There can be no doubt that the Cleveland trials have aroused a deep and bitter feeling of hostility to the Fugitive Lsw in the Reserve counties and to the party which attempts to en force It. However much we may regret the so& liming inflicted by the government on the unfora innate individuals whom It persecutes, under this law, we rejoiss to witness the wholesome public; sentiment aroused thereby. There can be as little doubt, also, we think, that this over powering demonstration was effectual -in re etraining the 11. S. McLean, the Jailor of this county, went to Col umbus last evening for the purpose of making a return to the writ of habeas corps., granted by Judge BrinkerbidE, ordering him to prodrice the body of the negro Johnson, who plead guilty to en attempt to rescue the slave at Zanesville, be fore the Supreme Court of the State. Mr. Mc- Lean will return that the prisoner is in the cue tody of the United States Marshal, and that he, the Jailor, hoe no control over him, beyond be ing the custodian of his person for the Marshal; that the latter refuses to permit the prisoner to pass beyond his immediate control; and there ,._, falp the respondent if unable to produce him in Court, as commanded. L I The Domenic. llfusions.—The order of the day was taken up. :I have already sent you an eh. street of the Anneal Report. Dr. Musgrave, the Corresponding Secretary, said the receipts amounted to nearly sloo,ooo—less than the preceding year by $5,000 or $6,000; more than $ll,OOO above average receipts of preceding years. The year closed with balances in the treasuries amounting to $28,000. The Doard had not anticipated this, bat during January and February the receipts were largely aug mented, exceeding. $85,000. We hive made every appointment the Presbyteries asked us to make, Cud the payments have been prompt and uniform. The average appropriation to each missionary has also been increased. The bal ance, however, is not larger than is desirable, as the receipts of the first moan's of the fiscal year are very Ma. It lsa great mistake to suppose no necessity for increased liberality, because of this large balance. The fiscal year closes at a time when the receipts are largest. As to the South West Rgeoutive Committee, ho would say that he bad bad conferences with several of the brethren from that region and found that they were willing to have an advisory committee at New Orleans with a district Secretary. This arrangement would be highly useful in every respect. A similar arrangement is proposed for the North West, if the brethren of that region desire it. Thus we shall have a Secretary at Philadelphia for the east, one at Louisville for the centre, one at Chicago (say) for the north west, and at New Orleans for the south. In re gard to progress, our great want is the want of men, more than of machinery and money. The supply is not equal to the demand. We have 800 to 1,000 ohurches without stated supplies. We will pledge ourselves to commission every man the Presbyteries will recommend. But it is tusked how comes it that so many men are idle? There are some who are superannuated, some are in feeble health, some, he was sorry to say, preferred secular pursuits, some will not go to places that do not cam to suit their domestic circumstances. We can support all who will offer themselves. We have increased our aver ,' age appropriations to each missionary 43 / per 'come. during the last year, and have added rgreatly to the number of missionaries. The church will support the men if they will offer themselves. But if the receipts have not oome up to what they ought, he would say it was ow ing to the abolition of the agency system and the adoption of the plan of systematic benevolence. Not that he was opposed to that plan, but the churches had only partially adopted it. It was a novelty as yet—was inaugurated in 1854. If persevered in, the plan which is eminently Pres. byterian will do oil that is desired for it. Dr. Humphrey, chairman of the committee on Domestic Missions, made their report on the Annual .Reperlef 'she Board. The resolution, offs- - ;74 the cons Mee are as follows: 1. The General , membly gratefully recognize the blessings of Read of the church upon its domestic min us, and upon the labors of the Board unto wh,lh the care of the missions has been entrusted. 2. The Board is also empowered to make a similar arrangement at the North-west if, on consultation with the brethren of the judicatories in that region, such a measure shall appear to b e advisable. 5. The attention of the Board is particularly called to the Pacific coast, as a field of mieeions. G. A committee of members shall be ap pointed by this Assembly, with instructions to inquire, to confer with the Board, and to report at the next Assembly what changes in the or ganization and methods of the Board are nem eery in order to its greater efficiency and wider influence. This committee is particularly charged to report on the expediency of the following measures : The reduction of the number of members of the Board, and its re-organization after the form of the Committee on Church Extension. The removal of the Board to some place near er the centre of the Western missionary field. The cetablishmeet of several executive com mittees and cerresponding secretaries in differ ent parts of the church—these officers to be in vested with co-ordinate powers. Or, The establietiment of a !Angle central com mittee, with advisory committees and district secretaries, se provided herein for the South west. The committee will consider the question an to how many officers will be needed in the Central Board, and the division of labor among them. The committee will also report upon any other matter which they may find within the range of their inquiry. The first and second resolutions were read and -adopted. When the third came up, Dr. Wilson, of Ga., offered an amendment cm ! braeing the South East in the privilege, if de ' sired, of having an advisory committee and a dis trict secretary. Dr. W. said be only made his amendment in order to bring the matter to a reductia ad ah surdurn. Assembly took a recess for dinner. Afternoon Session.—The unfinished business of Monday, viz: . the report on Foreign Mission!, was taken ap. Report unanimonely adopted. The business' of the morning was resumed, viz: the report on Domestic , Miselons. Dr. Wilson's amendment was laid on the table. 'The question being on the third resolution, Dr. 2,l'..Laren said the present measure assumed that there was a radical defect in the present system, viz: that of one central boird. That board was established for the whole church, and is as capa ble for an enlarging church as ever. Let us keep things a little snug. Let well enough alone. If greater efficiency is desired, put it in the central arm. He believed the tendency of this matter was to sectionalize the church, and if we may thus divide the work of domestic minions, why not the other work of the church? Mr. M'Nalr, of Wis., said there *was no more necessity for a committee at New Orleans than l on the Pacific or in the North-West. Dr. Palmer, of New Orleans, void It was not I the design 'Alibis movement to impair the unity of the church. It noes not propose to establish a new treasury. Nor does it intend that the dis trict secretary shell interfere with the presby teries. What we want is not a mere agent. We do not wish to revive an agency so as to impair our plan of systematic benevolence. We desire to put the Presbyterian Church in that region in a condition to go forward. Mr. Speer, of California, representing the in terests of the church on the western shores of the continent, offered en amendment providing for the appointment of a district secretary and advisory committee for California.
