Mr. John Cochran, of N. Y., said that the bill was very voluminous, corering two hundred and eighty nine pages. It in no wise affected the collection dis tricts, or rovenno offices nor the. ports 'of entry. It was a pure collection of the revenue laws which aro now scattered through so many statute boohs, and bare been so amended, from time to time, (bat it is now difficult to search out and determine what is the actual law. He alluded to tho difficulties which now surround the present revonuo laws, and quoted tho opinions of gentlemen in high official position, to show the ImpossibQities now standing in tho way of their proper administration. He appealed to tho House whether they would not, under tho array of facts presented, regard tho great interests of commerce, and pass the bill consolidating and codifying tho laws which hare been accumulated daring a period of sixty years. The Committee then rose. The amendments proposod by tho Committee on Commerce wore ordered to bo printed, and tho farther consideration of tho bill was postponed for a week. Giddlngs or Ohio, Granger of Now York, and Bryan of Toxas took part, Mr. Bryan complaining that tho Union had dono nothing for the protection of tho State, and if the Government of tho United States would only say they did not intend to protect the State of Texas, tbo know what steps were necessary to secure her own safety; to which Mr. Giddings re. plied that such threats frightened nobody. Mr. Lovejoy’s amendment to striko out a certain portion of the bill was lost. j A long debate ensned on the appropriation for re moving the Indians in Oregon to the reservations, and subsisting them until they shall be able to main tain themselves. Sexate. —Mr. Seward, of Now York, presented tho constitution adopted by the late Constitutional Convention, held at Leavenworth, Kansas, which ■ was referredto tho Committeoon Territories. On motion, Mr. Crittenden’s French Spoliation bill was taken up by a voto of 24 yeas to 18 nays. This bill was brought in on tho sth of January or last year by Bfr. Fessenden, and raforred to a special committoo, of which Crittenden was chairman. It is now reported without amendment, an«J provides that a sum not exceeding five millions of dollars shall bo paid, pro rata, in satisfaction of the claims of American citizens, who have valid claim9..upon tho French Republic, growing out of the illegal cap lures and confiscations prior to the ratifications of tho convention between the United States and Franco, ratified July .'ll, 1801. The bill provides that the claims shall bo nrcor tainod and settled by a board of Commissioners at Washington. The boar for the special order of the day having arrived, viz: the‘Pacific Railroad, tho Spoliation Bill was postponed without action, and Sir. Bigler took the floor to speak in favor of the railroad which was interrnptod yesterday by tho announce ment from the House, of the decease of General Quiluiau. Mr. Bigler was happy to discover in tho many v speeches on this subject that but little diversity of opinion exists as to the necessity of the construction of a railroad across tho public domain to the Pacific ocean. Tho main difference in the Senate and the country is as to the proper means to accomplish the desired end and as to the proper location. For him self, ho would not be tenacious on minor points. His object was to secure tho construction of the road, not so muoh as a toe&os of developing the material wealth of the int*rraedlate*country, as of maintaining otir rights and protecting oar citizens on the Pacific side. Tho whereabouts of the road Is an object of secondary importance, whother it be a fow degrees further North or. South, so that it be a great national highway. Mr. Bigler continued his speech at great length, touching upon all questions, and stating that doubt less there were many Senators, himself included, who would vote three or Tour hundred millions for the purchase of Cuba. Finally, Mr. Bigler disposed of tbo viwiou* ob jections urged against the road, and cotjclnded by warning tho government not to he ponnr-wUe and pound-foolish, but to bind together this confederacy of sovereign States for their mutual aid and protec tion.
