ICRR IL TT & C 0 . , ALM • Tee PNILILOOS POSITION or TORLIT.—Among the consequences of the- present war meat be reckoned Ike disorganization and exhaustion of the Turkish empire by the threatened outbreak of new troubles before those of the Ruseian-con test are composed. The ambitious potentate who has forced these complicatibos on Europe is sometimes praised by his English friends for hie desire to confine the war to Italy, and to apace Europe the spectacle of universal blood shed. This, so far as it means that he would rather not fight Prussia and Amain at once, Is no doubt, a correct estimate of his policy, but, unhappily, in the weaker and' more unsettled porte of Europe there is no 'sign of such for bearance. Indeed, the elate of Turkey, both European and African, is such a to call for at tention, if not anxiety. The greatest danger lies, we need not Hay, along tbacourse of the Danube. to Moldo-Wallachia, m Berrie, in blontenegro, the influence of Franco and Rue eta has roused a' commotion which even they will find it diffidult to allay. Nothing is more fully proved than that in a community of na tions like modern Europe it Is Impeseible for a great war to be carried on without in some de gree Involving every State. Prussia and Aus tria remained aloof from the Resells's war, but cats any one fail to see that their neutrality has been Indirectly the cause of the present em broilment' So impossible is it for any Sover eign or statesman to say that ho will confine or localize a - war, and that it shall give no trouble beyond the precincts where the fighting takes place. The Turkish Empire is now in a more dangerous state than in 1828 or 1840. The Christine population have been more than ever filled with the belief that their religion and nationality are in danger from the Porte's sov ereignty, while the rupture between Russia and Austria will prevent the latter from exercising that influence over the Czar which formerly compelled him to keep his coreligioniste within &Minds. The end of the Idoble-Wallaohlan dis pute is to place the two provinces under the rule of an obscure agent of Russia, and the vaunted Constitution will, in a year or two, be utterly forgotten, it having served its turn in giving su preme power to the nominee of Napoleon 111. and Alexander. Throughout the semi indepen dent provinces, and even in %email's, there prevails an expectation that the Italian war is to have its counter-shock in Turkey, sell the more active spirits even contemplate en invitation to England to relinquish bee protectorate over the lonian Republic. If each hopes generally pro duce the evens they refer to, a lengthened war can hardly fail to cause dangerous complications in Turley. In fact, the northern provinces of the IlliOMOI:1 Empire are juet as far gone in ex citement as Sardinia and Tenney were six months ago, and when we see what a few weeks have brought forth, we cannot but look anxious ly in this new direction. to the meantime Tur key, poor and exhausted by the late war, with hardly a remnant of her lately respectable navy, lens little as possible ready to engage in military operations against her Insurgent provinces. —London Tna”. "Tee FLOOD AT Mouse.—We are cony to say that a large portion of the Moline dam, a mill and a large lot of now logs hue been swept. away. During the flood of bat month the dam was saved only by the most vigorous and united labor on the part of citizens, all being interested as the water power for a number of manufactures of different kinds is obtained by means of this dam. The flood of last week was much heavier than that of last month, and every precaution was taken to secure the dam, and nearly four feet were added to its height by means of broken stone and other material. As the flood was at its full height ,en Friday, it was supposed the danger had been passed. Oa Friday night, how ever, about 11 o'clock, the bridge leading (pm the Illinois shore to the roadway on the dam gave way, and swung round, lodging against the flume of the "Old Custom Mtn," giving it a start. Therubbish from the bridge closed the flume, causing the water to rise nearly to the top of the dam, sand run into the streets on the river front. The work could not stand this accumu lated pressure and bad to yield, and the bridge, mill and about one hundred feet of the dam, were moved from their position mad carried away. There were about 250,000 Rot of loge in the dam, which aloe were swept away by the powerful current. We arc told that tleneral Iloragnay has been superseded by him in command of the first corps of the army. General Foray, as almost all the general officers of the French army, dis tinguished himself in Africa, where he served for ten years as colonel of the twenty-sixth re giment. Ile commanded a brigade in Paris on the occasion of the coop d'etat, and was at the head of the column of troops who escorted the members of the National Assembly, at the time of their dissolution, from the place of meeting to the barracks of the Quai d'Orsay. After the forma tion of the Army of the East he had the command of the fourth division; he landed at Pyres, was present at the battle of Alma, anti It was he who, in the morning of the . fith of November, vigor ously repulsed the Mundane who tried to pene trate into the French trenches while the battle of inkermais was going on. Mass.—Milan, the capital of Lombardy, has a population of about 100,000 persons, not in cluding the Austrian garrison and the strangers temporarily resident there. It is, situated in a wide open plain, between the Olopa and Saves* rivers, tributaries of the river Po. It has been the scene of many a conflict of arms between rival nations, and has at different times, been ander the dominion of Spain, Austria and France. It was twice captured by the French, and in 1805 the first Napoleon made it the capital of the Kingdom of Italy. By the ;treaty of 1815, It was restored to Austria, with tbo adjoining territory. Milan is a very ancient city, being founded 400 years before the Christian era. It was in habited and embellished by many of the Roman Emperors, and has been the birth place of rainy eminent mon, including a number of Popes. This city, though. besieged forty times, and forty times taken, end four times deetroyed, still con tains a vast number of churches, colleges, nun neries and schools, and many stately buildings, both public and private. The Cathedral, begun in 1830, is one of the finest in the world. It also contains the Church of St. Ambrogio, where the Emperors of Germany were crowned. The city is nearly of a circular shape, enclosed on three sides by a wall, surrounded by ramparts, nearly eight miles in circumference, and entered by ten gate . It is distant from Vienna about 400 miles. MARSOA ZillilAlloll, MKS or MAGENTA.—It would appear that this distinguished officer, who was in command of the second corps of the army of tbo Alps, has won the chief honor of the battle of Magenta, for. we find that the Em peror has bestowed upon him in the field of fame the baton of a Marshal of France and the title of Duke of Magenta—just as the first Napoleon, sixty five years ago, and near the same field, ac knowledged the skill and intrepidity of Marshal Angerean by bestowing on him the title of Duke of Castiglione. Gen. MacMahon, then Count, was recalled from the command in chief of the Preach troops of Africa, to take part in the Ital ian campaign, where he has already 'won his baton and dukedom. As his name implies, he is of Irish extraction, and has well upheld the char acter for dash and intrepidity which soldiers of that rata have won for themselves la the military service of every country in the world. Since 1841, when he commanded a battalion of clos eouts, Gen. Machiahon has been almost con stantly in the field. Branca KENTIICKY."—It is well I known to meet of our readers that the enterprise of Tenneseans has constructed turnpikes in all directions from this State to the Kentucky line, under the promise from our Kentucky, neighbcrs that they would continue them into their State. All these pikes still end at the State line, with nuprospect of their being extended. The con sequence is that, in a season like the present, when the roads are soft, and there are frequent rains and snows, and heavy crops to haul over the roads, they get into the most horrible condi tion, and it is no exaggeration to say that the traveller from Tennessee absolutely drops into Kentucky; and if he does not drop in so deep that horses can't haul him out, he is lucky be yond the average of his elate. A few days since, a traveller from foreign parts took passage on the two wheel mail-cart, for the interior of the State, and was enjoying a good nap. From this nap, however, he was suddenly aroused by a tremendous concussion, which threw him violently against the side of the box, skinning his nose, and otherwise bruising his body. Upon looking about, he found the vehi cle fn the midst of a limitless sea of mud, about the consistency of thin cream, and the bottom of the box below the water-line; the horses! heads and necks were the only portion of the animals In eight, and the driver was laying the whip on to them. The traveller recovering himself with a vehement execration, inquired : What Is the matter "Nothing," responded the driver busily ply ing his whip the while, "only we've struck Ken tucky." Our traveller, in relating his expetience, said that he bad, in the course of his life, been in a good many tight places, that he had been blown up on the steamboats, thrown off of railroads, and upset in stages, but that was the first time be had over "Tun against a State," and he be lieved that Kentucky was the only State on the face of the earth where the thing could be done. —Exchange. Bo el - CIAL a man is standing at his window look ing oat upon his garden, full of flowers and fruit, and as he looks he sees a ragged boy, who looks as if he had been born on a rock and fed upon stones, for all the growth and vitality there is in him, standing and looking through the pal ings; and the poor child, who never in his life, perhaps, has seen so much that is so beautiful and enticing, reaches hie hand through to pluck the bloody currants, or stands on tiptoe to reach the cherries that bang in too tempting nearness for his honesty. And the man Is full ofzelfish nese, and ho suffers as he sees the boy reach out to take his property; it is a real pnin to him. Now there ore two ways for him to get rid of that pain. One is, to call for his Servant and his dog and drive the boy away. Bat suppose, ae be stood there, come good angel touching him should change that hell of selfishness within him into benevolence. Then, to his ourprise, the boy's pushing his hand through the paling, in , stead of being grievous, is n joy to him, and he calls out to him, " Put your hand in again, my boy," and he sends his servant to open the gate and call him in to shake down flo fruit from the tree, and to till his hands and his pooket, to give him enough for himself, and to carry away to his starving companions.—l/.
