[Prom the Loudon Timm.J State of Italy. If Sardinia shows a deternitin . alien to break the public peace it can only be in the conviction more or lees well founded, thatrrance is prepar ed to protect her in her enterprise. San. dials defying Austria, would be as a pigmy provoking a giant. Bo ineentate a policy Is not to be attributed to any sane government. How ever incautious, or even intemperate, the King may sometimes have Appeared, there is strong evidence that he has upon this OCCllBlOft only spoken no much as was permitted to him to speak. It is even currently reported that the draught of the document was carefully settled at. Paris, and that the paper wont back to Turin much modified in tone. We may take it that the speech just delivered by the King of Sardinia is o speech which has the approval of the Emperor of the French.— Regarding it in this light it is not so peaceful in Its melts the friends of tranquility might de sire. It would be a temperate and moderate speech for theliing who not long ago told his officers that they might prepare for active ser vice in the spring, but it is not reassuring if we are to read it in connection with those words spoken on New Year's day, and with the ambi guous explanation put forth in the Moniteur. "The political horizon is not clear," says the Sardinian Sovereign. In what quarter, then, broods the storm ? ,What European Power threatens the independence of this King's sub jects' Do the inhabitants of Lombardy seek to annex Piedmont in the interest of their Austrian masters' Or does the army. of occupation at Milan cast eyes of covetousness upon Turin or Genoa ? Whence comes the storm which Sar dinia fears, or who holds that future which Sar dinia "awaits with firmness'!" The power that is determined upon a quarrel need not look far out and sweep the horizon for indications of an enemy. If it were the wish of Sardinia only to hold her own, her small horizon is clear enough. But we' are told she looks not for a secure bat for a fortunate future. 'Ater policy is bused on justice and love of its coun try's liberty." This should be a strictly defen• sive policy, unless the King of Sardinia should interpret the word "country" in a sense dif ferent from that placed upon it by the treaties he professes to respect. If by the word "coun try he means Italy—then indeed, we - understand what that policy must be which is based on a love of Italian liberty. It. is a policy .which would be a. policy of conquest. It Is a policy which would make Milan, and Fiore= , and Naplep, and oven Rome herserf, depart ental cities, sending deputies to a metropolis which is scarcely more Italian than Nice or Toulon. . . . • . • .. This might tool tothe expansion of the Itherty of Italy ; it might mitigate the etringency of the Bourbon tyranny in N plea: It might infuse some energy into the a e burlesquonf goiern meet that obtains in th stijites of the Church : it. might, perhaps. imp ealthough this is rath er doubtful, the prose condition of Tuscany but is it possible to COMP'S!' ?-113 it &project so capable of realization as to be worth a general -European war , Is IL possible that it could be realized by the agency of France and . Russia ; and if it were realized. would it bo just? Would Austria endure it l Would Naples submit to it? It would rather reduce Italy to the State in which that Peninsula was when :Erases landed on its shores. It would only produce a chaos out of which the battling elements should even tually make new combinations. We might consent to go back to the days of our boyhood, when with our heads full of Livy, and our hearts full of Horace, we remembered the gloties or the Republic, end .drank in the , vol umptuous literature of the early Empire. But the key note of all that sentiment, was Rome not Turin. Eighteen hundred years is • long period, even in the history of Italy. Wave after wave of different families of the great hu man kind have advanced with more or less force upon that interesting soil, and have, to a greater or less depth, covered the whole surface of what was once a nation—even as the debris of ages have buried the old Forum, and have choked up Osamu. In Italy', beet day. her nationality was never pure. Since then great powers have risen and fallen, and there are traditions, far more recent and nee powerful than those of the Empire, which divide Venice from Genoa and Naples from Turin almost as distantly as Milan from Vienna. It is not enough to over come the great improbability that France and Russia honestly desirous to create a constitu tional power; we must go further—we must believe that the fragment's of races which never yet were united should now unite under a distant and scarcely recognised Italian power; and that Rome should be Flontem with a nation ality under the rule of Transalpine Gaul. Every Englishman has sympathies with Italy. Am the King of Sardinia says in the speech upon which we are now commenting, "Piedmont in groat in the Councils of Europe-on account of the principles it represents and the eympa thies it inspires ;" but our sympathies must be a little under the control of our reason. En gland will never by act or counsel interfere to impede any effort that may be made towards the overthrow of the evil government that now af flicts Italy ; but we may and we must regret to see the general peace of Europe broken for pro jects which appear to savor only of ambition and tend only to strengthen despotism. We cannot see the end, but we can see enough to feel convinced that what the Emperor of Prance and Ramis wish; mine! be what we should wish. "Lot us," eays the King of Sartlinia,"resolute ly await the decrees of Providence." There is small philosophy In this. Resolutely or irreso lutely, we mnet be equally governed by the de crees. Some small parson, when he adveGees that be is about to preach,is so condescendi gas to interpolate by thewords 'Deo volente,' a Reenact to Providence to interfere with the arrangement. We have always thought that lids reservation would be very ridiculous If It were not rather impious. The question, however, io not !whet Providence may decree , that we cannot fath om, but what steps the King of Sardinia is about to take within the limits of his own human free will. We must, acting open the lump tion that he 18 a humane man, believe ,t at he will do nothing except so far as he is supported by Prance; 'and we meet further believe that Prance will not go beyond a menace, utile es she is Sept/oiled by Russia. But Russia is not im patient P i e war; 4110 twat present internal trou bles to distract her councils, and who ever strengt4 of hatred there may be in bee recent grudge against Austria, it is scarcely @afro jell!. to induce her to break up the absolute soverpign ties of Europe into hostile powers . and r de stroy their force by internecine conflict. Rut, whatever may be the policy of France or the tendencies of Russia, or the ambitio n of Piedmont, our course of action is plain. We have only , to look on and watch the result. In a period of profound peace, and at a Lime When armed { e rn e Is irresistible, and is Lall arrayed under thef‘Comiaand of absoluteffovereigneL any insurrection for merely popular °Wei:tele ffbvi oualy ober. He must be a;Very ehallowJdupo who can a ppose that the great military Powers are about to fight for the restoration of long lost liberties and long lost nationalities. There can be no reason that we ehould spend one coin or waste one life to support the Popedom, or to protect the throne of the King of Naples, or to continue the bard and unnatural rule of the Austrians in Lombardy. Towns in Cayuga county, which voted to subscribe for Stock in the Lake Ontario Auburn and New York Railroad Company issued their Bonds in payment for the Stork. As in many similar cases, the Road has never been finished, the steak is worthless, and the Towns would gladly escape, if possible, the fruits of their unfortunate mistake. To teat the question the cashier of the Cayuga County Bank brought eutt on eomo lof the Bonds which he holds. The Town demurred to the complaint, and Judge Wells, of tha ith District, has given his opinion on the demurrer ' Judge W. sustains the claim of the defendants that "it does not appear that the Town Officers borrowed any money" upon the bonds, which was 'what the law authorized them to do ; and that "it does not appear that I wo-thinle of the tax-payers gave in writing their assent" . before the Bonds were leaned, ne the law required should bo done. So far, the Court appears to justify the refusal of the Towne to pay the Bonds. This, however, is not to he understood as a final decision, to that effect. Given upon points raised by demurrer, the opinion only requires the holders to amend their complaint and es tablish the above facts, which "do not appear" in it. Should they fad to do so, we infer that the decision of the Court will be. advent° to them. Should they. succeed in so doing, the trial of the case will proceed. Alb. Ere. Jour. EMEaI Tuc Scotsman newspaper relates the follow ing curious case of the recovery of a lost mar it rittge . ring: "About the end of July or t i be ginning of August last,a woman named Ca rine Ferguson, the wife of a miner named Mc lean, at Clifton, near the head of Loch Lomond lost her Marriage-ring, whilst engaged in putt gon or building ' peat! , and notwithstandin that every searching made fordt at the time, i could not be found. About a fOrtnight ago t e cat brought a rat. into the house, and, emu d the neck of the rat was the missing marriag ring. It is supposed, as rata are known to cacry of coins, or pieces of silver or gold, that th ring had been taken to the rat's neat, where it had gone over the neck of one of the young ones,. and remained there until the animal had ad vanced in growth, and, curiously enough, had been captured by the cat. Mrs. McClean, who had been about a year married, was no loss re joiced in getting possession again of her lost ring, than surprised at the very singular way in which it was recovered. ATTXMPTICD 111VRIMIL—Quite an excitement was created in oar place on Thursday evening last, by an attempt on the part of Robert Sullies to murder.hunes Workman. About eight o'clock Settles en tered his domicil, and seeing W. there, imme diately drew a revolver,Tmd - discharged two bar rels at him, the balls entering his right arm and shoulder, causing but small flesh wounds. .Sev eral persons, hearing the report of the discharges hurriedly repaired to the scene, when S. gave himself into custody of the Sheriff, and is now in jail.—Oreeur Co. A correspondent of the New York Times says that the bright particular star of Washington society is Mrs. Conrad, ayoung Southern widow, who has a natural gift of diplomacy, and takes to politics and plots just as naturally as young girls do to bright ribbons, rich laces and Par isian gloves. Prom the Vice President, down, through all gradations of Senators, Congressmen, Financiers, Journalists and trtiate, her empire is undisputed. She has the kind of voice which Shakespeare pronounces an excellent thing in woman, and, as might naturally he expected, this Talleyrand is not a little envied by many of the less gifted and less brilliant of her sister hood. Tue London Tuarz, in ateeditorirl upon the Monroe doctrine, points out the extraordinary liberties talten.by America with that document, and, saya: "It is rather too much to say. that, with half North America in our lawful posses . - sion, we must abstain from meddling in North American affairs, and it is a still stranger mea sure to found such a doctrine on the sim le principles of political fraternity propounds 4 by Monroe." • A man in Buffalo wears a most rare an a• cleat curiosity, in tho shape of a wooden watch, only one hundred and fifty-six years old !
