. Detroit, Jan. G,—The Michigan Legislature assem
bled at Lansing yesterday. Henry A. Shaw, Re
publican, was elected-speaker of tbo House. The
retiring aud incoming Governors delivered their
messages, as required by law. The former states
that tbe finances are in a aatisfartnry condition. - Tbe
receipts of the treasory fur tbe fiseal year amonnts
to one million and twenty-foar thousand dollars;
expesditorex, eight bnndred and forty-eight thous
and; balance on hand, one hnudred and,seventy-six
thousand. State debt, two million three hundred
and seventy Unto thousand; diminution for the lost
two years, two hundred and thirteen thousand dol
lars. Ho recommend* the speedy extinguishment
of the public debt.
Cincinnati, Jan. G.—The Indiana Leglslatnre con
vened at nine o’clock this morning. Tbe Lieutenant
Governor being absent on account of ill-bealtb, tbe
Senate organised by electing D. R. Cravens pre
sident. Tho secretary, assistant secretary, clerks,
and door-keepers are tbe tame as at tbe extra ses
sion. -
The House, after several ineffectual attempts to
organize, adjourned over until this afternoon.' Tbe
contest for speaker is between Gordon, Republican,
and Blytbe, Independent Two Democrats and one
Republican, absentees, are expected to arrive this
afternoon. .The Governor’s message will probably
not be delivered notil to-morrow.

ington streets; were burned yesterday.\ Loss nearly

Mr. Qoick has visited 21 out of the :i5 town
ships iu the course.of the year. The general
result of (be operation of the system, as at pre
sent established, is an improved scholarship and
an increase In the number of well qualified
teachers. The improvement in school bonses
is more marked than in any other thing con
nected with public education. Two new school
bouses, erected daring (he year in Plum town
ship, nuder the supervision of Dr. Shreioer, aro
specially mentioned as well warmed and venti
lated. In (he 21 townships visited, (hero la
but one in which no new bnitding has boen
erected within two years. Tbs farnilnre is of
an inferior kind. There has been no advance
in the wages of teachers, and Mr. Q. fears a back
ward step in that next year, lie concludes:
Upon the whole, there has been growth and
progress in the cause of popular education in
Allegheny county ; but like all progress of every
kind and of overy epere in Penesylvania, it has
been slow. I believe it also possesses another
characteristic belonging to all the improvements
of the Commonwealth, and on that account is
entitled to called turr.

cultural Bociety of Washington county, held on

named Malaobl Scott, residiog in Morris town

seeded to the consideration of a Special order, being
thobUl for tho codification of tho rovenuolaws, am.
for other purposes.
Mr. John Cochran, of N. Y., said that the bill was
very voluminous, corering two hundred and eighty
nine pages. It in no wise affected the collection dis
tricts, or rovenno offices nor the. ports 'of entry. It
was a pure collection of the revenue laws which aro
now scattered through so many statute boohs, and
bare been so amended, from time to time, (bat it is
now difficult to search out and determine what is the
actual law. He alluded to tho difficulties which now
surround the present revonuo laws, and quoted tho
opinions of gentlemen in high official position, to
show the ImpossibQities now standing in tho way of
their proper administration. He appealed to tho House
whether they would not, under tho array of facts
presented, regard tho great interests of commerce,
and pass the bill consolidating and codifying tho
laws which hare been accumulated daring a period
of sixty years. The Committee then rose.
The amendments proposod by tho Committee on
Commerce wore ordered to bo printed, and tho
farther consideration of tho bill was postponed for a
week.
The House again wont into Committee of the
Whole on the State of tho Union, nnd resumed tho
consideration of tho Indian appropriation bill.
Mr. Lovejoy, of 111., said that if the progress of
centralization shall go on as it has for tho past fow
years, tho Executive can, say with truth "I am tho
SOTOrotteat” Tho passage of the bill received from
tho Committoo on Ways and Means is not urged on
the ground or right and necessity, but simply bo
causo tbe.Executire has recommondod the appfopria
tion. Uo wishod to know from the chairman of Ways
and Means whother the report that unless Cpngress
shall roviso the tariff to suit the President, there
would bo an extra session, had his sanction.
Mr. Phelps, of Mo., replied that be was not respon
sible for newspaper remarks, bat would say that un
less Congress shall prorido means for carrying on
tho government daring the next fiscal year either by
a loan, or the ro-issne of treasury notes, or by a mod
ification of the tariff, or by all tßcso three moans
comblnod, there will be a noccssity for an extra ses
sion daring the ensuing summer.
Mr. Lovejoy wishod to know whether that remark
had tbo sanction of tho Exocntivo.
Mr. Phelps responded, that whon tho President de
sired to have an organ here, ho would soloct some
othor person, and when the President communicates
his opinions, officially, they will bo road from tho
clerk's desk.
Here a long discussion took plaeo, in which Sir.
Giddlngs or Ohio, Granger of Now York, and Bryan
of Toxas took part, Mr. Bryan complaining that tho
Union had dono nothing for the protection of tho
State, and if the Government of tho United States
would only say they did not intend to protect the
State of Texas, tbo know what steps were necessary
to secure her own safety; to which Mr. Giddings re.
plied that such threats frightened nobody.
Mr. Lovejoy’s amendment to striko out a certain
portion of the bill was lost.
j A long debate ensned on the appropriation for re
moving the Indians in Oregon to the reservations,
and subsisting them until they shall be able to main
tain themselves.
Without concluding the matter, tho commlttco rose
and tho House adjourned.
Sexate. —Mr. Seward, of Now York, presented
tho constitution adopted by the late Constitutional
Convention, held at Leavenworth, Kansas, which
■ was referredto tho Committeoon Territories.
On motion, Mr. Crittenden’s French Spoliation
bill was taken up by a voto of 24 yeas to 18 nays.
This bill was brought in on tho sth of January or
last year by Bfr. Fessenden, and raforred to a special
committoo, of which Crittenden was chairman. It
is now reported without amendment, an«J provides
that a sum not exceeding five millions of dollars
shall bo paid, pro rata, in satisfaction of the claims
of American citizens, who have valid claim9..upon
tho French Republic, growing out of the illegal cap
lures and confiscations prior to the ratifications of
tho convention between the United States and
Franco, ratified July .'ll, 1801.
The bill provides that the claims shall bo nrcor
tainod and settled by a board of Commissioners at
Washington.
The boar for the special order of the day having
arrived, viz: the‘Pacific Railroad, tho Spoliation
Bill was postponed without action, and Sir. Bigler
took the floor to speak in favor of the railroad
which was interrnptod yesterday by tho announce
ment from the House, of the decease of General
Quiluiau.
Mr. Bigler was happy to discover in tho many v
speeches on this subject that but little diversity of
opinion exists as to the necessity of the construction
of a railroad across tho public domain to the Pacific
ocean. Tho main difference in the Senate and the
country is as to the proper means to accomplish the
desired end and as to the proper location. For him
self, ho would not be tenacious on minor points. His
object was to secure tho construction of the road, not
so muoh as a toe&os of developing the material wealth
of the int*rraedlate*country, as of maintaining otir
rights and protecting oar citizens on the Pacific side.
Tho whereabouts of the road Is an object of secondary
importance, whother it be a fow degrees further North
or. South, so that it be a great national highway.
Mr. Bigler continued his speech at great length,
touching upon all questions, and stating that doubt
less there were many Senators, himself included, who
would vote three or Tour hundred millions for the
purchase of Cuba.
