This is the very last resort of demagoguism, and the slesign of it tame very transparent that no one can be found wish as to be deceived by it. Among other pipers that resort to this "dodge" are the liar burg Union and the Pennsylvanian, the last of ihich is controlled by a foreigner—an Ass trian by birth. Shame should deter biro from a !course' ea discreditable, whilshia own dignity should point out to him the meanness of the part be hes taken upon himself in this matter. The . Union' goes into the question with all the assu ' ritioe'relftill fashioned demagognism, which, in tinielfest, made capital out of the Alien and Se ~dition laws of the elder Adams, nearly a half century &Berthose enactments had been repealed. After taking it for granted that the opponents of the present politieal dynasty are all ' , Know Noth inge"—a Miry — Convenient conclusion, when we take into consideration the drift of its argu ' menta—it professes to be "amused" to see bow the roost inveterate of these same "Know Noth ings, who, a short Limo ago, were willing to ex clude foreigners from all participation in the government, have suddenly wheeled about and become the special protectors and defenders of the rights of bur foreign citizens." We quote further from the Union, in order to give our' , readers, including adopted citizens, the benefit of its very luminous doctrines: "The letter of iiimoral Coss, advising :I natorelired Frenchman not to place himself within the power of the government of hit native country, lest he may be compelled to reader military servicesacernieg be fore the period of his naturalization, hos effected a total revolution in the sentituents of the Know Noth ing laaderc They are now willing to write, to fight, and, if needs be, to wish for the rights of our natu ralized citizens. It mot be gratifying for persons of foreign birth to witness this enthusiasm in their former enemies, who wanted to exclude them from office and from the rights and privileges of citizen ship—and if for no other reason, General Cass de serves their thanks for hoing instrumental in working this remarkable conversion. The only Tear we have is that the cum is not per ' manent, and that upon the first favorable occasion the new frieods of the foreigner will relapse into their aneient and deep-rooted enmity, for the Treason that love is not at the bottom of, their sudden trans formation. The change proceeds entirely from the habit of - opposing everything having a Democratic origin, which has given the enemies of Democracy the name of the Oppseition." It would have been a more honest mode of ap plying its arguments, had the Union, before it _:etminnsed so ',much, for its side of the question, pointed oat that portion of the Republican creed —for that party beyond a doubt, forms the gnat body of the opposition to the Buchanan ..d.emourtey—which contemplates or counsels the " sxtlusloint naturalized citizens from all par _ tielpation In the government." This would not have added to the force of the arguments which it hie seen proper to advance, .we-admit, but it Would - have shown a little decent respect for the Common sense and xmderstanding of that large, respectable and influential clatis of citizens whom the State - paper persists in calling "foreigners." The Union tacitly acknowledges the weakness of its position when it resorts to, ouch paltry de vices; and if It imagines that it can thus stifle the indignation, which every naturalized citizen must - feel at the course of a party whose leaders have alWaYllroffesed to he their special friends, we feel that it is reckoning without its hest: There is not s plank in the entire plat form of the Republican party which the meet - sensitive' forelgn-boni citizen can honestly die,. approve ; and what Is more to the gerpose, the course of its prominent leaders and politicians are in accordance With its written * professions. If we must be attuned, and it the'administration must be defended, let it be due in a straight loriiard manner, and not behind forgotten issues and defunct questions. PALACE CLEBILICT IVLACESLAB METTER&T , II, when death is announced. ai having occurred on the llth inst., was esteemed the moat cele brated statesman in Europe and his councils at one time dominated every European Cabinet. Re wan born at Cobrentz on the 15th of May, 1773, and had therefore completed his 86th year before he died. !Lis ancestors had been distin guished in the wars of the Empire against the Turks; his family had produced more than one elector, and had filled the Archbishoprics of Mayence and Troves; and his father the Count Metternich, had obtained some reputation as a diplomatist and as the associate of Kamilla. At the age of 15 Metternich entered the University of Strasbourg, from which, two years afterward he removed to Mayenee in order to complete his studies. In 1790 he made his first public ap pearance as master of ceremonies at the corona tion of the Emperor Leopold If.; and in the year 1794, after a short visit to England be was at tached to the Austrian Embassy at the Rogue, in the following year marrying the heiress of his father's friend E.:sunlit- Re first came into epeeist notice at the Congress of Rastadt, where he represented the Westphalian nobility, after which he accompanied Count Stadion to St. Pe tersburg. In 1801 he was appointed Minister at the Court of Dresden, and in 1803 proceeded as Embassador to Berlin. After the peace of Presburg, he was selected na the Austrian Min ister at the Court Napoleon, in which position be manifested so much ability that, when the war broke out in 1809, and he had to return to the Austrian Court, which was then seeking ref uge in the fortress of Comoro, he was appointed to the Ministry of Foreign Affairs, as the sac cqssor of Count Stadion. Daring his tenure of that office he concocted the idea of a marriage between Napoleon and the Austrian ArchdUchess, as a means of purchasing a respite for the Em pire. Elo conducted the negotiations; Napoleon was accordingly divorced from Josephine, and hfetternich escorted Maria Louise to Paris.. in 1813 Metternich was raised to the dignity of a • Prince of the Empire. Insubsequent conferences and treaties the newly-created Prince took a prominentpart, and signed the famous treaty of Paris on behalf of Austria. Ile afterward 'visited England and received the honor of the diploma of LLD. from the University of Oxford. Although Prince Metternich received decorations from all the Courts on the Continent of Europe, he ob tained none from England. At the Congress of Vienna Prince Metternich, then in his 42d year was called upon to preside., In 1847 ' when the third French revolution overturned half the thrones of Europe, he was reluctantly compelled to retire from his position. Ile went to England and there remained uhtit 11351, when he returned to Vienna, but he was never again asked to un dertake the cares of office.—A'. F. 7rib. EXCESSIVE INPORTS or Day 00005.—Again the aggregate of imports for the week stands at a figure not likely to satisfy any thoughtful man, and not such as totmake us grateful far the cx lilting tariff of open doors. With no barrier to excessive importation, the disturbances of Eu rope unite with the wants of trade here to eend heavy and accumulating-etooks to our ports. It is hoped that they will be paid for, and the cre dit of even our uncertain people rises at times. Oar debts and offences are forgotten, cur folly in buying is unheeded ; and our solid natural re sources are trusted to bring the account around in the end. So we - bare "entered at the port $2,440,947 in foreign dry goods for the week enking Friday last, and $52,353,460 for eo much of the year as has elapsed since January Ist. The quantity thrown on the market—all this is at New York—is somewhat less for the week, but, for the period stale January Ist, nearly fifty-three millions in Table has been thrown en the market, or more than half a.-million more than the imports. In the corresponding period of last year, and of 1857, the values were email in comparison, the highest importation being that in 1857, about $900,000, but of this a very small share only was thrown on the market, in consequence of the pending change oftariff on the first of July. And for the year, we Utbyr double the impede of 1 858,and add one-third fe those of 1857,Iarge as these last were. At this rate we shall count up one hundred and twenty millions of dry goods for-the port of New York atone. The heaviest items' in this also are woolens and cottons, the very departments in which the domestic supply . should , be so ample as to preclude the ides of danger from the quantities imported. Silksand linens we do not expectto produce; but that foreign woolens to the value of $907,000 shoold be re eeived-at New York inn eingle week from abroad, 'argues but an imperfect development of the do mestic production, or an inadequate power of re sistance on the part of our producers to the ri valry of foreign producers, when the doors are thrown open to invite them here. Of cottons the import is just half a million for the week, au item quite too large, if not equal to the woolen importation. It is mild that arrivals at New York at the close of the week not reported, and others on their way, promise thaethe next week's re ceipts will be equal to the last, it not beyond them.' not be worth while to inquire Into the matter Of security against excessive imports ' in the next Congreas?- 7 —Phii.
