The Board or Publication,—The Order of the Day, the report of the ComMittee on the Annual Report of the Board of Publication, was taken up. We give below an abstiaot of the rIERETT•FIRST L9:II.AL REPORT. The oolportage operations of the Board were during thedast year conducted, in consequence of the pecuniary embarrassments recently prevail ing throughout the country, on a somewhat re duced eagle. During the year ( hero have been printed 70 now works, of which 51 were now volumes. 01 these volumes 98,000 copies have been printed. Of 19 new tracts 54,500 copies have been printed, and 15,000 copies of tho Presbyterian Almanac, making in all, 187,500 copiea of new publica tions. Besides these, there have been published 272,000 copies of new editions of volumes, end 473,500 copies of tracts and pamphlets before upon the BoariEe Catalogue. Total, 913,000, total Dumber of publications, issued by the Board since Its organisation, 7,732,938 copies. Peri. ndocala. N Smith, of Virginia, moved that the Aseembly approve the report and adopt the first resolution, rendering thanks to God for the bles sings bestowed upon this valued arm of the church. Dr Anderson, of St. Louis, Mr. Graves oad ReT A It Banks, of Arkansas, spoke in strong term! in favor of the Board. Pr. Edwards, of Philadelphia, said he was not a member of the Board. Ho was only a looker on in Vienna. Boards are the agents of Lbc church, and they are hero not to be praised, but to be examined critically. The report of the Board omitted aortic particulate which he would liked to have seen. He wanted to he informed as to the exact position the Board occupied in the affections of the people as manifested in the contributions of the churches. No such infer motion was furnished in thin as in the reports of the other boards. He would also like to have a plainer statement of the fiscal condition of the Board. This hoard applies to the church for contributions for the support of the colportage system. This year the amount received was from' $20,000 to $21,000. Now in the disburse ment of this, no less than $12,000 were expend ed. This is a striking fact whloh he would like to understand. • Stxty per cent. expended en machinery Again, we are informed by the statement of the Board that the Corresponding Secretary receives a salary of $l,OOO. It after wards informs no that he receives a salary of $1,500 as superintendent of colportage. Then another gentleman receives $1,500 from the same. This ought to be looked into. Cannot tie office of Superintendent and Secretary be merged in one. Again, the Treasurer, who for a long time gave his services gratuitously, now receives from the Board (by their own voluntary set,) $lOOO a year for three-fourths of an hour's services per day. There is also a book-keeper who receives a salary. Could not these offices ha united " Again, the Board has chargeiof the Home and Foreign Record, of which they circulate only 18,000 amongst a quarter of a million cora munioant a. He held that the Board was reopen- Bible for the smallness of these figure'. The Sabbath School Visitor le edited in one city and printed in another. There publications do not meet the demands of the church—made up of old, re-vamped matter and second-hand wood cute. There ought to be a special editor for those publiciitions. Dr. Edwards continued his animadversions' upon the policy of the Beard up to the hour of adjournment. This attack was unexpected and has created a good deal of talk. C. COHIIIE, ens SLAVE-TRADED.— This case has assumed a novel phase. The grand jury of the United Stales Circuit Court at Charles ton, it will be remembered, ignored the bill against Captain Corrie for violation of the laws against the slave trade, and were temporarily discharged, to allow the District Attorney time to decide upon the course he would pursue.— On being recalled on the following day, the fore man of the grand jury, through the District At torney, asked permission to make a statement before the Court, which being granted, he was proceeding to explain their former action, when the Court reminded him that the proceedings in the jury room could not be revealed. The fore man then asked that the bill against Capt. Cor• ' rio might be recommitted to the grand jury. This request was denied by the Court, Judge Magrath dissenting. The point on which the Court ruled, was that a grand jury having ignored a bill, their notion, as the action of that jury on that case, was final, although ahother grand jury might present the came cane, either with.or without the prosecu tion instigating them thereto. That this distinction was intended to he made by Judge Wayne is plain from what followed, which we quote from the Charleston Courier of May 10: "The foreman, Edward Sebring, Esq., naked if the jury had the privilege of making present ments. On an affirmative answer the grand ju• ry retired, and after some deliberation deputed Messrs. John U. Holmes and F. J. Felzer, of their body, to return to the Court and request the aid of the District Attorney in consultation. The District Attorney retired accordingly, and soon returned, and after some further interval the grand jury returned. On being polled and answering as usual, the clerk propounded the prescribed question, and the foreman presented a paper, which was read by the clerk. In this the grand jury reported and presented William C. Conde for violation of the act of Congress of 1820, concerning the slave trade, and the grand Jury ask that the Court in struct the District Attorney to take measures accordingly. The grand jury was peremptorily discharged after reading of this presentment, rind after some consultation with counsel for the defendant—A. 11. Brown and F. D Richardson, Esquires, notice was given and leave asked for a motion. Judge Wayne replied that it was his plensure no less than his duty to allow the fullest discussion, and that he would hear any motion deemed impor tant to the cave. The motion thus announced in advance will be for the immediate trial of the de fendant, on the ground of the presentment being In ile effect an indictment. Judge Wayne repeated his determination to hear the argument, but referred counsel to the constitutional limitations prescribing and re quiring indictment, and elated emphatically that in this case the grand jury was diesolved, and un der no contingency of decision could the case re vert to the same panel. The leafless to the right of W. C Currie to a trial here, under thin novel state of facts, will be argued this day." Prom the language of Judge Wayne, it seems safe to infer that the presentment of the jury will not be entertained by the Court, and that the District Attorney, if he resolves, as he ought to do, to vindicate the laws and bring Capt. Carrie to trial, most await the annecubllng of another grand jury, and they, In their turn, may ignore the bill. The duty of the prosecuting officer, however, in plain, and if the people refusal.° aid him in the enforcement of the lap, upon thrill let the responsibility and the disgrace rest.- Such dereliction of duty will one day bring its own punishment.--N.
