, the Cabinet of Vienna euddenly broke off the negotiatione, alleging u the sole reason that its dignity did not allow It to sit in a Congress to which the Italian Courts, conse quently Sardinia, should he admitted. I need not here point out that in a Congress called upon to discuss the affairs of Italy the absence of the Italian emus would have been at the same lime a logical fault and an act of in justice, that their participation emanated from the principles laid down at Aix-la-Chapelle, con firmed by the Congresses of Laybach and of Ve rona, convoked by Austria hermit We have sincerely and deeply regretted a de termination which, on the one band proved that the Intention which dictated to us the propoei lion of a European Congress, was not under stood at Vienna, and, on the other, abandoned to the chances of war interests which would bare found safety in the very basis of the proposed Congress. Too documents of that negotiation will one day be submitted to the verdict of public opinion. We do not in any respect fear that which will be expressed upon the conduct of the Imperial Gov ernment. It will then be proved beyond a doubt that oar only aim being to accelerate a meeting from which we hoped a will° resolution, no difficulty on our - part, no obstinate persistanee in any preconceived idea, was thrown in the way. We may add, in all sincerity, that in the course of negotiations the French Government honestly seconded the efforts of the Powers de sirous, like ourselves, to assure the maintenance of peace. However this may be, considering the failure of that euprome attempt to prevent the war which has juet, broken out, there remained another deity for no to fulfil—namely, to limit ita calamities as much mu possible. On this point I have already expressed our fall adhesion to the declaration of the Powers which tend in that most essential point to the general interests of Europe. Associating ourselves especially to that of the Government of Her Britannic Majesty., we can not dissimulate the regret we feel at the excite ment manifested in emote parte of Germany. We fear that It originates In a mieunder etanding similar to that which made the order of the Copgrees proposed by Russia misanderetood at Vienna. Bat misunderstandings which con cern the destinies of nations acquire a chorea ter of gravity which Impress upon US the duty of endeavoring to clear them up. Oar august master does not wish any doubt to exist respecting the views which animate him at the present conjuncture. Boma States of the German Confederation seem anxious, from fears of the future. To avoid • danger which we believe has no foundation, they expose themselves to create very palpable ones, and this not only not by overcoming pas sions the devel6pment of which' might imperil the safety and the Internal force of the Govern ments, but by giving jest cause of complaint to a neighboring end powerful State at the very moment they are receiving re-assuring declare- Ilona from it. The French Government has solemnly pro olnimed that It entertains no hostile intentions evilest Germany. This deolaration, made openly toluropoi has been hailed with eager assent by the majority of the great Powers. Now, such an assent implies obligations. It ie thus that we have understood ours. When au unfortunate, chain of circumstances ends in a hostile rupture, the only means to so oalerate the return of peace and mitigate the evils of war Is to keep it within the limits of the ground where the rival interests that gave birth to it clash. In the present conjuncture the Cabinet of Bee, lin hie taken ae the device of its attitude, the defence' of- itUti integrity of Germany and the maintenance of the balance of power in &trope, We are equally interested in the maintenance of that balance of power, and in this respect our vigilance will not cede to that of any one. As regards the integrity of Germany, the high and chivalrous character of the Prices who bas pro ; claimed himself it, guardian and whose power is equal to the task, ought; In our opinion. render any -other guarantee cumeneesery.; We Welk it,alatostneedteee to recall history in /Lind; that 'that bating also hot not been indifferent to Russia, and that she has not recoiled at sun& cm; when the point was to save it from a real danger. But a renewal of those sacrifices would not be justified, in the opinion of His Majesty the Em peror, if caused by a voluntary act of violence, despite the friendly exhortations which It lav ishes, and the proofs with which it supporta them. Oar desire, like that of the majority of the great Powers, is now to localize the war, because It arose out of local, circumstances, and because it is the only means of accelerating (be return of peace. The line followed by some State° of the Germanic Confederation, tends on the con trary, to generalize the struggle, by giving it a it character and proportions which go beyond all human foresig t, and which, under any circum stances, would end to increased devastation and W would canoe to s of blood to be shed. We can the understand this tendency as, independently of the guarantees offered to Ger many by the p (tire declarations of the French Government, accepted by the great Powers, and the very force of circumstances, the German Slates thereby deviate from the fundamental basis which unites them. ECCEIII The Germanio Confederation is a combination purely and exclusively defensive. It to onthat condition (a cc titre) that she participates io the international law of Europe, on the basis of treaties to which Russia's signature is affixed. Now, no hostile act has been committed by Prance against theClpfederation, and there does not exist any obligatory treaty for the latter to attack that Power. Should consequently, the Confederation take hostile measures towards France on conjeolurol data, and against which it has obtained more than one guarantee, It would have falsified the object of Da institution, and disowned the spirit of treaties upon which its existence rests. We confidently entertain tho hope that the wisdom of the Federal Governments will sot aside determinations which would turn io their prejudice, and would not contribute to strengthen their own position. If, which God forbid, it should happen other wise, we shall at all events have fulfilled& duty of frank and sincere friendship. Whatever may be the iBERIe of the present complications, the Emperor, our auguet muter, perfectly free in his action, will only be inspir ed by the interests of hie country and the dignity of his mown in the determinations which Hie Majeaty will be called upon to take. Wahine, however lately come across such a book. It le called the Convalescent, and is by Mr. N. P. Willis, of American notoriety. You open the book and find that it begins with a letter to a certain General Morris. The letter says that it Is freezing; that Willis has got a cold; that Wil lie' pig is ill; 'that Willis' chickens are afraid of Willis' cat. The letter ends by eayiag that Wil -1 lie must send it to the post_ You pass on to the next letter. Willis' cold is no better; the chickens are still restless; Willis must take this letter to the post. A third letter, containing equally important information, follows. There is no stopping statue change.. Willis goes on through the whole book recording all that has happened& him or has not happened to him in an American country house some distance up the Hudson. „It is in rain that we expect that Smith's drag must be going to atop. It rolls on and on until the book is finished. We never get beyond Willis' cold, and pig, and chickens. As a light conversational way of introducing a sub. ject we can fancy an author publishing these domestic details, but that they should be put all by themselves, without any visible purpose, is curious. And what makes it atilt more odd Is, that these letters were sent separately to a New York paper as soon as they were written. There is no reason to suppose that Morris saw the let ters addressed to him until they were placed before him printed. The readers of New York papers must have a singular thete. What should we think if Mr. Dickens wrote to the Times to state simply that he was out of coals and inten ded to order some' It is most useful that a writer should learn the art of writing about the little things that personally interest him, and of weaving such descriptions into the exposition:of important subjects; but light beginnings without any sense, or purpose, or sequel whatever, are positively foolish."' I , llxamanora. elostersar atal-rees.—The young State of hlinnesota is pretty much crushed en der the stringency of the times, the pressure of her railroad and individual debts, and exorbi tant rates of interest contracted to be paid by the money borrowers to keep the bubble or speculation from bursting. The people of hill,- negate took the railroad fever badly, and with much unanimity voted to issue the bonds of the State to aid in building railroads. The railroad companies have failed, and the roads are unfin ished. Several banks were established based upon the railroad bonds, and their 'issues are now worthless at home and abroad. An effort to make it good is on foot, though with alight chances of success. The people will soon be called open to tax themselves to provide for the interest on the State bonds, and it will be hard scratching to pay that interest. Emigration to the State has almost ceased, and the financial future of Minnesota looks unforbidding indeed.
