Cane addressed to Mr. La Cisme, of Memphis, Tenn it is evident that nothing of the kind was anticipated. In order to keep the matter fully before the public, we republish this missive: "Department of State, TV:Abington, Mayl7, 7,9. —Your letter of the 14th lust. has been received. In reply, I have "to state that it is understood that the French Government claims military ser vice from all natives of France who may be found within its jurisdiction. Your naturalization in this country will not amp! you from Mat claim, ahoulci you voluntarily repair thither. • - • . Mr. La Cumin proving an unfortunate corres pondent, Gen. Cass has -hunted op another, and addressed a letter to a gentlemen named Borax, inCincinnati, in which ho strives to explain the Li Clan letter and modify, if possible, its sweeping declarations. Ile tells Mr. floras that the letter to Le Critic "was principally intended to recommend caution to our naturalized fellow citizens, natives of France, in returning to that country, as the operations of the French con scription law were not precisely known here, and might bear injuriously upon that class of Ameri can citizens." We have looked the letter dili gently through, and have failed to find either the caution here spoken of, or the recommenda tion of it. Instead of caution the letter simply contains a broad declaration, which no after let ter can explain away, that "the French govern ment dams military eerviee from all natives "of France who may be found within he juries "diction," and that "naturalization in this coun try will not exempt you [Lx Ctercc] from this "claim, should you voluntarily repair thither." This is, in as plain terms as language can afford, an abandonment of the adopted citizen by ibis government to the despotic claims of a foreign government. Glen. Coati, however, while he urges that he merely wished to caution Ls ecru° by uttering this broad and sweeping principle, and strives to explain it away to Boren, cannot ovoid reitern litig it, although in slightly altered terms. If "military service," such as France claims, is one of there duties, it follows of course that naturalization, as interpreted by the Buchanan administration, does not exempt the naturalized citizen from it. lie comes into court and not only renounces all allegiance to his former sov ereign, but. swears that ho will faithfully render allegiance to the United States government ; but if tie be caught in Prussia, he may he compelled, with the sanction of this government, to take up arms for the king be has renounced and make war, if needs be, upon the government he has sworn to support This is a most atrocious doc trine. The idea that an Adopted Citizen may (tighifully mind you) be compelled to lake up arms against his own American home and Amer ican fellow citizens must be abhorrent to every man's sense of propriety. The Philadelphia Press, commenting on thin matter, says ) "It is a virtual surrender of the great Amer ican doctrine of acquired citizenship. It renders the nationality of adopted citizene a thing of mere local influence and power. It is the boast of native citizens that the protecting arm of their National Government will follow them Into any quarter of the world they may penetrate, bat adopted ollizeng are coolly told that if they ven ture back upon a call of pleasure, business, duty, friendship or filial love, to their native land, they can bo summarily - enrolled, without redress from this country, Into European armies, and compelled to fight the battles of kings whom they despise and hate. We do not doubt that the letter to Mr. Le Clero will be read with intense satisfaction by the monarchs of Europe. In all future interna tional disputes, it will be pointed to as a virtual acknowledgment of the monarchical doctrine of perpetemiallegiance, for it voluntarily concedes the whole case. It places the naturalized citizen of America in very much the position of a fugitive slate who hoe escaped to Canada—safe enough as long as ho remise there, but unable to return for a moment, no matter how great the exigency, to his old home. It is impassible to supposethat the true American idea of naturalization is con sistent with the impreaement of naturalized cid. tent into foreign armies. Cage Naturalization edict: "My views on this question may be thus sum med up: When one plants himself under the wing of the American Eagle, which he is pledg ed and sworn to support and defend; when he enrolls his name upon the ample folds of the Stare and stripes of this great American Union, he is free to go wherever the winds and waves may carry him; the eye of that Eagle watches over his every step, that flag waves proudly over his head whether be is upon land or upon water, in it palace or a dungeon; and the power that dares to interfere with his personal liberty whilst he is engaged in lawful enterprise, and not of fending against the criminal or penal code of that power, dishonors that Eagle and disgraces that flag to which he appeals fer big deliverance if it does not afford him, prompt relief and re , dress." In the name of ”that Eagle" we protest against this method of speatiog about that respectable bird. It would disgrace a Democratic Fourth of July orator. Tin Facisr.—We have been making inquiries concerning the crops in this county, and are eat itified that, though the damage done by the frost of the 4th of dune is considerable, it is not as great as was supposed at first. Some.of the frost bitten wheat and rye fields are beginning to show kips of reviving; others are not injered as much as was anticipated; and hopes are en tertaiued that, though half the grain may he de stroyed, we will have as large a yield in Clear field no we had last year. The tender garden staff of course is killed. In a ride from Cleveland to Madison, and thence to this place, we saw but two fields of wheat that were even partly killed.
